RE: GRANT REQUEST TO PREADVERTISE SITE SPECIFIC DEVELOPMENT PLAN AND
AMENDED USE BY SPECIAL REVIEW PERMIT#1614- SEM CRUDE, LP
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has received a request from SemCrude, LP, 11501 South 1-44
Service Road, Oklahoma City, Oklahoma 73173-8315, do TetraTech, Inc., Attn: Julie Cozad,
1900 South Sunset Street, Suite 1-F, Longmont, Colorado 80501, for preadvertisement of an
application for a Site Specific Development Plan and Amended Use by Special Review Permit
#1614 for a Mineral Resource Development Facility, including an Oil and Gas Storage Facility, in
the A (Agricultural) Zone District, and
WHEREAS,said property is described as the S1/2 SE1/4 of Section 24, Township 3 North,
Range 65 West of the 6th P.M., Weld County, Colorado, and
WHEREAS,after study and review the Board deems it advisable to grant said request, with
the hearing date to be set as November 5, 2008, at 10:00 a.m.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the request from Sem Crude, LP,for preadvertisement of an application for
a Site Specific Development Plan and Amended Use by Special Review Permit#1614 for a Mineral
Resource Development Facility, including an Oil and Gas Storage Facility, in the A (Agricultural)
Zone District, be, and hereby is, granted.
BE IT FURTHER RESOLVED by the Board that the hearing date to consider said request
be, and hereby is, set as November 5, 2008, at 10:00 a.m, or earlier, if the Planning Commission
hearing is set for an earlier date.

SemCrude, LP has submitted a request that the application for Use by Special Review Permit
#1614, which will be heard by the Planning Commission on October 21, 2008, be pre-advertised.
If you wish to approve this request, a hearing before the Board on November 5, 2008, will allow
adequate time for advertising.

SUBJECT: SemCrude — Pre-Advertisement
Tetra Tech represented by Julie Cozad for Anadarko Petroleum and Noble Energy is requesting
a pre-advertisement for AMUSR-1614 at the SemCrude Facility. The applicant has indicated in
the attached letter dated August 4, 2008 that the reason for this request is highly critical due to
SemCrude's construction schedule to get their facility up and running by September of this year
and is directly related to the pipeline project which is being constructed from the Platteville
station facility to Cushing Oklahoma. The Planning Commission hearing is scheduled for
October 21, 2008. The Clerk to the Board has calculated that the earliest the Board of County
Commissioners could review this case would be November 5, 2008.
Section 2-3-40.C states that the applicant shall appear at the Board of County Commissioners
meeting and explain why the pre-advertisement has been requested. The applicant must show
that the request for pre-advertisement is necessary because of an emergency circumstance, or
that the delay caused by no pre-advertisement is likely to create severe economic hardship for
the applicant.
The Department oi Planning Services is recommending approval of the pre-advertisement for
AMUSR-1614.

RE: Pre-advertisement for Anadarko Petroleum and Noble Energy at the SemCrude Facility,
Amended Use by Special Review 1614
Dear Ms. Hatch:
This is a formal request for a pre-advertisement for the Board of County Commissioners Hearing, for an
Amendment of Use by Special Review 1614. The amendment was submitted to Weld County for a
completeness review on July 15, 2008 and a full review on July 25, 2008. The amendment is for two oil
polishing facilities, one for Anadarko and one for Noble and is an essential part of the approved SemCrude
facility (original USR-1614). We feel very confident that this application will go through the County
process smoothly, since it meets the Weld County Comprehensive Plan and Code and is crucial to the
existing, approved facility. The original USR was just recorded in February of 2008 and all issues have
been addressed. The amendment is a very minor change to the original application and we would not
anticipate many, if any new issues with these additional facilities.
This request is highly critical,due to SemCrude's construction schedule to get their facility up and running
by September of this year and is directly related to the pipeline project which is being constructed from the
Platteville station facility to Cushing,Oklahoma.
As some background for the project, we scheduled and attended a work session with the Board of County
Commissioners and an initial meeting with Kim Ogle on June 2, 2008. At that time, we discussed the
possibility of pre-advertisement for the Board of County Commissioners' hearing and it was indicated that
we could request it with a letter. We had a pre-application meeting at the Weld County Planning
Department on June 12, 2008.
