WELD COUNTY COUNCIL

The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter, Monday, October 20, 2008, 6:30 p.m., at the Weld County
Centennial Center, 915 10`h Street, Greeley, CO.
ROLL CALL: The meeting was called to order by President Ginny Buczek. Vice
President John Kivimaki, Councilman Don Mueller, Councilman Gene Stille and
Councilwoman Nancy Teksten were present, constituting a quorum of the members. Also
present was Lee Godfry, Chris Woodruff and Karla Ford, Council Secretary.
AGENDA APPROVAL: Councilman Kivimaki made a motion to approve the agenda.
The motion was seconded by Councilwoman Teksten and carried.
APPROVAL OF MINUTES: Councilman Stille made a motion to approve the
September 15, 2008 minutes. The motion was seconded by Councilman Kivimaki and
carried.
SPECIAL PRESENTATION: Chris Woodruff, Weld County Assessor gave an overview
of the final property assessment study. This study is conducted by a private contractor
who goes out and samples the work done by the 64 Colorado assessors. The study is
done annually. The purpose of the study is to make sure that each assessor values
property in accordance with the constitutional provisions and the provisions of law and
that the procedures conform to the law. The study showed Weld County values were all
in compliance with the state board guidelines for all classes of property - residential was
96% and commercial was 97.5%. The county is in uniform as specified by law.
The council suggested this report be available on the Assessor website for residents to
view. President Buczek suggested sharing the audits to local chambers of commerce to
have on hand for future companies coming to the county.
Mr. Woodruff addressed the question regarding residential growth stating the growth is
very low but there is still some growth in southwest Weld and Windsor.
President Buczek asked how much renewable energy has come into the county? Mr.
Woodruff informed the council there is the ethanol plant in Windsor and Cedar Creek
Wind Farm. There are a few smaller gas generation plants (not renewable) that are in the
state assessed segment. There is also going to be a new prison in Hudson by 2010
which will be assessed by Weld.
Mr. Woodruff stated that a joint letter from the Assessor's office and Treasurer's office will
be going out with the tax notices explaining what the value means on the tax notice. They
hope this will help answer questions residents have.

NEW BUSINESS:
2009 Budget Hearings
The Weld County Council will have the 2009 Budget Hearing on October 2e at 11:45
am at the Centennial Center. Council members Mueller and Stille will be attending.
Weld County Home Rule Charter Amendments for 2008 Election
With the election ballot so long for November 2008, the requested addition to the ballot
will be not be added until 2009.
COORDINATOR REPORTS:
Correspondence from Resident— President Buczek
President Buczek forwarded current correspondence from Mr. Neal to Pat Persichino in
Public Works.
Town/County Dinner— Councilman Still
Councilman Stille and Mueller attended the Town/County Dinner on October 16th. Many
towns/communities were represented at the dinner. The presentation was given by
Brad Muller, Planning Department.
Payment of Bills
Councilman Mueller made a motion for the bills to be paid as listed below:
Mileage for Council President Ginny Buczek $ 36.16
Mileage for Council Vice President John Kivimaki $ 50.85
Mileage for Councilman Don Mueller $ 23.03
Mileage for Councilwoman Nancy Teksten $ 16.50
Mileage for Councilman Gene Stille $ 25.99
The South Weld Sun Subscription Renewal $ 17.00
The motion was seconded by Councilman Stille and passed with a unanimous roll call
vote.
ADJOURNMENT: By acclamation the meeting was adjourned at 7:25 p.m.
