RE: APPROVE SUPPLEMENTAL APPLICATION FOR 2007 EMERGENCY MANAGEMENT
PERFORMANCE PROGRAM GRANT AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Supplemental Application for the 2007
Emergency Management Performance Program Grant from the County of Weld,State of Colorado,
by and through the Board of County Commissioners of Weld County, on behalf of the Office of
Emergency Management,to the Colorado Division of Emergency Management,commencing upon
full execution, with terms and conditions being as stated in said supplemental application, and
WHEREAS, after review, the Board deems it advisable to approve said supplemental
application, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Supplemental Application for the 2007 Emergency Management
Performance Program Grant from the County of Weld,State of Colorado,by and through the Board
of County Commissioners of Weld County, on behalf of the Office of Emergency Management, to
the Colorado Division of Emergency Management be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said supplemental application.
The above and foregoing Resolution was,on motion duly made and seconded, adopted by
the following vote on the 6th day of February, A.D., 2008.

Subject: 2007 EMPG Supplemental Funds Grant.
County Commissioners,
The 2007 Emergency Management Program Grant (EMPG)has leftover funds available
for current grantees to request additional funding. Traditionally the left over funds are
awarded to each grantee to meet the 50 percent funding request. This year the State has
decided to require a separate application for these funds.
During the blizzard in 2006 an identified need for the Emergency Operations Center was
to update the available technology at the EOC. During the budget process improvements
to the EOC were granted. The supplemental EMPG Funds will help to complete the
technology improvements to the EOC. The grant has a 50 percent match requirement; the
budgeted improvements to the EOC will be used as an in-kind match.
In addition to the Weld County Grant the City of Greeley is requesting additional EMPG
funds to support the EOC upgrades. The City of Greeley is requesting two 52" video
HDTV's to be used as data monitors, a GPS Digital Camera for use during Preliminary
Damage Assessments and computers to be used during EOC activations for City staff.
The requested funds will help enhance the direction and coordination functions essential
to disaster management and recovery in Weld County.

Weld County is a large county that covers 3,999 square miles. The Weld County
/ City of Greeley EOC is located in Greeley at the Weld County Training Center.
The requested equipment will help with technology improvements to the Weld /
Greeley EOC. There are 33 municipalities in Weld County and 23 Fire Districts.
The Weld County EOC is run more like a MACC then an EOC due to the number
of Jurisdictions and agencies in the county.
The requested technology updates to the EOC will help with EOC operations and
benefit multiple agencies and organizations. Technology is a key to
communications and updating information on timely bases. The equipment will
help in transfer of information to County Commissioners and to the State EOC
using Web EOC.
In addition to the technology updates redundancy in telecommunications is very
important. Satellite phone systems are one way to build that redundancy. An
antenna will need to be mounted to the outside of the building for use in the EOC
additionally mobile satellite phones can be used during disaster recovery
operations for communicating damage assessment information to the EOC and
to the State DEM. Weld OEM will budget for maintenance fees in the future to
sustain the satellite phone costs.
Weld County will be completing updates to the Weld / Greeley EOC during the
2008 FY the grant funding will assist Weld County to complete the updates and
complete the project.

Administration(M&A) costs. The federal share(to be reimbursed) M&A costs may not exceed 3%
of the federal share of the budget. M&A costs beyond 3%of the federal share may be approved
and documented as part of the non-federal match requirement.
Note:Please ensure that any equipment proposed is listed as EMPG eligible on the DHS Approved
Equipment List(AEL). Due to the limited statewide funding, no equipment in excess of$5,000/unit
will be approved for the EMPG supplemental grants.
