BOARD OF SOCIAL SERVICES
WELD COUNTY, COLORADO
MARCH 19, 2008
The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, March 19, 2008, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner William H. Jerke, Chair
Commissioner Robert D. Masden, Pro-Tem - EXCUSED
Commissioner William F. Garcia
Commissioner David E. Long - EXCUSED
Commissioner Douglas Rademacher
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Elizabeth Strong
Controller, Barb Connolly
MINUTES: Commissioner Rademacher moved to approve the minutes of the Board of Social Services
meeting of March 17, 2008, as printed. Commissioner Garcia seconded the motion, and it carried
unanimously.
WARRANTS: Barb Connolly, Controller, presented the warrants for approval by the Board in the amount
of $35,979.64. Commissioner Garcia moved to approve the warrants as presented by Ms. Connolly.
Commissioner Rademacher seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN - EATON EARLY
LEARNING CENTER: Judy Griego, Director, Department of Social Services, stated this agreement was
previously reviewed by the Board at a work session, and the term of the agreement will be February 15,
2008, through December 31, 2008. Ms. Griego stated Eaton Early Leaning Center will initiate a
Therapeutic Pre-School Program for children, ages two and a half to five,who are at risk of expulsion from
child care or preschool settings. She stated the Program will also address out of home placement and
situations in which a foster child has had a change in his or her foster care provider due to behavioral
problems. She stated the total reimbursement to the Eaton Early Learning Center will be $22,375,00. In
response to Commissioner Garcia, Ms. Griego stated the Center will also provide tools to improve
parenting skills,to both foster parents and biological parents. Chair Jerke expressed his surprise regarding
the price of the lunches. In response to Chair Jerke, Ms. Griego stated she will clarify the cost with staff
and can put the agreement on hold until she has the information. Chair Jerke stated he is comfortable
approving the agreement today; however, he would like the matter investigated. Ms. Griego stated she

will investigate the matter and follow up with the Board concerning her findings. In response to Chair
Jerke, Ms. Griego stated the Center is located in Eaton. She stated if the Center is successful, there will
another Center established in the south part of the County. Commissioner Garcia moved to approve said
agreement and authorize the Chair to sign. Seconded by Commissioner Rademacher, the motion carried
unanimously.
CONSIDER CHILD PROTECTION AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN-
TURNING POINT CENTER FOR YOUTH AND FAMILY DEVELOPMENT, INC.: Ms. Griego stated the
agreement was previously reviewed by the Board at a work session, and is for a period from
January 1, 2008, through May 31, 2008. She stated Turning Point Center will provide group therapy,
emergency services, and case management to County certified group homes, under the Community
Centered Services Program. She further stated the Department will reimburse Turning Point a maximum
of$75,000.00, at a monthly rate of$4,500.00 per group home. Commissioner Garcia moved to approve
said agreement and authorize the Chair to sign. Seconded by Commissioner Rademacher, the motion
carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:10 a.m.
