Box 758 Greeley, CO 80632 RE: Proposal for Professional Services SH 66/WCR 9.5 Signal Warrant Study Dear Mr. Howard: Pursuant to your request, we are submitting this proposal to conduct a traffic signal warrant assessment for the intersection of SH 66 and Weld County Road 9.5. The intent here is to consider traffic levels at this intersection and compare the data against the typical signal warrants used in assessing the appropriateness for a traffic signal. The planning for the area includes the ultimate need for signalization at this location, and this analysis is intended to provide some insight as to whether a signal should be installed any time soon. The following tasks are proposed: 1. Collect traffic volumes will along each approach of the intersections. If tubes can be used (which will depend on the weather), traffic data will be collected for a 24-hour period. We anticipate these data to be collected this week yet. 2. Assess the traffic volumes with respect to satisfying key MUTCD (2003 Edition) traffic signalization warrants that are traffic volume-based. These include: • Warrant 1, Eight-Hour Vehicular Volume • Warrant 2, Four-Hour Vehicular Volume • Warrant 3, Peak Hour Traffic Flows 3. Document (in a letter-report) all data, analyses, and results to assess whether traffic conditions satisfy warrants with respect to installing a traffic signal at SH 66 Weld County Road 9.5 from the data collected. There are other warrants documented in the MUTCD that are based on factors other than traffic volumes. These other factors include pedestrian activity, proximity to schools, roadway network system considerations, and accident experience. We are focusing this analysis just on traffic levels in the interest of being brief. In the event that CDOT is interested in these additional factors, we can offer our services to analyze those as well. Under such an agreement, we are compensated at hourly rates for all labor. Current 2007 FHU billing rates are on-file in your office. We have estimated that the warrant analysis could be completed for a maximum budget of $3,500. This amount would be established as a maximum that we will not be exceeded without your prior approval. If the scope of services and contract budget are acceptable to you, please sign below and process this as needed as a Work Order.
