The proposal is to subdivide 31 acres into five residential lots. The Colorado Geological Survey had reviewed the application during earlier stages of the development process. The following comments are those that are still relevant: • If a home will have a basement,the ground floor of structures should be a minimum of 3 ft above seasonal • high groundwater. All subgrade construction should include a subsurface drainage system that daylights or drains to a sump. • The site contains soil that may swell,or consolidate. Prior to issuance of building permits, each lot owner should be required to complete a site-specific soils and foundation investigation. • Soil and groundwater conditions may require special designs for individual sewage disposal systems. Prior to issuance of septic permits, the county should require site-specific soil and percolation testing for each proposed leach field. Please contact me if you have any questions or concerns. Eventual construction or development will be required to meet departmental development standards.Construction,access and fire protections requirements for the Berthoud Fire Protection District arc currently drawn front the 1997 Uniform Fire Code. The Berthoud Fire Protection District is currently seeking approval for the 2003 International Fire Code. Due to its proximity to existing PUD developments and other development proposals, this application will be reviewed as urban scale development based on Section 27-2-180 of the Weld County Code. Zone Change Plat: The zone change plat needs to be revised to Weld County standards and the appropriate notes • and certifications added. I suggest the scale of the location map, which is sheet 1 of 2, be changed and notes added to that sheet. Many of the required notes will be in the zone change resolution. The following note shall be included in the zone change plat notes: Full depth basements and foundations may have limitations. The geotechnical report by Scott, Cox & Associates, Inc., dated May 6, 2004, indicates ground water was found between 8' and 13 '' . The recommendations in the report shall be followed. Many existing easements are shown on the zone change plat. They should be labeled as existing and the documents creating them noted. Irrigation water storage and delivery on this site is a complicated issue and must be clarified. Agreements with ditch companies and water owners affected are required at the change of zone. A 100' X 100' irrigation storage facility easement is shown at the southeast corner of the property and the application materials indicate this facility will serve the property to the south and other properties north of SH 60. It is unclear how a 100' square will be adequate to provide irrigation water storage and pumping facilities. How this is to be accomplished must be clarified. The easement will be on either Lot 5 or an Outlot and must be adequate to construct and maintain an access over the abandoned irrigation ditch which is very wide and deep. There is a note on the zone change plat indicating the oil access off of SH 60 is to be abandoned. There is also a note stating existing oil access to remain. Access to all oil and gas facilities shall be clarified and if existing easements do not provide access, new easements must be indicated on the zone change plat. External Roads: The applicant shall verify the existing right-of-way on SH 60 and the documents creating the right-of-way shall be noted on the change of zone plat. Additional right-of-way for SH 60 required by CDOT shall be shown on the change of zone plat and dedicated on the final plat. An access permit shall be obtained from CDOT prior to zone change approval. If any off-site improvements are required they shall be coordinated with CDOT. A traffic study will not be required because the transportation impact on surrounding roadways will be minimal due to the small number of lots. Internal Roads: • Public Works has no objection to a variance form curb and gutter normally required in an urban scale development. The roadway section shall be revised to 24' of asphalt with 4' gravel shoulders. The depth of asphalt shall be increased on Schrage Way between SH 60 and the oil service access to support truck traffic associated with the wellhead, separator and storage tank. Asphalt and aggregate base course thickness will be determined by the final geotechnical report that is required with the final plat application. The application materials state the abandoned irrigation ditch and trees are to be preserved. As currently drawn, the trees and ditch are to be located in the right-of-way of Schrage Way. The ditch is very wide and deep and is a potential hazard to traffic. If the trees and ditch are to be preserved, they should be in open space that will be maintained by the HOA and not in a public road right-of-way. The east right-of-way line of Schrage Way shall be 10' from the existing trees. This may not allow Schrage Way to align with LCR 11 to the north; however, based on a site investigation, I am certain a minor offset in the road can be accommodated. The letter from the Thompson School District, dated October 15, 2004, is not clear weather the bus staging area is to be on SH 60 or Schrage Way. The applicant proposes a 5 lot PUD on 31.7 acres (reduced from 6 lots at Sketch Plan). The minimum lot size is 2.94 acres, and coupled with the overall density of one septic system per 6.34 acres does meet current Department policy. The application has satisfied Chapter 27 of the Weld County Code in regard to water service. The application states the water will be supplied by Left Hand Water District. A letter of availability from Left Hand Water District has been included in the application materials. The application has satisfied Chapter 27 of the Weld County Code in regard to sewer service. Sewer will be provided by individual sewage disposal systems. No new percolation data has been • submitted since the Sketch Plan application. Those comments are reiterated here: The preliminary percolation data was conducted by Scott, Cox and Associates and dated May 4, 2004. This report indicates that conventional septic systems are feasible for most if not all of the lots. Percolation rates were found to be in the good range (6.0 to 60 minutes per inch) across the site. Groundwater was found to be shallow on portions of the site (8 feet or greater), although this is not expected to necessitate engineered systems. An existing septic system (SP-0100363) is located on the proposed Lot 5 and also supports this conclusion. Based on this information, the Department is not requiring septic system envelopes on the lots. The initial impact plan appears to be adequate. The Department recommends approval with the following conditions: 1. Water service shall be obtained from Left Hand Water District. 2. This subdivision is in rural Weld County and is not served by a municipal sanitary sewer system. The applicant proposes a 5 lot PUD on 31.7 acres. The minimum lot size is 2.94 acres, and coupled with the overall density of one septic system per 6.34 acres does meet current Department policy. The application has satisfied Chapter 27 of the Weld County Code in regard to water service. The application states the water will be supplied by Little Thompson Water District. A letter of availability from Little Thompson Water District was included with the application materials. The application has satisfied Chapter 27 of the Weld County Code in regard to sewer service. Sewer will be provided by individual sewage disposal systems. No new percolation data has been submitted since the Sketch Plan application. Those comments are reiterated here: • The preliminary percolation data was conducted by Scott, Cox and Associates and dated May 4, 2004. This report indicates that conventional septic systems are feasible for most if not all of the lots. Percolation rates were found to be in the good range (6.0 to 60 minutes per inch) across the site. Groundwater was found to be shallow on portions of the site (8 feet or greater), although this is not expected to necessitate engineered systems. An existing septic system (SP-0100363) is located on proposed Lot 5 and also supports this conclusion. Based on the above information, this Department is not requiring septic system envelopes on the lots. The initial impact plan (section 27-6-40), in the application materials, adequately addresses all impacts. The Department recommends approval with the following conditions, which should appear as notes on the change of zone and final plats, (except for#8 which shall be included in the covenants): 1.
