Commissioners,
I read the following to you at your Weld County Commission meeting 7/16/08 regarding the
United Power Substation at the end of our development. I request these exact words be
entered into your records.
"In 1998 National Institute of Environmental Health Sciences (NIEHS) wrote "Based on
studies about the incidence of childhood leukemia involving a large number of households,
NIEHS found that power line magnetic fields are a possible cause of cancer" . In August of
2007 the BioInitiative Working Group stated "Two studies give powerful new information
that EMF (Electric and Magnetic Field) exposures in children can be harmful at levels
above even 1 mG. (mG is measured by a Gauss meter at Electromagnet field areas.
I am concerned about the health issues I have regarding this proposed substation being so
close to Liberty Ranch. Not too many years ago large companies & their attorneys stated
tobacco was not harmful to your health & it would not kill you. By the time these large
companies & their attorneys admitted the truth I had already lost my father to lung cancer
& my mother to lung disease. Scientists & doctors are now coming forward stating
Electromagnetic Fields (EMF) are harmful to your health & and can kill you. At the same
time large companies & their attorneys are saying doctors & scientists statements are
unfounded and just rumors.
On January 15th Pam Smith from your county health department that she was unable to find
any articles or documentation showing significant health effects from EMF. She quoted a
statement from an EPA study dated 1992 (16 years ago) which said EMF from common household
appliances at six inches were stronger than the typical EMF you would receive standing
near a substation. I know of no one that uses a common household appliance 24 hours a day.
On 8/30/2007 the Bioinitiative Working Group which consisted of many scientists and
doctors around the world (any of which were from the United States) wrote a report that
stated "There is evidence that EMF' s above lmg are a risk factor for both childhood and
adult cancers. This report documents scientific evidence raising worries about health
impacts including childhood leukemia from power lines. We need to educate the public and
our decision makers that business as usual is unacceptable.
Most of us if not all of us would not have bought a home at Liberty Ranch if there was a
power substation at the end of the development. Ask 100 strangers on a street. I believe a
large percentage of them would not buy either. I would like each of you Weld County
Commissioners United Power and attorneys for United Power what guarantee can
you give us the residents of Liberty Ranch, that we will not suffer any health issues
related to a substation so close to our homes.
We respectfully request that you deny United Power' s application

I close with a quote from the International Commission for Electromagnetic Safety which
states "Governing agencies have a responsibility to adopt a `Precautionary Principle' .
When there are indications of possible effects, though they remain uncertain, the risk
from doing nothing may be far greater than the risks of taking action to control these
exposures. The `Precautionary Principle' shifts the burden of proof from those suspecting
the risk to those who discount it" .

Note: Dr. Pearson stated the EMF's at one part of the fence area could be as high as 8 mG
and would lessen as it traveled to the power lines. The power lines are on Centex property
and our children will be playing there.
