Hi Linda,
This hydraulic study is being worked on right now for Lone Tree Creek
just north of the Spicer Ranch, by Bob Bennett with Drexel Barrel in
Boulder (303) 442-4338. My guess is it won't be complete for about 4
months minimum. You might want to give Drexel a call and see when they
think it will be complete.

Roger,
As per our conversation yesterday, I am preparing this letter to summarize my
conversation yesterday with Bob Bennett of Drexel Barrel engineering.
According to Drexel Barrels initial studies of the Lone Tree Creek Basin, the
Flood Way is estimated as 150' from Centerline of the Creek. The basin is 537
square miles. The gauge located south of our property has not registered more
• than 600 cff over the last 7 years that it has been in place. His preliminary study
is based on 12,000 cff and he is expanding the model to include 19,000 cff. He
did indicate that a memo he received from Brian Varrella at Public Works stated
that the basin is not subject to Snow Melt Flooding. It would be strictly a volatile
summer storm that would cause flooding in,this area. He expects his study to be
complete and resubmitted to FEMA by March. He also confirmed that the base
flood elevation is still consistent with the 4806' elevation that was used when
building the arena. The arena and area for the portable toilets are above the
flood plain elevation and the portable toilets are located outside of the flood way.
We will also take precautions to secure the portable toilets to the building so
there will be no chance of them being swept away in a storm.

• Thank you for meeting yesterday to discuss the Spicer Ranches Use by Special
Review.
In our discussion many issues were raised including concerns from the Weld
County Department of Building Inspection, Public Works, Public Health and
Environment and Planning Services.
With these concerns taken into effect Spicer Ranches would like to operate
while proceeding through the Use by Special Review process understanding the
potential liabilities and associated consequences with the points raised by
the referral agencies.
If evidence is provided that all the named referral agencies have little
concern with Spicer Ranches operating while in violation and Spicer Ranches
and all related entities release Weld County from liability the Department
of Planning Services will allow the operation to continue until April 10,
2008; at which point Spicer Ranches will cease operation on a commercial
scale until the Use by Special Review is approved by the Board of County
Commissioners and the plat recorded.
Please provide a PDF version of the map provided at the meeting which shows
the preliminary Floodway, letter assuming liability, letter releasing Weld
County from liability and letter asking for a continuance until the April 1,
2008 Planning Commission hearing.
