RE: EXPRESSION OF SUPPORT FOR THE NORTHERN INTEGRATED SUPPLY PROJECT
AND THE PROPOSED GLADE RESERVOIR
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, on April 11, 2007, the Board approved a Resolution supporting the
establishment of the Northern Integrated Supply Project("NISP"), whereby various Weld County
municipal participants will be supplied water from the available 40,000 acre feet of new water yield,
thereby meeting much of the needs of those participants over the next 50 years,without drying up
one acre of Weld County agricultural land, and
WHEREAS, NISP will include the South Platte Water Conservation Project ("SPWCP"),
which will reduce the amount of water transferred from agriculture in Weld County,without limiting
the rights of agricultural property owners to sell their water, and
WHEREAS, the proposed Glade Reservoir will divert about ten percent (10%) of the
Cache la Poudre River annual flow of 300,000 acre feet, being five percent (5%) new water
diverted from the river and five percent (5%) from agricultural partnerships, all under the
requirement of maintaining in-stream flow levels through the Town of LaPorte and the City of Fort
Collins, and
WHEREAS, the Board is convinced that the NISP participants have, through their study of
all reasonable alternatives, put forth the best alternative for water supply for their citizens, and that
because of the aforementioned in-stream flow requirements, the SPWCP will not adversely affect
the recreational needs of Weld County citizens in their use of the Cache la Poudre Trail as it
passes through Weld County, the Town of Windsor, and the City of Greeley, and
WHEREAS, recreation on the proposed Glade Reservoir will directly benefit Weld County
citizens, with Glade's summertime water levels remaining relatively stable, due in part to the offset
water storage at the proposed Galeton Reservoir.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that it hereby expresses its support for the permitting and construction of the
NISP and the proposed Glade Reservoir, specifically asking the U.S. Army Corps of Engineers to
issue a positive Record of Decision.
