Williamson • 224 Mulligan Lake Dr. Mead, CO 80542 3/7/08 Mile High Dairy, LLC 15333 WCR 5 Longmont, CO 80504 Dear Neighbor: Concerning your letter as to the expansion of your dairy farm, I feel it would be in your best interest and the interest of your neighbors around you for you to move your operation to a more compatible location The facts are: 1. Your dairy farm affects approximately 2,000 people in the area with a bad odor. I live in Mulligan Lake Estates and find the odor to be very offensive. • 2. This situation is very damaging to the value of the land in the area around you including your own. I own 153 acres in Mead at WCR 5 and 32 which is approved for 175 high end home sites. At least three new residential subdivisions within a mile of your property have been approved for development by the Town of Mead. The two sections to the east of your property will probably be annexed within the next three years. It is my opinion that it would benefit you to move your operation and not interfere with the growth of Mead. I have sent out over 600 petitions to residents within a two mile radius of your property to deny your proposal to expand. Most of the 2,000 homes in a four mile radius are new in the last ten years. There will be a hearing regarding this proposed expansion with the Weld County Planning Commission on March 18, 2008 at the Weld County Southwest Service Center, located on 4209 County Road 24.5, Longmont, CO 80504. The hearing will begin at 1:30 P.M. We believe that this project would have a negative impact on surrounding property owners based on the following concerns: ❖ There will be an increase in the number of Truck Trips to and from the property. • The amount of dust from this activity will be an inconvenience. ❖ There will be an increase in surface and ground water on this property. d• The odor produced from day-to-day operations will be more intense. ❖ There will be additional noise from this operation. • ❖ This expansion will change the quality of life in the surrounding areas and affect property values of surrounding parcels. 4• We anticipate that this facility will have manure storage lagoons. All of us have for 27 year' s.We all are here because we like it ! ! ! We are not here to cash in on real estate prices BUT we also are not here to watch our property value diminish due to pure greed. If these people could not make a profit without the counties help they should not have purchased it. And now you have a CAL. trust and a CO. developer attempting to turn a mistake ( 1986 USR ) into a fiasco ! ! This letter is to inform you , not to pound any political drum nor to ask for any special treatment . These questions we can not find answers to from the planning Dept. A. In 1986 they allowed an increase in herd size from 4H/AC to 900 head (total) . This was inclusive (anything walking) ! The next 20 years was devoted to increasing the milkers. All non milkers were moved off-site until they were milking 900&&& How long do you think it will take for them to do • the same thing and be milking 1, 940 head on the same space they milked 400 before greed raised it ' s ugly head. ? In this context We ask why do they reserve all that land outside of USR. Everthing but milking will be moved again ! B. They are still using an easement on a neighbers property for a 25 yr. flood. Now, this raise ' s these questions ! ! 1 . Will this easement be removed since now they have enough land that do not need it . 2 . Remember, this easement was required in 1986 to allow this operation to expand the herd. 3 . Ask what does the E. P.A. and P.E, T,A, and I .N. S. say about this ! ! C. At one time our fathers decided 4hd/ac. was a reasonable limit for this area. It was based on common sense and exprience. We think they were right. We were happy to live next to this operation in 1982, we were willing to live next to it after 1986, now we are venomently opposed to this latest request which changes this operation from agri . to commercial . The liquid storage pond has a storage capacity of 8.5 acre feet with an average depth of 8.6 feet, bottom length of 222 feet, and bottom width of 165 feet. The side slopes are 2.5: 1 or greater and the average top width is 14 feet. The 25 year, 24 hour runoff containment pond has a storage capacity of 5.4 acre feet with an average depth of 5.5 feet, a 10 foot top width and side slopes of 2: 1 outside and 3: 1 inside. Both ponds were built well in excess of storage volumes required. The liquid storage pond is satisfactorily completed. The runoff storage pond requires some fine grading to be acceptable. We have advised Mr. Hoogland to wait to complete the required earthwork when weather conditions are more conducive to such activity. (80 Acres in the E1/2 E1/4 of Section 17, T3N, R68W. 1.4 Estimated Cost: Dikes and Diversions (4,000 feet) = $ 1,013.00 Liquid Waste Storage Pond & 24 hour, 25 year runoff containment facility (11,200 cu. yds.) = 8,000.00 Six inch pipeline (extension of existing) (400 ft.) = 1,200.00 . Total $10,213.00 1.5 There are three residences located on the site. Eight residences are located within 1/2 mile. 1.6 There are no commercial developments within 1/2 mile of the site. The Town of Mead is located 3/4 mile east and 1/2 mile north of the site. 1. 7 The Highland Ditch and Highland Lake Lateral are located within 1/2 mile of the site. Both are uphill and to the north of this facility. There are no domestic wells within 1/2 mile -of the site. There is one well for the dairy.. Domestic water is provided to dwellings in this area through the./tittle Thompson Water District pipeline. 1.8 The soils are Wiley—Colby silt loam. They are deep and well drained. Test holes at the waste storage pond and storm containment pond sites are similar, showing low plastic clay at various moisture levels down to soft sandstone beginning at between six and seven feet depths. The water table at both pond sites is at approximately 41 feet below the ground surface. 1.9 The prevailing wind direction is from the west. • -2- • 1. 10 This facility will be designed signed for a 900 dairy cow operation. Animal waste from the milking parlor and the feeding alleyways is separated and solids are piled. Some of it is incorporated on cropland Mr. Hoogland owns, and the rest is hauled out to lands not included on this unit. Wash water and animal waste from the milking parlor are limited since there is only a 15 to 20 minute stay three times a day by each cow milked.
