You indicated to me that the site is ready for Public Works' approval for release. I had an opportunity on
August 20, 2008, to visit the site and talk with the applicant. The recycled asphalt parking lot is 95% in place
with a small corner adjacent to the retention pond not complete. The applicant indicated that he had lost his
trucks and was unable to complete that area.
The detention pond is in place along with the outlet structure. With the recent rains, the applicant cannot seed
and crimp the exposed areas. Once it dries out, they will be able to complete this item.
The sidewalks and pillars are complete and set for the classrooms. The applicant needs to identify with
placards the ADA parking spaces.
The applicant is working with the County on the baseline road WCR 2 improvements and setting the 15" CMP
culvert at the right elevation.
Summary: The applicant has indicated that he is waiting on Public Works to sign off before Planning Services
and Building Inspection would allow him to move the class rooms on to the site. I indicated that once the
additional parking lot is completed, I would work with him on the detention pond to finalize this item as things
dry out. There are just a few small things, such ADA placards and wheel guards to be placed. Other than that,
I feel the site is complete.

It was good news to see that a lot was done in the file.
I have signed off on an early release of footings and foundations only
for building permits (BCR08-00535, 00536, 00537, & 00538) . The building
department may still need additional information so I would suggest

process of constructing the improvements and will go that route instead

filing an improvements agreement. I'll let you know as soon as they are
constructed which should be relatively soon.
It seems like you and Sarah were talking about getting a building permit
for
only the foundations for the modular buildings and the metal building.

They would like to construct the foundations the same time as they are

In regards to USR-1616 I have reviewed the file and it appears that the
only item remaining to be completed is the Improvements Agreement prior
to recording the mylar.
A blank Improvements Agreement can be downloaded off our County webpage
at www.co.weld.co.us . Please fill out the form (draft) and provide
bids to the Department of Planning Services (no form of collateral at
this time) . I will forward a copy to Public Works to review. Once
Public Works and the Planning Department have reviewed the draft we will
ask for a form of collateral. After the collateral is submitted a Board
of County Commissioners hearing is scheduled to accept the collateral.
Once the Improvements Agreement by the Board of County Commissioners is
accepted the mylar can be recorded. Please keep in mind that there is a
recording fee - $11.00 for the first page and $10.00 for additional
pages.
If the applicant wishes to install all the improvements prior to
recording that mylar that is an option and no Improvements Agreement
would be required. Once the improvements are completed on site please
let me know and we (Public Works and the Planning Department) can do a
site inspection for compliance.

VVeld County Public Works Department has received this Use by Special Review request for drainage
review. All previous comments made during the USR process have been addressed and resolved. There
are no remaining concerns or issues related to drainage for this USR application process.
USR Drainage
The Weld County Public Works Department received a Mountain States Lines Apprenticeship JATC Training
Facility Final Drainage Report, herein referred to as the USR Drainage Report. This report was prepared under
the supervision of Sarah Foster, P.E. (Colorado #40225), of Civil Resources, LLC. The report is dated January
3, 2008 and was received by Public Works on January 7, 2008.
The Stormwater Department at Weld County Public Works appreciates the well-documented and thorough
nature of this report. Sarah Foster and her staff should be recognized for their clear level of effort, and their
prompt response to drainage requirements.
Revised sheets for the construction drawing plan set have been received by Public Works, and are also stamped,
signed, and dated by a registered P.E. licensed to practice in Colorado. All previous review comments from the
December 10, 2007 review memorandum have been resolved, and Public Works has no further comments or
concerns.
Recommendation
The Weld County Public Works Department, Stormwater Division, recommends the Mountain States
Lines Apprenticeship JATC Training Facility currently under review as USR-1616 be forwarded to
Planning Services with a recommendation for approval.

COLORADO Apprenticeship training facility
Weld County Public Works Depattoient has reviewed this Use by Special Review (USR) drainage report.
Comments made during this phase of the review process are not all-inclusive, as other concerns or issues
may arise during the remaining USR process.
Drainage Requirements
• A document titled Mountain States Lines Apprenticeship JATC Training Facility Final Drainage Report,
herein referred to as the Final Drainage Report,was received by the Department of Public Works on
November 30,2007. The Final Drainage Report was prepared under the supervision of Sarah K.Foster,
P.E. #40225,of Civil Resources, LLC, and is dated October 2007.
• The D-size documents included in the map pocket of the Final Drainage Report are not stamped, signed, or
dated by a registered professional engineer licensed to practice in the State of Colorado.
• The proposed site is located along WCR 2, approximately 2 miles east of the town of Lochbuie, and
approximately 5 miles south of the town of Hudson. The site is 13.22 acres in size.
Drainage Requirements—please note that the applicant's engineer has compiled an excellent report, and
the Department of Public Works appreciates the clear level of effort applied to this document.
1. Please review all redlines in the Final Drainage Report and attachments included in the map pocket and
revise accordingly. Please note that all pages requiring modification are marked with a red X in the lower
right corner of the page.
2. Please add a statement to the Final Drainage Report and to all D-size documents stating as follows: Weld
County will not be responsible for the maintenance of drainage-related facilities.
3. A vicinity map shall be provided with an appropriate scale and north arrow,as per Weld County Code 23-2-
50(C.2).
4. Please correct errors in the time of concentration(Tc)calculations for historic and developed conditions.
5. A written agreement must be obtained from the property owner(s)to the west to receive flood flows from
the proposed swale as designed. This agreement must approve both the quantity and nature of all proposed
releases to their property.
6. Existing offsite topography does not match the surveyed topography for the site, as shown on the developed
drainage plan. Please investigate and explain the 13-foot vertical difference between USGS Quad Map
contours and site survey contours in Basin D-4, as shown in Figure 2.
7. Please show existing offsite topography on the historic drainage plan.
8. Please support the release rate for the detention pond with engineering calculations. The release rate of 1.06
cfs is not supported with engineering calculations. The developed basins D-7 and D-8 each contain portions
of the historic basins 11-2 and H-3. There is no documented correlation between the historic 5-year runoff
from the historic basins and the release rate for the developed basins.
9. Please correct the developed basin D-5 to follow drainage patterns and not ROW boundaries.
10. The proposed plan shows permanent water storage that could cause injury to water rights. As per the Weld
County Drainage Addendum(2006), "Weld County will not approve any detention or retention pond that

does not drain in less than 72 hours, or causes injury to water rights, or is in violation of State or Federal
law." Please correct the design of the detention pond to account for the WQCV and the 100-year storage
volume.
11. Please design an emergency overflow spillway notch that adheres to guidelines published in the Weld
County Storm Drainage Criteria Addendum.
a. The proposed design for the emergency overflow spillway has the crest set 1.0 ft above the 100-year
storage elevation. As per the Weld County Drainage Addendum(2006), "Each detention pond shall
contain an emergency spillway capable of conveying the peak 100-year storm discharge draining into
the detention pond. The invert of the emergency spillway shall be set equal to or above the 100-year
water surface elevation. The depth ofjlow out the emergency spillway shall be less than 6 inches and
the spillway shall have effective erosion protection. " Please correct the design of the emergency
overflow spillway to meet these requirements.
12. The hand calculations for the WQCV elevation are based on a different WQCV volume than that shown on
the stage-discharge sizing spreadsheet(UD&FCD). Please correct for consistency.
13. Please revise Page 2, Section 3.3 of the Final Drainage Report to identify the minor storm as the 5-year
storm,per Weld County Code 24-7-130(D)and Weld County Ordinance 2006-7.
14. Please provide width(W)and thickness (T)estimates for the Type L riprap outlet protection downstream of
the detention pond. Please explicitly identify the Type L riprap median diameter(D50)of 9 inches in the
report.
15. All culvert designs must be supported with engineering calculations and analyses that determine inlet and
outlet control, and are consistent with USDCM guidelines derived from HDS-5 (FHDA 2005)methodology.
a. Please verify the proposed entrance road culvert will no restrict flow in the WCR 2 roadside ditch.
b. Please provide culvert profiles for all proposed pipes associated with this project for constructability.
This includes all proposed onsite and offsite pipes.
c. Please indicate the size,material type,length, invert elevations, slope, and the 100-year water surface
elevation(WSEL100, or HGLIOO) through every pipe in profile view. All pipe profiles shall show the
existing and proposed ground profiles over all culverts.
16. Please calculate the required length(L), width(W),thickness(T), and median rock size(D50) of all rock
riprap outlet protection at culverts and non-culvert locations, and identify in plan view on Figure 2 from the
map pocket of the Final Drainage Report. This includes the overflow from the parking area to the pond, the
outlet to the detention pond, and the required riprap on the downstream face of the emergency overflow
weir.
a. All riprap shall be designed according to USDCM(UD&FCD 2001) guidelines.
b. Riprap shall include an appropriate gravel or geotextile filter designed per Chapter 4.4.4.1 and 4.4.4.2
of the USDCM. Please provide a design detail for all riprap installations.
c. All proposed riprap outside of culvert outlet areas shall include downstream terminations consistent
with Figure MD-12 of the USDCM. Please provide a design detail for this riprap termination at
appropriate locations.
17. An erosion control plan must be included as a document in the Final Drainage Report.

Hi Jacqueline, I think there is some confusion. Mountain States is not going to do an Improvements Agreements but get the
improvements inspected, prior to recording, as allowed by the BCC resolution. The whole point of asking for an early release is

1. WCR 2 is a collector road and requires an 80-foot right-of-way at full bu Is I out. There is presently a 60-foot
fight-of-way. This road is maintained by Weld County. Pursuant to the t°f nition of SETBACK in the Weld
County Zoning Ordinance(23.1.90),the required setback is measured r)11 the future right-of-way line.
This comment is noted. Based on the Board of County Commissioner': n:solution approving this Use by
Special Review application,the plat has been amended to include a 40 t:ct right-of-way reservation
consistent with Weld County's typical arterial road cross-section which *4 wires a 140-foot right-of-way at full
build out.
2. Our most recent traffic count for WCR 2 reflects 764 vehicles taken in:CI 6. This section of road has been
treated for dust control with full depth stabilization.

Thank you for your comments(dated May 17,2007)related to Mountain States Lines Apprenticeship JATC's Use by
Special Review application currently in process with Weld County(USR-1616). Please find responses in italics
below each of your original comments.
1. The concerns of Farmers Reservoir&Irrigation Company(FRICO)are in the area of encroachment to the
right of way of the canal. FRICO requires a minimum of 20'on each side of the canal for a maintenance
road plus the distance to the toe of the ditch embankment. The,boundaries of the right-of-way must be
agreed upon
The eastern property line for the Mountain States property was defined based on the centerline of the
Eastern Burlington Extension Ditch which is located adjacent to the property The eastern property line was
established as a twenty-five(25)foot offset from the centerline of the ditch. Based on field observation, this
25-foot offset includes the distance from the toe of the ditch embankment to the top of the ditch plus
approximately 10 feet of the 20 feet stipulated by FRICO for the maintenance road In addition]the
classroom buildings are setback a minimum of thirty(30)feet from the eastern property line There are no
other above-ground structures proposed between the classroom buildings and the top of the ditch. Based
on the classroom locations;there is a minimum of fifty-five(55) feet between the back of the proposed
classroom buildings and the centerline of the ditch. Therefore the proposed site layout provides adequate
room for a 20'maintenance road plus the distance to the toe of the ditch embankment. Please see the
attached site plan which shows the dimensions described above.
2. Drainage is another concem that must be addressed as FRICO does not allow any developed storm flow
into our canals.
The development plan for the Mountain States Lines Apprenticeship JATC does not include the discharge of
developed storm water flows to the Burlington Extension Ditch. Site drainage flows west away from the
Burlington Extension Ditch(located on the east side of the site).
3. Please send additional information regarding your project so that we may complete our review and that
review criteria can be sent to you, if applicable.
As mentioned above, attached with this letter is the Site Plan.
