• USR Questionnaire
I) Explain in detail, the proposed use of the property.
The property has been used for oil and gas operations since 1976. There are four oil and
gas wells in the immediate vicinity of the property. Its location is contained within the
Loveland Field, a mature and active oil and gas field established around 1950. On the
USR site there are separation, production and storage equipment. There is a gravel
turnaround access. There is a 4" water tap that supports oil and gas operations. The use
of this tap is by oil and gas specific equipment and transport vehicles. The concerned use
of the property is to improve the grounds surrounding the water tap. The main focus is to
alter the look and design of the site to minimize effects of truck access and use of the
facility. These changes will bring the property more in line with the light commercial
usage that has evolved on this site. The property is currently accessed by a turnaround on
Weld County Road 3. The proposed use would change access to and from the property to
State Highway 60. This change would greatly reduce the effects of trucks and equipment
accessing our property. Over the past year, we had an average daily volume to the site of
9.89 trips. Given its proximity to a newly built subdivision we have opted to move truck
access to its new area. Keeping truck traffic off of Weld County Road 3 will improve
road conditions, minimize dust, reduce noise and improve safety. While most visits to
the site are less than twenty minutes, we will also contract for a portable toilet to be
available on site. The site will also be fenced and landscaped with trees/bushes on a
portion of the western border to provide a partition from neighbors.
• 2) Explain how this proposal is consistent with the intent of the Weld County Code,
Chapter 22 (Comprehensive Plan).
The use is consistent with the Comprehensive Plan. The land use will remain nearly
unchanged and will continue to focus on oil and gas production and agriculture. We hope
to preserve our property for these uses and find them consistent with the goals of the
Weld County Comprehensive Plan. On our 120-acre property, approximately 110 acres
are currently farmed and 10 acres are lease roads, right of ways, and production facilities.
The placement of the USR site in the Northwest corner of property is the most efficient
use of the property allowing the remaining acreage to be reserved for our farming
operations, while maintaining the natural drainage pattern. The soil in this area is of
poorer quality and is not in alfalfa or grass like the rest of the property. The look of the
property will be preserved in its historic nature. The quality of the operations and
conditions on site will also be improved to accommodate any current and future changes
in intensity of use. The improvements in access and traffic flow will greatly lessen any
effects on its surroundings. Given the nature of our operations, the site will also allow for
fluctuations in intensity of use. The tap itself is a scarce resource within the industry and
facilitates many opportunities for growth in our sector. Use of the water hydrant and
production facilities have substantial economic impact on the oil and gas industry and are
contained within an area primarily and historically for these purposes.
3) Explain how this proposal is consistent with the intent of the Weld County Code,
Chapter 23 (Zoning) and the zone district in which it is located.

The use of this land is for oil and gas production facilities, a use allowed by right. The

water tap supports production operations. Access to water is limited to this type of use.
Access by water trucks has averaged 9.89 trips per day in 2006. A trend that is slowly in
decline. The property use is for oil and gas storage facilities and oil and gas support and
service. The use and operation of water tap and oil and gas facilities have historically
coexisted with surrounding areas. Its existence and use predates current subdivision of
surface property. The use of this property is similar to those activities in its immediate
area. Agriculture, livestock, oil and gas, commercial, industrial and ranch-like residential
properties all exist amongst one another in this part of Weld county. Situated along I-25
between Loveland and Berthoud, any one of these types of use can be found within a few
mile radius. The area is changing as more land is developed residential and we are
finding ways to adapt.
4) What type of uses surrounds the site? Explain how the proposed use is consistent
and compatible with surrounding land uses.
The use surrounding the site is primarily agricultural and oil and gas production
operations. The Loveland Field in which it is located was established in the 1950s. With
over fifty years of oil and gas operations and agriculture well beyond that time, we find
our use compatible and consistent. As mentioned, most activities that make up Weld
county exist in the immediate area. Although the recent surge in residential development
has created some inconsistencies. Our operations respect and adhere to the Weld County
code while attempting to adapt to our changing surroundings.
• 5) Describe, in detail, the following:
a. How many people will use this site? We have service personnel that number
approximately five, that will occasionally and sporadically use the site. We contract
truck drivers that number 9.89 persons per day in 2006.
b. How many employees are proposed to be employed at this site? Zero employees
are employed full time at this site.
c. What are the hours of operation? Oil and gas operations require 24 hour access for
safety purposes. Most individuals are on site Monday through Friday, 7-5. Operations
on the site will vary from day to day. There are periods of inactivity followed by use for
a number of hours and this cycle continues.
d. What type and how many structures will be erected (built) on this site? We
currently have no plans for erecting any structures on site.
e. What type and how many animals, if any,will be on this site? We currently have no
plans for any animals on site.
f. What kind (type, size,weight) of vehicles will access this site and how often? Oil
and gas vehicles include:
• Pulling Rig
Swab Rig
• Ho*Oiler
Crane Truck
Vacuum Truck
Transport Truck
Backhoe
Grader
Pickups
The new access will be primary used for water transport vehicles. They are mostly 40-
foot tankers and unloaded weigh approximately 14 tons. I understand they are not able to
exceed 85,000 lbs. These trucks accessed the site on average 9.89 trips per day during
2006. We can currently predict similar traffic levels.
g. Who will provide fire protection to this site? Berthoud Fire Department services the
area.
h. What is the water source on the property? (Both domestic and irrigation). 4"tap
Little Thompson Water District is the large tap on the property. There is no domestic or
irrigation source for personal use.
i. What is the sewage disposal system on the property? (Existing and proposed).
There is currently no sewage disposal system on the property due to its proximity to our
office and minimal time spent on site. We will propose to contract for a portable toilet if
deemed necessary.
• j. If storage or warehousing is proposed,what type of items will be stored? We do
not currently have plans for any storage or warehousing.
6) Explain the proposed landscaping for the site. The landscaping shall be
separately submitted as a landscape plan map as part of the application submittal.
We have plans for landscaping the site with trees and bushes to provide a screen on the
western border. A portion of the site has been treated to prevent vegetative growth for
decades (oil/gas operations) so an exact landscape plan has yet to be determined. What
already exists on site is road base and gravel in the turnaround and berms surrounding the
oil and gas production equipment. Fencing is to be installed around portions of this
equipment along with cement safety posts near areas of convergence.
7) Explain any proposed reclamation procedures when termination of the Use by
Special Review activity occurs.
We hope to operate the site indefinitely. Reclamation could easily be achieved by
grading and tilling the soil under the new access and road and planting alfalfa or grass to
correspond with the rest of the property.
8) Explain how the storm water drainage will be handled on the site.
When expanding and improving the current oil and gas access the culvert can be
extended along the highway to improve the existing ditch along the northern portion of
• the property. Otherwise the natural drainage will be preserved.
9) Explain how long it will take to construct this site and when construction and
landscaping is scheduled to begin.
We have begun making cosmetic improvements with paint and fencing. Construction
will commence in mid-May or if stipulated by the county as soon as possible, and will
continue for approximately one month.
10) Explain where storage and/or stockpile of wastes will occur on this site.
We will remove any wastes offsite and store materials and dirt on the existing Oil and
Gas production site.
