Materials stored at the facility cannot be seen from adjacent properties or public rights-of-way. The facility is located several hundred feet west of Weld County Road 43. Screening of trash collection dumpster is accomplished by locating the trash collection dumpster adjacent to the facility office, with the facility fence and berm serving to screen the trash collection dumpster. Abandoned pipe segments were cleaned, excavated, and removed. During excavation soils were examined for impacts from hydrocarbons, no impacts were detected. All COGCC rules pertaining to pipeline abandonment were followed. Responding to item#2, stormwater BMPs. Before, during, and after construction several BMPs were (are) employed to contol stormwater issues, including, but not limited to berms, hay bales, silt fence, and a retention pond. The Lucerne Gas Plant operated under stormwater permit number COR-039107 during construction, and continues to operate under stormwater permit number COR-010837 post construction. Responding to item#3, water sumps. Concrete vaults (water sumps) were removed from the facility during construction. During excavation numerous soil samples were taken to determine if soil was impacted. No impacts to soil were detected. Responding to item#4, surface contaminants. Several BMPs are employed to abate runoff contamination, including, but not limited to, secondary containment of equipment skids,proper repair and maintenance program to minimize leaks, absorbent socks and pads, and diversionary structures. DCP Midstream Eaton FPD Referral Letter, Dated 1 -5-06 USR-552 Lucerne Gas Plant On June 5, 2007 Captain Matt Carey of the Eaton Fire Protection District conducted an inspection of the DCP Midstream Lucerne Gas Plant. During the inspection, no violations were observed. Eaton Fire Protection District requirements were fulfilled as a result of the inspection.
