RE: APPROVE EXPENDITURE AUTHORIZATION FOR WORKFORCE DEVELOPMENT
PROGRAMS AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with an Expenditure Authorization for Workforce
Development Programs between the County of Weld, State of Colorado, by and through the Board
of County Commissioners of Weld County, on behalf of the Department of Human Services,
Employment Services of Weld County, and the Colorado Department of Labor and Employment,
with terms and conditions being as stated in said expenditure authorization, and
WHEREAS, after review, the Board deems it advisable to approve said expenditure
authorization, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Expenditure Authorization for Workforce Development Programs
between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Human Services, Employment
Services of Weld County, and the Colorado Department of Labor and Employment be, and hereby
is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said expenditure authorization.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 22nd day of September, A.D., 2008.

SUBJECT: Workforce Investment Act Expenure Authorization
COLORADO Requests
Enclosed for Board approval are two Workforce Investment Act Expenditure Authorization
Modification Requests for Program Year 2008. The Modification Requests are for the Wagner Peyser
Adjustment #3 and the Workforce Innovation in Regional Economic Development (WIRED)
Adjustment#1. The Expenditure Authorizations include the Budget Information Summaries for these
Programs and request the following funding levels: PY 08 Wagner Peyser Adjustment 3# in the
amount of$145,291; and PY 05 WIRED Subgrant Adjustment in the amount of$28,204.
These funds will be used to provide the services to job seekers and employers as outlined under the
Workforce Investment Act of 1998 and the services identified in the Weld County Multi Industry
Systems Technician (MIST) program under the WIRED grant.

Employment for the program/project identified herein. The EA commitment document is not valid until it has
been approved by the State Controller or designee.

CRS 24-30-202 requires that the State Controller approve all state contracts. This contract is not valid until
the State Controller, or such assistant as he may delegate, has signed it. The contractor is not authorized to
begin performance until the contract is signed and dated below. If performance begins prior to the date
below, the State of Colorado may not be obligated to pay for the goods and/or services provided.

I. BUDGET INFORMATION/NARRATIVE:
Employment Services of Weld County will use the award of$145,291.00 of Adjustment#3 to provide
basic labor exchange services to job seekers and employers in the Weld County area, and for the
activities that support the administration and service delivery of its employment and workforce
information system. This may include staff salaries, purchase of equipment to improve the centers
ability to provide services and enhance the ability of customers to utilize the center resources.

Employment Services of Weld County will use the WIRED ADJUSTMENT award in the amount of
$28,204.00 to cover costs associated with the Multi Industry System Technician (MIST) Program, the
Prep Academy, advertising and program marketing materials, and staff and overhead costs
associated with the program.
