SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL
REVIEW (USR) QUESTIONNAIRE
• The following questions are to be answered and submitted as part of the USR application. If a question does not pertain to your
use, please respond with "not applicable",with an explanation as to why the question is not applicable.
1. Explain, in detail, the proposed use of the property.—RE2914-A is currently the owner's home and business and RE2914-
B is an undeveloped parcel. The owner would like to continue using LOT-A for his concrete business, storing
equipment and a small maintenance shop. LOT-B, he would like to create 2 parcels and have an RV storage yard and
another home site.
2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 (Comprehensive Plan). —
Currently the neighboring property to the north is used commercially and the area is in an undeveloped part of the
county, next to the town of Dacono. The owner is willing to comply with Weld County requirements on screening,
landscaping and access which would create a more aesthetically pleasing site and compatible with the surrounding
uses.
3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23(Zoning) and the zone district in
which it is located. — The existing zoning is Agricultural which allows farm equipment storage and maintenance shops.
The proposed uses would not be significantly different than a farm use, with minimal disruption to the surrounding area.
The owner already has drivers coming in and out of his home site with no complaints from surrounding neighbors, the
RV storage lot would be utilized as each owner required their equipment which would vary from week to week.
4.What type of uses surround the site? Explain how the proposed use is consistent and compatible with surrounding land uses.—
North of the property is a business with storage, west is a mobile home park, south and east is undeveloped Agricultural
land. This parcel is on the fringe of higher density housing, with the mobile home development to the West and is
similar to the commercial use to the North. By following a newer standard and allowing business in the area it will
enhance the beginning of economic growth in an otherwise underutilized site.
5. Describe, in detail, the following:
a. How many people will use this site?— The RV storage yard has potential spaces for 158 units—these could be
individual owners or 1-owner could use multiple spaces. As for the owner's home site/business he and his son
• run the business and have varying employees by season(max 8)that meet at job locations not at the owner's
home.
b. How many employees are proposed to be employed at this site?- The owner, his son and 1 employee will be full
time on site, all others will only arrive to pick-up or drop off equipment.
c.What are the hours of operation?— 7:00 am— 7:00pm, 7days a week for the RV storage, owner's concrete
business is done off-site other than transfer of equipment.
d. What type and how many structures will be erected (built)on this site?-On the owner's home site a maintenance
shop will replace the existing mobile home and on the RV site a modular office will be installed.
e.What type and how many animals, if any,will be on this site? N/A
f.What kind (type, size, weight) of vehicles will access this site and how often?- 1-ton pickup trucks, M-F, Semi
deliveries once a month maximum for the owner's concrete business. Varying sizes of campers, boats and RV
equipment will access the storage site—coming and going at each owner's discretion.
g.Who will provide fire protection to the site?—Mountain View Fire District
h.What is the water source on the property?(Both domestic and irrigation).— Weld Central Water District

6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan

Dear Roger:
Per our latest conversation — I am requesting a revision in the application for Mr. Calderon's
Use by Special Review, (USR-1640). At this time he would like to remove the request for an
RV storage yard on the lot adjacent to his current residence (parcel # 1469-05-0-00-027)
and only request that his current business be reviewed for approval (parcel # 1469-05-0-00-
026).
I am also working to see if a compromise is possible with Dacono planning staff and get a
• favorable response for the business that has been in operation for the past few years. I will
forward any information that I obtain.

Larry,
Thank you for meeting yesterday, December 3, 2007 at the Longmont Planning Office to
discuss Mario Calderon's Use by Special Review and Recorded Exemption.
In our discussion, staff relayed that we are required to recommend denial due to the IGA
with Dacono. However, there are a number of things that can be done to mitigate the
surrounding property owners and City of Dacono concerns.
Staff suggested meeting with the City of Dacono to discuss what would like to be seen if
the Use by Special Review is approved. Staff also suggested holding a community meeting
to show the Board of County Commissioners that the applicant is attempting to mitigate all
potential concerns / compatibility issues. Also, please make sure to address WCC 19-2-60
going forward and in your presentation; this section relates to the IGA with the City of
Dacono.
In the conversation with yourself and Mr. Calderon it was relayed to Planning Staff that
you would like to complete the Recorded Exemption since it is a separate land use case
from the Use by Special Review and it is being processed at this time.
Our hearing with the Planning Commission on January 15, 2008 is still scheduled at this
time. However, I will keep you updated on developing concerns with the Use by Special
and Recorded Exemption, if any arise.
