Description of Proposed Use: This USR application is referred to as the Noble Storage Yard application and is from Noble Energy Inc. Noble Energy, Inc. operates +/- 5000 oil and gas wells in the Denver-Julesberg (DJ) Basin with the vast majority being located in Weld County, Colorado. In addition, Noble operates+/- 2500 production facilities associated with these wells. To support this inventory of existing wells in addition to the new wells that are drilled each year(306 wells in 2006, 492 wells in 2007)Noble needs an adequate storage yard for the receiving, storage and dispatching of tubulars and surface equipment. The proposed site is an approximately 14 acre parcel located on Weld County Road 38 just east of Weld County Road 25 1/2. It is currently zoned Agricultural and surrounded by Agricultural zoned properties. The operation outlined in this application includes the • receiving, storing and dispatching of tubulars for well operations and the receiving, storing and dispatching of certain production equipment including production tanks, water pits, separators, treaters, pumping units, meter houses, stairs, landings, emission control devices including burners and compressors, facility containment rings and other miscellaneous equipment for delivery to oil and gas production facilities. New tubulars are received and stored until dispatched to a well location. Used tubulars are received, inspected for mechanical integrity and either stored for dispatch or sold as structural scrap iron. An independent testing contractor will be onsite operating and acting in the inspecting capacity. This testing is done with a tuboscope vehicle mounted machine. New and used surface equipment will be received at this facility and stored until dispatched to a production facility location. A full-time Noble employee will manage this facility and two full-time contract employees will operate the forklift(s) for the purpose of loading and unloading materials coming to the site on trucks. Noble estimates 30 trucks will come and go from this facility on a daily basis. A 30x60 building will house an office and a garage for inside storage of the forklift(s). Hours of operation, outside of emergencies, will be 7:00 am - 7:00 pm Mon-Fri and 7:00 am - 12:00 pm on Saturday. The access road for this storage yard will be off of a County maintained road-CR 38 through a 60 foot shared access easement with the adjacent property owner to the east. Design Standards: According to Section 23-2-240 of the Weld County Code an applicant must demonstrate compliance with the following design standards: Water: A water tap from Central Weld Water will be obtained. Please find their notice of , availability to serve in the Appendix. Sewer: A septic sewer system will be designed, permitted, and constructed in accordance with the Weld County Health Department's Regulations. Please find the preliminary Geotech Report and septic design in the Appendix. Soils: No unusual Geotechnical limitations have been identified in the geotechnical analysis. Please refer to the Appendix for the Geotech Report. Fire Protection: On site water storage for fire protection and associated facilities are proposed in accordance with the fire authority's regulations and guidance. IASELINE Noble Energy Inc ;1>I pin r-t1 WI Stormwater Management: A stormwater retention pond has been designed to adequately • provide flood protection as per County and Industry Regulations and Standards. Please refer to the Drainage Report in the Appendix for additional detail and clarification. The stormwater retention pond will not release runoff at a rate greater than the five year historic rate. Parking: Adequate parking has been provided as per the proposed use of the site. This includes ample employee parking (including one handicap space) queuing for empty and loaded trailers, and other associated vehicle traffic. Setback and Offsets: The setback and offset standards for this zone district have been met and are delineated on the site plan for clarity. Access: The proposed access has been located in such a way to maximize to the most practical extent the distance of the drive way from the nearest public intersections. The drive way has been designed to adequately handle the proposed traffic. The proposed use will not create high traffic volumes and it is expected that the use will blend into the background traffic without extraordinary impact on the flow or safety of public traffic on County Road 38. Please refer to traffic impact summary memo in the Appendix. Design of Access: A properly sized drainage structure of at least 18" diameter and sufficient length has been proposed at the new public access. A minimum of 12 inches of cover has been provided for the proposed culvert structure. The proposed width of access is 24 feet, which exceeds the minimum standard of 15 feet. The access grade is less than 1 % with a proposed flare of 50 feet. The depth of surfacing shall be 6 inches of asphalt pavement from the existing edge of pavement to the ROW line. Buffering or Screening: Along Country Road 38 and the western property line which abuts a single family residential home, a 3 foot landscaped berm with a 6 foot chain-link fence will screen the facility. The existing FIDCO Lateral ditch embankment creates an approximately three foot tall screen to the property to the north. The remaining east sides will be screened with a 6 foot chain-link fence. Please see the site plan in the Appendix for more detail. Location of Prime Soils: This USR is proposed on a subdivided lot that has been exempted from the overall agriculturally utilized area. The subdivision approved by the County created the precedent that a non-agricultural use could and probably would be the most practical use of the subject property. Section 23-3-40 of the Weld County Code permits storage facilities with the approval of a Use by Special Review Permit in Agricultural Zone Districts. The Weld County Comprehensive Plan states its intent is to facilitate new development to respect the agricultural tradition of the County. In Section 22- 2-150 it states "Conversion of agricultural land to industrial uses will be encouraged when the subject site is located inside an approved intergovernmental agreement area, urban growth boundary area or Mixed Use Development areas, urban development nodes, or where adequate services are currently available or reasonably obtainable. This goal is intended to address conversion of agricultural land to minimize the incompatibilities that occur between uses in the A (Agricultural) Zone District and other zone districts that allow urban scale uses. In addition, this goal is expected to minimize the costs to County taxpayers of providing additional public services in rural areas for uses that require services on an urban scale level." The Comprehensive Plan addresses two other goals that pertain to the proposed development. First in Section 22-2-150 D. I.Goal 4 it states that "All new industrial development should pay its own way". The proposed storage yard meets these criteria in that Noble Energy will be paying for the costs of improvements associated with this proposal. No funds from the County are requested with this application. Second, Section 22-2-150 (E) (I) Goal 5 states that "An application for industrial development within or adjoining an unincorporated community should be reviewed in accordance with the unincorporated community and industrial goals and policies; an application for industrial development within an area designated for agricultural use and located outside of an area as an urban growth boundary area should be reviewed in accordance with the agricultural and industrial goals and policies." This proposed project meets these policies by paying its own way and it substantially meets the development standards set forth in the agricultural and industrial zone district and the USR standards that are met with and explained in Section 1 of this application. Proposed Storage Yard 3 n o b l e 11 USR — Weld County, Colorado energy SELINE Noble Energy Inc S • noble energy Section 2 Operation Standards ENVIRONMENTAL AND SAFETY PLAN: NOISE CONTROL: The operation of the storage yard shall comply with the noise standards enumerated in Section 25-12-101 C.R.S. On the northeastern portion of the site there will be a Tuboscope Operation that utilizes a compressor on the back side of a truck to check the integrity of used tubular. The pipe is rolled off a rack into the tester and then rolled on to another rack. The testing compressor will run during hours of operation. Standing next to it would be comparable to standing next to a lawn mower. Overall the noise level of the • operations of testing the pipe is minimal. In one of Noble's other storage yards, they have been running the Tuboscope Operation next to a house. The people that live in the house have never complained about noise and they live adjacent to the side of the truck where the generator is making the most of the noise. As far as the rest of the yard, the day to day activities of running the pipe yard do make minimal noise but it is not in any way excessive. The sounds of a gas fork lift loading and unloading pipe during the day and moving from one part of the yard to another is the loudest part of the yard operations. The operations that were expected to create the most noise were intentionally located on the opposite end of the yard from the adjacent residential use to alleviate to the maximum extent practicable noise. AIR AND WATER QUALITY: All activities will be in compliance with the permit and control provisions of the Colorado Air Quality Control Program, Title 25, Article 7, C.R.S. as applicable. • Proposed Storage Yard 7 n o b l e ] 12 USR—Weld County, Colorado energy SELINE Noble Energy Inc 0 LIGHTING: Lighting on the site will be minimal as normal hours of operation are during daylight • hours. Downcast and shielded lighting will be provided on the proposed building. A pole light with an appropriately designed light will be provided at the gated entrance. Any source of lighting on the site shall be shielded so that light rays will not shine directly onto adjacent properties where such would cause a nuisance or interfere with the use on the adjacent properties. In addition, neither direct nor reflected light from any light source on site will create a traffic hazard to operators of motor vehicles on the adjacent road. WEED CONTROL: The storage yard will be kept free of weeds; rubbish, and other waste material. The area shall be treated if necessary and practicable to prevent invasion of undesirable species and noxious weeds. WASTE MANAGEMENT: The Storage Yard will be serviced by B&C Refuse for waste removal and Iron and Metals Incorporated (IMI) for recycling of scrap metal. A small 2 yard dumpster will be provided on site in the trash enclosure near the office building. A 50 yard roll off dumpster which is 30 feet long by 8 feet wide and 6 feet in height will meet the recycling requirements for this operation. The roll off will be located on the northern edge of the site, near the Tuboscope facility. REQUIRED PERMITS: Weld County: A Use by Special Review Permit is required to be approved by the Board of County Commissioners prior to construction of this facility. A grading plan and permit are also required to be approved and obtained prior to any grading on site. A Grading and Storm Water Quality Plan has been prepared and submitted to the County for review and approval and a grading permit will be obtained prior to construction as needed. Section 3 Fire & Emergency Response Plan There is adequate provision for the protection of the health, safety and welfare of the inhabitants of the neighborhood and the county. All roads leading to and those in the storage area will be designed and maintained to support fire apparatus. A turnaround will be constructed as necessary to accommodate fire apparatus. In addition to the above-referenced rules and regulations, Noble is also subject to COGCC Rule 6064 pertaining to Fire Prevention and Protection. SUBJECT: IMPACT OF NOBLE STORAGE YARD ON AREA TRAFFIC DATE: 6/20/2008 CC: FILE PROJECT BACKGROUND The proposed project will obtain access off WCR 38 about'%mile west of HWY 60. WCR 38 is currently utilized primarily by gravel trucks, farm vehicles, area residents, and sod farm associated traffic. HWY 60 is also referred to as "Two Rivers Parkway" and carries substantial commuter traffic. The peak hours for traffic on WCR 38 and HWY 60 are estimated to be from 6 to 7:30 • AM and from 5:30 to 7 PM, assuming the highest peak rates would be associated with commuter type vehicles. No traffic data was available form the Weld County Public Works Department for WCR 38. Existing traffic volumes on are reported to be approximately 3700 daily trips on HWY 60 (Refer to CDOT traffic Map attached). The proposed storage yard use will contribute approximately 60 trips per day. This represents a 1.6% increase in daily traffic on HWY 60. It should be noted that the majority of the trips to and from the proposed storage yard will occur during the day outside of the peak hours.
