Dear Mr. Wolfe:
The Weld County Commissioners are in receipt of notification that on May 9, 2008, the Greeley
Downtown Historic District will be considered by the Colorado Historic Preservation Review
Board for nomination to both the National Register of Historic Places and the Colorado State
Register of Historic Properties. Thank you for giving Weld County the opportunity to make
comment.
Weld County does not oppose this nomination, consistent with a prior decision in 2002 by the
then-current Board of County Commissioners to not oppose the City of Greeley's creation of a
Downtown Historic District. Please note, however, that while we do not oppose the nomination
of the portion of the Historic District shown in your correspondence to us, we would not support
its expansion beyond these areas, which do not include all of the Historic District, nor areas
outside of the Historic District.
Weld County is both an active local jurisdiction and anchor of the Greeley Downtown. As such,
we are major stakeholders in the success and image of the area, which has served as the County
seat since 1877. It has been, and continues to be, our hope that the area will thrive, and that the
private sector will be able to grow to encourage economic strength for the region.
We understand that private property owners listed in the National Register are allowed to
maintain, manage, or dispose of their property as they choose, and we encourage the Review
Board and the City of Greeley to honor and respect these rights. The designation should not be
used to preclude development or re-development of buildings in the proposed area, many of which
would benefit from greater investment and reuse.

Weld County recognizes that the Downtown District retains much of the integrity of location and
setting that makes it a candidate for nomination. Please consider its potential for use in the future,
while respecting its history of the past.
Thank you again for allowing Weld County to comment on the nomination. We look forward to a
continued strong relationship with the City of Greeley and the State Office of Archaeology and
Historic Preservation.

Re: National Register of Historic Places nomination of the Greeley Downtown Historic District
Dear Property Owner:
We are pleased to inform you that the Greeley Downtown historic district, roughly bounded by 8`h Street on the
north, 8th Avenue on the east, 10th Street on the south, and 9`h Avenue on the west in Greeley, will be considered
by the Colorado Historic Preservation Review Board for nomination to the National Register of Historic Places
and Colorado State Register of Historic Properties. The National Register of Historic Places is the Federal
government's official list of historic properties worthy of preservation. The State Register is Colorado's official
list of districts, sites, buildings, structures, and objects significant in American history, architecture, archaeology,
engineering and culture. These contribute to an understanding of the historical and cultural foundations of the
nation. Properties listed in the National Register are automatically listed in the Colorado State Register of
Historic Properties. The State Register is Colorado's official list of historic properties deserving preservation.
The Greeley Downtown historic district is being nominated for its association with the commercial history and
development of Greeley. Commercial activity in Greeley started in the downtown. This area was the hub of the
community and home to restaurants, retail stores, hotels, the county courthouse, law and medical offices,
grocers, real estate offices, pharmacies, and other establishments significant to Greeley's commercial
development. From locally owned businesses to chain stores, the district reflects the evolution of Greeley from
its establishment as a small rural town to a hub for northeastern Colorado. Buildings within the district reflect
the beginnings of the community in the 1880s through the late 1950s, when the growth of the city and
movement of businesses away from the downtown led to remodeling and new construction in downtown.
As a Certified Local Government, the City of Greeley, through its Historic Preservation Commission, has an
opportunity to make comments on this nomination. A copy of the nomination has been forwarded to the
commission and its contact, Betsy Kellums, and your chief elected official, Mayor Ed Clark, has been notified.
The Commission may contact you regarding the date of its review. The comments of the City of Greeley and
the support of, or objection to, the nomination will be forwarded to this office prior to the meeting of the State
Review Board.

You are invited to attend the State Review Board meeting on May 9, 2008, which will be held in Boettcher
Auditorium, Colorado History Museum, 1300 Broadway in Denver. The National Register meeting will begin at
10:00 a.m. during which public comments are welcome concerning the eligibility of nominated properties. We
hope that you can come. A fmal agenda for the Review Board meeting will be available the Monday before the
meeting date. If you plan to attend the meeting, please contact our office so that we may note your attendance in
the agenda.
Listing of a property or district provides recognition of a community's historic importance and assures protective
review of Federal and State projects that might adversely affect the character of the historic property/district. If
the property/district is listed in the National and State Registers certain Federal and State tax credits for
rehabilitation and other provisions may apply. State Historical Fund grants may also be used for listed properties.
Listing in the National and State Registers does not mean that limitations will be placed on the properties by the
State or Federal Government. Public visitation rights are not required of owners. The State or Federal
government will not attach restrictive covenants to the properties or seek to acquire them.
Enclosed are notices that explain in greater detail the results of listing in the National and State Registers and
that describe the rights and procedures by which an owner may comment on or object to listing in either of the
Registers.
