Date:
Project: The Weld County Public Works Department plans to initiate a Corridor Study for Weld County Road 24
(WCR24). Project limits arc from the WCR23/WCR24 intersection(western terminus)to WCR 22/U.S. 85 intersection
(eastern terminus). Change Order No. I is required to perform additional analysis of the corridor and additional public
meetings.

• Additional one-on-one mcctings with local landowners
• Two additional open house meetings
• Revise original final report to include additional information
o Costs for additional services are shown in the attached Exhibit B

Weld County Road 24 Corridor Study
General. The purpose of this task order is to continue work in pursuit of a Weld County Board
of Commissioners (Commissioners) approved corridor study and roadway/bridge alignment that
connects the Weld County Road (WCR)24/WCR23 intersection and the WCR22/U.S.85
intersection. The potential improvements would provide a new crossing of the South Platte
River. Adjacent South Platte crossings are located approximately 2 miles north and 3 miles
south of the study area on WCR 28 and 18 respectively. State Highway crossings are located 3
miles north and 5.5 miles south of the study area on SH66 and SH62 respectively.
The previous task order for this corridor study resulted in submittal of a draft corridor study that
identified a recommended alignment. The corridor study was presented to the Commissioners
and a public hearing was held. Based on review of the corridor study and comments received at
the public hearing, the Commissioners requested that the study team develop additional
permutations of the alternatives developed thus far, perform additional evaluations, hold
subsequent public and one-on-one property owner meetings and issue an updated corridor study.
Study Area and Termini. The corridor termini primarily define the study area. The
northwestern corner of the study area is established by WCR24/WCR23 intersection. The
southeastern corner of the intersection is established by the WCR22/U.S. 85 intersection.
Scope. The scope of work can be broken into six definable tasks: (1)project management, (2)
development of additional alignment alternatives, (3) supporting Weld County Staff present
findings to the Commissioners, (4) evaluating the additional alignments against original criteria,
(5) revising and reproducing the corridor study and (6) attending and supporting public meetings
and one-on-one property owner meetings.
Project Management This task involves meeting with Weld County staff to develop the project,
hold progress meetings, provide general support to Weld County during project prosecution, and
administer the project.
Alignment/Alternative Development Three additional permutations of alignments will be
developed. Alternative 4 will be modified to skirt the eastern historic wall of the South Platte
River, Alternative 3 will be modified to make better use of the existing WCR22 alignment.
Alternative 2 will be adjusted to make better use of the existing WCR22.5 alignment and
abandon bridge site. In addition, current roadway design criteria used to develop the original
alternatives will be revisited and adjusted as appropriate considering engineering judgment,
safety and project constraints.
Commissioner Support Weld County Staff will periodically brief the Commissioners during
the course of the task order. This will require development of graphics, text documents and
potentially power point presentations. The consultant will be responsible for providing Weld
County staff with this information.
Evaluation. Existing evaluation criteria will be used to rank the new alignments and revisit the
existing alignments. The criteria itself will not be revised. However, weighting may be adjusted
slightly based on the results of the comments heard at the public hearing and recommendations
from the Commissioners. An evaluation panel will be established and the standardized Weld
County evaluation process will be followed. It is anticipated that a preliminary and final
evaluation meeting will be held.

Study. The bulk of the current report is usable as is. Revisions will be made to the report to
incorporate changes made since the original publishing. It is anticipated that a draft and final
version of the report will be developed.
Open House and Meetings. Two public meetings are anticipated. The first will be held early in
the project to discuss the current disposition of the project. The second will be held after
alternatives have been developed. One-on-one property owner meetings will also be conducted
early in the project. It is anticipated that approximately three meetings will be held. In addition,
a site visit with Weld County staff will be conducted early in the project.
Budget. The level of effort for the current change order to WO No. 5 is $17,569.00. A detailed
cost estimate is attached.
Schedule. The anticipated completion date of the task order is August 15, 2008.

Brief description of the problem/issue:
PW hired SEH (one of the On-Call Consultants) to perform the WCR 24 Corridor Study. The goal of the study
was to identify a preferred alignment which would connect WCR 24 to WCR 22 across the South Platte River.
Several public meetings were held in 2007 during this study and Scot Lewis from PW presented the final report
to the BOCC on October 1, 2007. Many local landowners attended the public hearing with opposition to the
preferred alignment identified in the final report. The BOCC has requested PW relook at other possible
alignments that may be more favorable.
What options exist for the Board? (Include consequences, impacts, costs, etc. of options)
PW has requested SEH submit a scope of work and fee to continue working on the corridor study and consider
three possible revised alignments as well as hold additional public meetings for review of other options.
Attached is Change Order No. 1 with a total fee of$17,569.00 to perform these additional services.
Recommendation to the Board:
I recommend that the BOCC approve Change Order No. 1 and proceed with the study. If accepted, SEH would
begin working immediately identifying new or revised alignments. The study should be completed by mid-
August 2008.
