Rd. 59 CEI0 /�� Keenesburg, Co, 80643 ' V 303-732-0711 Re: Case#USR-1650 {Proposed Propane Storage Facility} Abstract: This is a response to the proposal set forth by the Department of Planning Services, Southwest Office in reference to Case Number USR-1650 for the installation of a propane storage facility on Lot A of AmRE-2363. Response: The proposal of installing said propane storage facility is unacceptable in the location for a host of reasons, including but not limited to: • Location of Hazardous Materials within close proximity to existing homes and a related fire/explosion hazard • Odor of propane or associated chemicals contained in and leaked from the facility • Increased traffic on the facilities access roads which currently serve as access for the existing homes and farms • Noise from traffic and equipment associated with the processing business • • Health concerns of leaking chemicals from plant and emissions from truck traffic affecting air quality and possible ground water contamination • Effect on livestock in existing farms surrounding plant location • Devaluation of property around proposed facility Conclusion: It is the opinion of the homeowners that the proposed facility will cause an imminent health hazard in the existing community and a disruption to the way of life of enjoyed by the established residents that prohibits allowing the propane facilities approval. Coupled with a probability of devaluation of the properties that exist in the area, and the impact on surrounding agricultural businesses the plant must not be allowed to be constructed at the proposed site. A storage facility erected in the residential area of the Community will pose a severe threat to the health and safety of the occupants of 13. Arnold, Wilder, Schnook,Haffner, D. Arnold, Green, Gerkin, and Osburnsen properties to name a few and to the health and safety of the Keenesburg Community in general. • The proposed storage facility will be located within less than 100 feet of the Arnold's, Gerkin's, Schnook's, and Osburnsen's property...and will be [located] within less than one mile of the homes in the residential area of the Community. Dangers associated with handling liquid propane different types of literature. The literature warns of the possibility of rupture of storage cylinders in the event of back-flow in transfer piping between one vessel and another. Due to the constant pressure under which the gas must be kept to keep it in liquid form, back-flow prevention devices must be installed and operating properly to protect cylinders from such rupture and potential explosion. Such devices may be reliable but can fail like any other piece of mechanical equipment. In addition in a distribution facility where thousands of gallons are transferred each day from one storage vessel to another, there always exists the possibility of a serious spill of liquid We believe proposed building of the propane storage facility will interfere with our use and enjoyment of our property constituting a private nuisance. By virtue of this nuisance all residents residing in close proximity to the facility will suffer various types of illnesses associated with ingesting propane and other chemical compounds; and will be exposed to the risk of fire and explosion. In order to prevent harm from the likely or possible spread of chemical contaminants, • noxious gases, diesel exhaust emissions, and explosion and fire,and in order to protect the public, including the residents of the Community from the potential harm to EXHIBIT i X I • Page 2 April 9,2008 • health and the environment resulting from the presence of the storage facility and otherwise in the interest of equity, we are asking you to please deny the advancement of the Propane Storage facility. We are concerned about the pipelines located below this property,and hazardous materials which have been on the property also (this used to be a compressor station). Several years ago,the county was requiring that the landowner of this property have it cleaned up(pipelines and all hazardous materials, but we have not seen that happen yet). Our other concern about the proposed propane storage would be our property values decreasing. This area is in an agricultural zone, so a propane storage facility would not be welcome. The fumes that would be given off would be our additional concern,not only for us,but our neighbors bordering this area also.
