RE: GRANT PERMIT FOR TEMPORARY ASSEMBLY TO NICK SEKICH -SEPTEMBER 27,
2008
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, Nick Sekich, 6790 Weld County Road 32, Platteville, Colorado 80651, has
presented to the Board of County Commissioners an application for a Permit for Temporary
Assembly on land within the unincorporated portion of the County of Weld, State of Colorado, to
be held from 9:00 a.m. until 7:00 p.m., on September 27, 2008, on property described as follows:
6105 Weld County Road 32, Platteville, Colorado
80651; being further described as the SW1/4 of
Section 18, Township 3 North, Range 67 West of the
6th P.M., Weld County, Colorado
WHEREAS, said applicant has paid Weld County the sum of ONE-HUNDRED DOLLARS
($100.00)for said Weld County Permit for Temporary Assembly, and
WHEREAS, having examined said application, the Board deems it appropriate to grant a
Weld County Permit for Temporary Assembly to Nick Sekich, and
WHEREAS,said permit shall be issued subject to compliance with the terms and conditions
as set forth in the application materials and upon the express condition and agreement that the
temporary assemblage will be conducted in strict conformity to all laws of the State of Colorado,
and
WHEREAS, the Board deems it advisable to waive the bond requirements, and
WHEREAS, any violation to said terms and conditions shall be cause for revocation of said
permit.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado,that said Weld County Permit for Temporary Assembly on September 27, 2008,
be, and hereby is, granted to Nick Sekich to conduct a temporary assemblage at the hereinabove
described location.

By action of the Board of County Commissioners of the County of Weld, State of Colorado,
taken this 6th day of August, 2008, IT IS HEREBY GRANTED a permit for a temporary
assemblage on land within the unincorporated portion of the County of Weld, State of Colorado,
to be held from 9:00 a.m. until 7:00 p.m., on September 27, 2008, on property described as:

Colorado stating its intent to provide liability insurance,as required by Section 12-1-30.B.14
of the Weld County Code, to protect against injury to persons or property occurring as a
result of such an assembly.
23. Submit $100.00 fee for each event where three-hundred fifty (350) or more people
assemble or can reasonably by anticipated to assemble at any one(1)location, unless the
location is properly zoned for such assembly, in which case one permit shall be required
for the total number of events scheduled for that location for the reminder of the calendar
year, not to exceed ten (10) events per year. As used herein, the term event means an
assembly or anticipated assembly which is scheduled to last for three(3)consecutive days
or less.

RE: Mead Sugarbeet Festival
Dear Commissioners,
Nick Sekich has been appointed the chair person for the 3`d Annual Sugarbeet Festival to
be hosted by The Mead Rotary Club. This event is to be held on September 27th, 2008
on the Sekich property. The Mead Rotary Club will be the legal permit holder for this
event. We have applied for the necessary paperwork and we are again asking for a
deference of the performance bond listed in Section 12-1-30 of the Weld County Code
because Butch will again be cleaning up on his own property.
We have applied for insurance for the event and we will fax or email this binding of
coverage when we receive it from the agency.
We invite the Weld County Commissioners to participate in this years Festival with an
informational booth and attendance at the event. We will waive the booth fee if you want
to take part in the event.

In response to your request, Environmental Health Services has reviewed the Special
Events Permit and Temporary Assembly Permit, LC0022, for Nick Sekich located at 6790

The following are the recommendations made by this Department:
1) Further information needs to be provided on the quantity of bottled water that is to
be provided (question #7).

We have scheduled a hearing before the Board for both the Temporary Assembly Permit and the
Special Events Permit on August 6, 2008, at 9:00 a.m.
Mr. Sekich included a letter in which is requesting to be exempted from the bond requirements, as
he has been the previous two years, and I have not yet received the insurance documents on
behalf of the Mead Rotary Club; however, I have spoken with the Rotary President, and the
documents are forthcoming.

Review of application:
1. Applicant: Nick Sekich on behalf of Mead Chamber of Commerce
2. Purpose: Per Assembly Permit application "Community
Development and fund raising for Mead Community" Per Special Event
application, "As Rotary to Promote Education & Cultural & Charity in
the Community"
3 . Dates: Sept. 27, 2008
4. Maximum number of people: He says NA - However, he states that
they estimate 600
5. Maximum number of tickets: No tickets are being sold
6. As to the plan to limit the number of people, he says that this
is Not Applicable.
7. Adequate supply of potable drinking water: He says there will be
bottled drinking water.
8. Disposal of solid waste: He says there will be a trash dumpster
and states: "McDonald Farms" - perhaps the name of a disposal company -
I do not know.
9. Sufficient enclosed toilets for men and women - 1 unit per 100
persons is required: There will be 12 porta pots and six washing
stations. This is sufficient for the expected number (600) of
attendees. These are supplied by American Bowl.
10. Identify plans to provide medical facilities: The Code requires
people on site. This group says they plan to contact Mountain View Fire
Protection District if a medical emergency arises.
***I DO NOT BELIEVE THIS MEETS THE CODE'S REQUIREMENTS.
11. Nighttime Illumination: Event ends at 7:00. There is a United
Power meter on the property providing 200 AMPS.
12. Plans for parking: There is parking for 500 cars north of Road
32, east of Road 13.
13 . Plans to communicate with emergence personnel: They will use
cell phones to contact Mountain View Fire Protection if needed.
14. Identify plans for camping facilities: Marked NA
15. Plans for fire protection: Chief Randy Templeton of the
Mountain View Fire Protection Dist is a member of the Mead Rotary,
along with other firefighters. They will be present. - I do not know if
the firefighting equipment will also be onsite...

16. Plans for security: The response is "Weld County Posse and Weld
County Sheriff Deputies" Application does not state how many will be
present - The Code says 5 minimum for this number of attendees.

18 . Plans to meet County Health standards for food concessions and
concessionaires: Red Rooster #41556600000, 4330 Highway 66, Longmont,
Colorado. Liquor license application says there will be water, coffee
and soda, along with Mexican food, German food and carnival food. Don't
know if that is all provided by Red Rooster or at the booths.
