Comments made during this phase of the subdivision process may not be all-inclusive, as other concerns or issues may arise during the remaining application process. Comments General Comments: ❑ Please address and resolve all redlines on the Final Plat, Final Drainage Report and the Construction Drawings. ❑ Public Works requires 3 sets of final construction plans with original Professional Engineer stamps who is licensed in the State of Colorado,signatures and date. One check set of final construction plans may be submitted for review prior to supplying the 3 sets of signed plans. External Roadways: ❑ Weld County Strategic Roadway: (December 2002) WCR 49 is classified by the County is a Strategic Roadway, which requires a 140-foot right-of-way at MI build out. There is presently a 60-foot right-of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK in the Weld County Zoning (23-1-90), the required setback is measured from the future right-of-way line. Please add correct Right-of-Way dimension on siteplan. O WCR 52 is classified by the County as a local gravel road and requires a 60-foot right-of-way. The applicant shall verify the existing right-of-way and the documents creating the right-of-way shall be noted on the change of zone plat. If the right-of-way cannot be verified, it will be dedicated on the final plat. ❑ Based on the proposal of limited development and apparent low traffic impact, a traffic study is not currently required. This development will add approximately 86 trips per day to transportation system. ❑ This development will introduce additional vehicle trips to the roadway system. This increased level of traffic on unpaved roads creates fugitive dust and surface maintenance problems. The applicant shall enter into an agreement with the County to proportionately share the cost of dust abatement. The cost will be based on a proportion of the traffic generated by the development to existing traffic. The applicant shall submit a proposed agreement with the final plan application. Internal Roadways: ❑ The internal roadway right-of-way shall be 60-feet in width including cul-de-sacs with a 65- foot radius, and maintained by the HOA as stated in the rules and bylaws of Ridgeview PUD, Article 111-Common Elements: "Maintenance, Repair, and Insurance. The Association shall be responsible for the maintenance and repair of the Common Elements which shall be common expense of all Owners. This maintenance shall include, but not limited to, upkeep, repair and replacement of signs, roads...". The typical cross-section of interior road shall be shown as two 12-foot paved lanes with 4-foot gravel shoulders on the change of zone plat. The cul-de-sac edge of pavement radius shall be 50-feet. ❑ The applicant shall submit to Public Works stamped,signed and dated final plat drawings and roadway/construction &grading plan drawings for review(with the final application)and approval. Construction details must be included. This is consistent with County Code: Sec. 24-3-50, "The minor subdivision final plat submitted shall contain the original signatures and seals of all parties required." O The applicant shall provide a pavement design and a copy of the Final Soils and Geotech Report prepared by a Professional Engineer licensed to practice in the State of Colorado along with the fmal plan submittal. These agreements must be reviewed by Public Works and shall be approved by the BOCC prior to recording the final plat. Drainage: ❑ Please address and resolve all redlines in the Final Drainage Report and Construction Drawings. ❑ Emergency overflow spillway shall have a maximum depth of 6". Please reconfigure spillway for this maximum depth. ❑ Final drainage construction and erosion control plans (conforming to the drainage report) stamped, signed and dated by a professional engineer licensed in the State of Colorado shall be submitted with the final plan application. o Please remove the"Preliminary,not for construction"note from all drawings for final submittal. Recommendation ❑ The above comments are prerequisites and shall be fulfilled prior to recording the final plat. The applicant shall address the comments listed above at the specific step of the review process stated. The'review process will continue only when all appropriate'elements have been submitted. Issues of concern must be resolved with the Public Works Department prior to recording thechange of zone an tfinal plats.
