Q /'% The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado, September 6, 1984, at 4:00 p.m. The regular meeting was preceeded by a public hearing et 1 :45 p.m. regarding roads and bridges. ROLL CALL The following members were present in person: President Ralph Waldo, Vice President DeAnn Emerson, Patricia Anderson, Don Elliott, and Bill Rupp. Also present at the meeting were three members of the press and the Council secretaries. MINUTES Bill Rupp made a motion that the minutes of August 2, 1984, be approved as written. Don Elliott seconded the motion and it passed unanimously. DeAnn Emerson abstained from voting as she was absent from that meeting. APPOINTMENTS The President reminded the Council of their upcoming appointments. CORRESPONDENCE The President made the Correspondence File available for the individual review of Council members. REPORTS A report to the people concerning the Commissioners' overpayment of salaries was approved by the Council . Bill Rupp made a motion that the Council discontinue making reports on a monthly basis unless a problem in repayment arises. Included in his motion was that the Council continue to monitor the situation and, once the money is all returned, a report to the people be made. DeAnn Emerson seconded the motion and it passed unanimously. The President stated that the final report on the audit of the County Engineering Department has not yet been received. NEW BUSINESS The Council received a book entitled Performance Auditing in Local Government. The President encouraged each councilman to .familiarize himself with its contents. DeAnn Emerson moved that the August bills be paid. Bill Rupp seconded the motion and it carried unanimously. Don Elliott recommended that today's public hearing be transcribed by the Council secretary and copies be provided to the Commissioners, Councilmen, County Engineer, and participant Betty Pohlman. DeAnn Emerson further suggested that the Council review the transcript and include two or three recommendations. She also stated she felt it would be profitable for the Commissioners to schedule public meetings such as this twice annually for fact finding purposes in road and bridge problems. The Council received a request from June Steinmark, Chairperson of the Home Rule Charter Amendment Study Committee. The secretary was asked to write a letter to Mrs. Steinmark asking the committee's specific concerns. When that information is obtained, the Council will schedule a worksession. Let the record reflect that Patricia Anderson was excused from the meeting at 4:30 p.m. ADJOURNMENT There being no further business, the meeting was adjourned. The time of adjournment was 4:35 p.m. , on September 6, 1984. The next scheduled meeting is October 4, 1984, at 1 :45 p.m. Ralph E. BOX 758 GREELEY, COLORADO 80632 September 6, 1984 356-4000, extension 4780 The Weld County Council would like to report the status of the salary repayment of the Weld County Commissioners. Commissioners Chuck Carlson and Norm Carlson have each paid their August installment of $384.72, leaving a balance for each commissioner of $1 ,538.87. Commissioners Gene Brantner and Jacqueline Johnson have each paid their August installment of $370.21 , leaving a balance of $1 ,480.85 each. Commissioner John Martin repaid his overage in full on May 9, 1984. The Council will no longer continue to make monthly reports to the people on this subject, but we will continue to monitor the repayment.
