Home My WebLink About20081569.tiff RESOLUTION RE: REGULATING, WARNING AND GUIDING TRAFFIC DURING THE TEMPORARY CLOSURE OF COUNTY ROAD 76 BETWEEN COUNTY ROADS 53 AND 55, AND COUNTY ROAD 55 BETWEEN COUNTY ROADS 74 AND 76, FOR THREE WEEKS , FOR INSTALLATION OF A WATER MAIN TO GALETON WATER TANK WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, pursuant to Section 42-4-410(6)(a), C.R.S.: "...local authorities, with their respective jurisdiction may, for the purpose of road construction and maintenance, temporarily close to through traffic or to all vehicular traffic any highway or portion thereof for a period not to exceed a specified number of work days for project completion and shall, in conjunction with any such road closure establish appropriate detours or provide for an alternative routing of the traffic affected...", and WHEREAS, the Board, pursuant to said statute and upon the basis of traffic and personal investigations, has determined that conditions exist which make it necessary to temporarily close to through traffic and to regulate, warn and guide vehicular traffic on said County roads by posting signs thereon. NOW,THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Weld County,Colorado,deems it necessary to regulate,warn and guide vehicular traffic on County roads and any intersections thereof,and it hereby authorizes and orders the posting of such traffic control devices as shall be reasonably necessary to regulate, warn and/or guide traffic thereon for the safety of the general public and that said traffic control devices shall conform to the Federal Manual on Uniform Traffic Control Devices. BE IT FURTHER RESOLVED that the Board of County Commissioners of Weld County, Colorado,does declare and establish that County Road 76, between County Roads 53 and 55,and County Road 55, between County Roads 74 and 76, be temporarily closed,with said closure being effective June 4, 2008, for approximately three weeks, for the installation of a water main to the Galeton water tank, and further, that standard official traffic control devices shall be erected at said closure giving notice of the restrictions. 2008-1569 c� � EG0024 g() .' North Weld County Water Districts' elevated tank(located on WCR 55 1/2 mile north of WCR 74) has dropped to extremely low levels several times in the last couple of weeks. We increase pressure from the gravity system at our pump station located on WCR 51 just north of WCR 74 to pump water to the elevated tank. We have been analyzing what improvements are needed to improve flows to the tank, and have decided that we need to install a 12'waterline on WCR 76 from WCR 53 to WCR 55 then south 'V2 mile to the Tank. Also we will be working to convert a Pressure Reducing Valve to an Electronic Control Valve which will allow us to provide better pressure to the pump station in Galeton (WCR 51 just north of WCR 74). ja In regards to the 12"waterline it appears that the only logical place for construction is in the westbound land. We would like to close the road during construction daily, but will backfill and compact t ad section daily and re- open the road during non-work hours. I am anticipating that this project will take day of construction, weather permitting. With this procedure would we still be required to get approval from the commissioners? If so, when is the next hearing date? It is vital that we complete this project ASAP in order to have an adequate water supply for this area so we will also have to consider a one-lane closure with flaggers. Please let me know what you would like to see, and I will prepare the permit and traffic control plan ASAP. Thanks.
