Based on a discussion with CDOT officials,we ask that the County table this request until a • full traffic impact study is completed.We would also ask that all recommendations of the study be required to be installed at the same time as the plant expansion improvements take place.This is an extremely busy highway with substantial mixed(passenger/truck)traffic and will need proper roadway design improvements to protect the traveling public. The application states this is a recorded exemption parcel (RE-4654), although no plat has been recorded. The number of employees at full build-out is one hundred twenty persons (120)working three shifts. Little Thompson Water District provides potable water and Saint Vrain Sanitation District will handle the effluent flows. • The application materials stated that a Landscape Plan Map was included as part of the application, however, the information provided did not include such documents. The application text stated that the landscape component consists of decorative rock placed around the plant. Other landscaping will include natural areas and pasture. A reference is made to reference the Site Plan Map for details. Staff has concerns with the description of the landscape component as the application materials did not explain the proposed landscaping for the site, specific to the limited pasture area, seed mix, and type of irrigation. Further, staff is unfamiliar with the term "Natural Vegetated Area". The applicant is requested to provide additional details on all aspects of the proposed landscape component, including irrigation, seed mix, placement of materials and weed control of the disturbed areas. The applicant shall submit a Landscape and Screening Plan to the Department of Planning Services for review and approval addressing each of these components as outlined herein. Upon approval, the Landscape and Screening Plan shall be placed on the plat. The application materials state that sales representatives and supply delivery people will frequent the site. That being said, the applicant shall, prior to recording the plat provide written and graphic evidence that the following issues have been addressed: ❑ This site will be required to meet all requirements of the American Disability Act (ADA). ADA parking spaces are twenty (20)feet by eight (8)feet with five (5) foot aisles. A minimum of one space must be van accessible with an eight (8)foot aisle. An accessible path shall be required from the building to the public right-of-way. Spaces reserved for the parking of vehicles shall be delineated on the plat. ❑ The applicant shall delineate parking stalls for the office facility in addition to the ADA parking stalls discussed previously. The dimensions of the parking stalls shall adhere to Appendix 23-A of the Weld County Code. Per the Weld County Code Section 23-2-240 Division 4, Use by Special Review a. Stormwater retention facilities shall be provided on site which are designed to retain the stormwater runoff from the fully developed site from a one-hundred-year storm or as otherwise required by the Department of Public Works. The drainage facilities shall be designed to release the retained water at a quantity and rate not to exceed the quantity and rate of a five-year storm falling on the UNDEVELOPED site. Public Works requests that the applicant provide a drainage report with calculations for the ponds size, composite C-factor for the sub-basins, 5-yr historic release rate calculations, and Tc values. All design elements shall be substantiated with engineering calculations. The finer details pipe sizes, riprap size, cutoff wall weirs can be calculated after the Planning Commission hearing, this is not an all-inclusive list, but a few examples.
