RE : End of 3rd phase of OEC weatherization

The 3rd phase of the OEC weatherization program has just
ended . 379 homes were weatherized. 232 or 61 % in Larimer
County and 147 or 39% in Weld County . We have received
notice that we are to be funded to administer an extended
program . This will allow us to weatherize an additional
700 homes this fall . We still see an enormous need in
the "rural" areas of Weld County so will concentrate our
efforts there . We plan to begin first in Ft . Lupton .
OEC has also initiated an "enhanced" program whereby
minor home repairs (up to 1259) can be made on 75 homes .
These repairs would , of course , need to affect how well the
home retains heat . If you have any referrals of clients
who need weatherization assistance ,please contact us .

1 ,308 homes will be warmer this winter with lower utility bills as Larimer County
Human Development has successfully administered the Office on Energy Conservation's
low-cost weatherization program. The OEC program rests on the belief that it is
foolish to pour money into utility bill payments of low-income families year after
year, yet do nothing to make their homes more energy efficient. OEC takes a low-
cost approach to weatherization--aiming to stop air infiltration using materials
showing a payback of two years or less . An average of $50.00 worth of materials was
installed in each home. This "typical " installation might include three tubes of
caulk, weatherstripping and a door sweep on the doors , inside plastic storm
windows, an insulated jacket for the hot water heater, pipe insulation and a
shower flow restrictor. These materials are purchased in bulk at a much greater
savings than what a homeowner would pay should they buy the materials on their
own. Recently a furnace inspection and tune-up component was added as a part of
the weatherization programs . A licensed furnace contractor visited 126 homes ,
cleaned the furnace, performed some safety checks and made other minor adjustments
and repairs . It is estimated that this service will result in an energy savings
of an average of 18 percent of the monthly utility bill . The furnace tune-up
component will hopefully be expanded in the future as the results have been
rewarding .
Occasionally a home will be initially weatherized (caulked and weatherstripped)
through the OEC low-cost program and then if the home needs more extensive work
(attic insulation, mobile home skirting) the family is referred to the comprehensive
weatherizaticn program funded by the Department of Energy.
The clients are best served with this cooperative/piggyback approach. Larimer
County Human Development has been administering all the weatherization programs
in both Larimer and Weld Counties since 1982. 1 ,403 homes have been served

through the DOE program and 1 ,308 homes have been weatherized through the 0EC
program for a total of 2,711 . It is estimated that approximately 30 percent of
the eligible low-income families have now received weatherization work. If
low-income families have not received weatherization services, they are urged
to contactLar-mer County Human Development before the cold north wind blows .
