This letter is in response to a letter dated May 8, 2008 from Greg Balmes. The letter requested
that the Department of Planning Services provide a procedure to expand Lot 5 into the
Agricultural Outlot as delineated on the PF-1045 Final Plat recorded August 24, 2005 via
reception number 3316277. The Department of Planning Services has determined at this time
that the appropriate application process is an Amended Change of Zone followed by an
Amended Final Plat. Please keep in mind that the Home Owners Association will need to
provide written evidence that they are in support of this change to the subdivision.
Other concerns or issues may arise during the application process. Please find enclosed the
Change of Zone and Final Plat application.

I own the 21 acre Ag Outlot at Highland Farms. I am under contract to buy
lot 5 Highland Farms contingent upon Weld County approving adding
approximately 2 acres from the Ag Outlot to lot 5.
I propose to move the southern property line of lot 5 directly south to
approximately 60 feet north of Highview Farms northern most border. That
would leave a 60 foot easement to the Ag Outlot on Highland Farms. The -
east and west borders of lot 5 would be extended to intersect the southern
boundary. I am enclosing a map to show what I propose.
• What I need is a preliminary okay that Weld County would do this.
