RE: DECLARE STATE OF EMERGENCY CONCERNING THE SOUTH PLATTE RIVER
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Board has been informed of the dangers of
flooding and possible damage to roads and bridges from the South
Platte River due to the large amount of water it is carrying, and
WHEREAS, Weld County may suffer serious and costly damage
to its roads and bridges if such flooding occurs, and
WHEREAS, the cost of responding to, and recovery from, the
impact of such flooding would be far in excess of Weld County' s
available resources , and
WHEREAS , the Board has determined that because of said
dangers, a State of Emergency shall be declared for the South
Platte River, and
WHEREAS, when the danger of flooding no longer exists, the
declaration of a State of Emergency shall become null and void.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that a State of Emergency
be, and hereby is, declared for the South Platte River.
BE IT FURTHER RESOLVED by the Board that said State of
Emergency shall become null and void when the danger of flooding
no longer exists.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 1st day of
June, A.D. , 1983.

Dear Mr. Withers:
Per your phone conversation with Don Warden, Director of Finance and
Administration, this is to formally advise you that Weld County is requesting
emergency funding from the State Emergency Water and Sewer Fund for the costs
incurred in the flooding of May 31, 1983, near Ft. Lupton. The two criteria
for the funds are:
1. Emergency nature of the situation.
2. Financial need of the entity.
As you and the State representatives who viewed the site on June 1, 1983,
agreed, an emergency situation existed with the flooding and erosion of the
South Platte River. By Weld County's intervention together with the State and
City of Ft. Lupton, a potential disaster was averted. Although no formal
responsibility required Weld County's involvement, the Board of County
Commissioners felt an obligation to assist the City of Ft. Lupton.
As you discussed with Don Warden, Weld County does have contingency funds
approaching $500,000. However, with over 3500 miles of road and over 700
bridges to maintain, together with other uncertainties of county human
services programs, the contingency amount is very minimal. The contingency
must be retained for true county responsibilities, especially with the
continued threat of flooding that could do bridge and road damage far in
excess of the current remaining contingency amount.
For the above reasons, the Board of County Commissioners formally requests
emergency funds equal to the costs incurred in assisting Ft. Lupton in the
flooding emergency. It is estimated that the costs will exceed $10,000 for
labor, equipment, and fill materials. A detailed accounting of the exact
costs will be forwarded to you by month end.
