REVIEW (USR) QUESTIONNAIRE
1. Explain, in detail, the proposed use of the property.
Bullet casting business, where lead is melted and then poured into
moulds to form a bullet. The cast bullet is then pressed swaged, lubed
and placed into boxes for wholesale to gun stores, gun clubs and for
sale on the internet
2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the
Comprehensive Plan.
The Comprehensive Plan is a document that serves as the foundation
of all land use and development regulations in the County. Supporting
agriculture will continue to be a significant goal of the County and this
use will not discourage this . Private Property Rights. One of the basic
principles upon which the United States was founded and continues to
preserve is the right of citizens to own and utilize their property. Private
• property rights are not unlimited rights but rather rights balanced with
the responsibility of protecting community health, safety and welfare.
3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23(Zoning)
and
the zone district in which it is located.
The purpose of the application is to give the opportunity to
demonstrate through written and graphic information how the
proposal complies with the standards of this Chapter. The use will be
compatible existing surrounding land use. The use will not endanger or
effect the health, safety and welfare of the inhabitants of the
neighborhood and the county
4. What type of uses surround the site (explain how the proposed use is consistent and compatible with

The surrounding properties are being utilized as, live stock grazing,
home residents and idle grass land.

• DESCRIPTION OF BUSINESS.

1.THE PROPERTY OF THE PROPOSED USE:
a. Is zoned Ag and will be conducted as an incidental use in a pre exiting out building.
b. Will be run by the family residents.
c. Will have no employees.
d.The hrs of operations will fluctuate depending on needs, daily 7am to 10pm.
e. Will have no on site customers, users, patrons, buyers or visitors for this use.
3.OPERATIONS WILL BE CONDUCTED AS:
a. No advertising or other indication of the home business on the lot or structure located on or
adjacent to the lot. With the exception of a name plate no more than one square foot in area that is
nonilluminated and attached flat to the building.• b. There will be no exterior storage, display or sales of materials,goods,supplies or equipment related
to the operations and no highly explosive or combustible materials.
c. The operation will not produce any offensive noise, vibration,smoke, dust,odors,heat,glare or
electrical interference or other hazard or nuisance noticeable off of the lot.
d. No commercial vehicle is needed.
e. Vehicles that will be used are a typical %ton pickup and a 7000Ib rated utility trailer that will be used
to pick up materials needed and transport products.
f. Lead that is needed will be stored inside .
g. Trash is put in a%yard dumpster and is picked up every other week by Waste Management.
e. No hazardous waste will be produced by this operation. All lead will be used or recycled.
f. No animals or livestock on site.
g.The equipment that will be used is a machine that melts lead in a 1001b pot and then pours the lead in
to moulds below to form bullets. The bullets will then be pressed into a sizing die. The casting machine
• dimensions are 12"x7"x9"and the sizing press dimensions are 8"x8"x24".

• Sec.23-2-240 DESIGN STANDARDS:
1. The water is provided by a domestic well. No additional demand on the system will be needed.
2. The site has a septic system. No additional demand on the system will be needed.
3. Soil - No construction will be needed.
4. Fire protection is now being provided by the Nunn Fire Department.
5. Storm water runoff for the site is controlled by existing farm earthen berms.
6. No additional parking is needed.
7. Setback is 696ft from County RD 100.
8. Current access- Little change in the incoming and outgoing traffic.
9. No new accesses will need to be constructed.
10. Buffering should not be needed
11. Use is in an A zone and in an existing structure. No change to existing farm land.
Sec 23-2-25 OPERATIONS STANDARDS:
A. Noise standards:. There will be little noise generated from the operation and will not be noticed
from off the lot.
B. Air quality; Criteria pollutant"HAPs"would be lead. The operation will not need to submit an Air
Pollution Emission Notice due to:
1. The calculation of actual uncontrolled emission by mass balance analysis. The material of
• lead that is melted ends as a Product" bullet " and any unused or rejected product will be
reintroduced into the melting pot.
a. Lead has a melting temperature of 252-327C To make lead boil and vaporize is 975C
b. According to the EPA [ Locating And Estimating Air Emissions From Sources Of Lead
And Lead Compounds] SCC# 3-04-051-01 Miscellaneous Lead Products"Ammunition"
has less than a 1.0 lb/per ton emissions.
2. This source is exempt from APEN requirements because the emission from this operation is
considered to have a very small impact on air quality.
a. Lead APEN threshold for uncontrolled actual emission is 100 lbs per year. That would
equate to over 200,0001bs of lead that would need to be used before the threshold is
reached (1 lb per 2000.lbs x 100.Ibs=200,000 lbs).
b. This operation is estimated to use about 48,000 lbs a year and will probably have less
emissions then estimated from the EPA sources.
C. Water quality: No discharge of material or waste for absorption to ground or surface water.
D. Lighting: No lighting will be emitted or noticed of the lot.
E. Temperature: The Operation will not raise the temperature of the air.
F. Property shall be maintained for grass and weeds as required.
G. Improvements will be made in conformance with the county policy.

operation will enroll into the weld County Waste Assistance Program as a Exempt Small Quantity Generator for proper hazardous

PREAPPLICATION REVIEW REQUEST
• The pre-application review is the conceptual review of a land use proposal. Pre-application
reviews are required prior to beginning the application process; however, this review is not an
application.
• Pre-application reviews are internal staff reviews held in conjunction with the Building, Public
