HomeMy WebLinkAbout831102.tiff f 'r MINUTES MAY 1 2 -4((!�� WELD COUNTY COUNCIL 19 11•' April 21 , 1983 /Itll Tape 83/124-125 sReetey, coLo The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado, April 21 , 1983, at 1 :45 p.m. ROLL CALL The following members were present in person: President Don Elliott, Vice President DeAnn Emerson, Patricia Anderson and Bill Rupp. Ralph Waldo was absent. Also present for all or part of the meeting were Commissioners Jackie Johnson and Gene Brantner, Finance Director Don Warden, two members of the press, and the council secretary. MINUTES APPROVED Patricia Anderson made a motion to approve the minutes of April 7, 1983, as written. The motion was seconded by Bill Rupp and carried unanimously. CORRESPONDENCE There being no correspondence which required continent, the President made the correspondence folder available for the individual review of council members. REPORTS The council members have been attending hearings on the special tax district issue and each gave a brief report of his impression of the public's reaction to the matter. UNFINISHED BUSINESS This additional meeting of the council was called for the purpose of further- ing the discussion of the proposed creation of special taxing districts to provide ambulance and emergency medical treatment. Don Warden gave a presentation as to why the commissioners have submitted this proposal , while the commissioners present answered questions and gave additional input. The members concluded that the question is not, do we need an ambulance serivce, but rather, how will we pay for it. If we continue to fund it as we currently are, we must cut services somewhere to get enough money in the budget to do what is necessary. In view of the alternatives (user fees or sales tax) studied by the ad hoc committee, the mill levy seems to be the best solution. However, the council wonders how long the property owners will be able to carry the burden for the general public. The council decided to summarize their findings from this meeting in the form of a news release. ADJOURNMENT There being no further business, the meeting was adjourned. The time of adjournment was 3:40 p.m. , April 21 , 1983. BOX 758 NEWS RELEASE GREELEY, CO 80632 April 25, 1983 356-4000, ext. 4780 On April 21 , 1983, the Weld County Council held an additional meeting to discuss the ambulance special tax district issue. Providing additional input to the meeting were Commissioners Jackie Johnson and Gene Brantner and Finance Director Don Warden. Following is information which the council found helpful in understanding the problem. The question is not, do we need an ambulance service, but rather, how will we pay for it. If we continue to fund it as we currently are, we must cut services somewhere to get enough money in-the budget to do what is necessary. The commissioners are proposing to increase the 1984 budget by $648,000. The taxing district would have its own budget of almost one million dollars. This would be a $648,000 increase outside the current 1983 budget which would then be outside the 5% limitation and the county budget. They would, however, still be under the state 7% limitation. In view of the alternatives (user fees or sales tax) studied by the ad hoc committee, the mill levy seems to be the best solution. However, the council wonders how long the property owner can continue to carry the burden for the general public. The council hopes this information will be of help to you the taxpayer in deciding whether you are for or against the special tax district. The commissioners have conducted hearings throughout the county hoping the comments from the public would help them decide how to vote on this matter.
