Environmental Health Services has reviewed this proposal for an Electrical Substation.
We have no objections to the proposal, however, we do recommend that the following
conditions be part of any approval:
We recommend that the following requirements be met prior to allowing the plat to be
recorded:
1. The applicant shall submit a dust abatement plan for review and approval, to the
Environmental Health Services, Weld County Department of Public Health &
• Environment.
We recommend that the following requirements be incorporated into the permit as
conditions that must be met prior to operation:
1. A stormwater discharge permit may be required for a
development/redevelopment/construction site where a contiguous or non-
contiguous land disturbance is greater than or equal to one acre in area. The
applicant shall inquire with the Water Quality Control Division (WQCD) of the
Colorado Department of Public Health and Environment at
www.cdphe.state.co.us/wq/PermitsUnit if they are required to obtain a
stormwater discharge permit. Alternately, the applicant can provide evidence
from WQCD that they are not subject to these requirements.
We recommend that the following requirements be incorporated into the permit as
development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.

• 2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,
as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, fugitive particulate emissions, blowing debris, and other potential
nuisance conditions.
4. Fugitive dust and fugitive particulate emissions shall be controlled on this site.
The facility shall be operated in accordance with the approved dust abatement
plan at all times.
5. This facility shall adhere to the maximum permissible noise levels allowed in the
Commercial Zone as delineated in 25-12-103 C.R.S., as amended.
6. Adequate toilet facilities (port-a-potty) shall be provided during the construction of
the facility.
7. Bottled water shall be utilized for drinking and hand washing during construction
of the project.
8. The operation shall comply with all applicable rules and regulations of the State

and Federal agencies and the Weld County Code.

The Weld County Public Works Department has reviewed this proposal. This project falls primarily under the
purview of the Use by Special Review Standards, Weld County Code, Chapter 23, Article II, Division 4, Section
23. Our comments and requirements are as follows:
COMMENTS AND REQUIREMENTS:
Weld County Road Classification Plan (FHU): (June 2002)
WCR 28 is a major arterial road, which requires a 140-foot right-of-way at full build out. There is presently a
60-foot right-of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK in the
Weld County Zoning (23-1-90), the required setback is measured from the future right-of-way line.
Weld County Strategic Roadway: (December 2002) WCR 7 is classified by the County is a Strategic
Roadway, which requires a 140-foot right-of-way at full build out. There is presently a 60-foot right-of-way.
ahis road is maintained by Weld County. Pursuant to the definition of SETBACK in the Weld County Zoning

WCR 5.5 is not maintained by Weld County. Mead has jurisdiction and control over accesses. The proposed
access onto 5.5 has been forwarded to the Town of Mead for review and comments.
Access: Access is proposed to be onto WCR 5.5. Weld County does not maintain or have jurisdiction over
this roadway. The access request must be approved by the Town of Mead.
A 40' radius is required on all accesses to public roads for accesses designed to accommodate truck traffic. {A
minimum effective turning radius of forty (40) feet shall be used for accesses intended to accommodate truck
traffic. (Weld County Codification Ordinance 2000-1)} Sec. 8-2-40 B. Road access design standards.
The applicant shall indicate specifically on the plat the type of right-of-way/easement that exists.
Storm Water Drainage:
The historical flow patterns and run-off amounts will be maintained on site in such a manner that it will
reasonably preserve the natural character of the area and prevent property damage of the type generally
attributed to run-off rate and velocity increases, diversions, concentration and/or unplanned ponding of storm
run-off.
The applicant must take into consideration storm water capture/quantity and provide accordingly for best
management practices.
•This area IS NOT in FEMA Flood Zones.

On behalf of the Town of Mead,I am responding to the above captioned development
referrals. I have reviewed the materials submitted by Weld County and have the following
comments and observations.
The two referrals are related and on the Slater property located west of WCR 7 and north of
WCR 28.This quarter-section also contains Sanborn Reservoir.The recorded exemption(RE-
4712)would create three lots including a lot(Lot A)for the USR(power sub-station)request
by United Power(USR-1629).

• The subdivision of this quarter-section into three lots is contiguous with the Frederiksen
Farms annexation and Liberty Ranch Subdivision.Also,the entire quarter-section is within
the future growth area of Mead.As such,we request that the County defer action on this
request and refer the applicants to the Town for annexation.This will not cause unreasonable
delay as there is an agreement with United Power to annex Lot A in this proposed
subdivision.

United Power has entered into discussions with the Town for annexation and development of
a power substation on the proposed Lot A of RE-4712.This is an important step in providing
future electric service to this growing area of Mead and a vital means for ensuring
development standards that will be compatible with existing and future community growth.
