Box 57 Pierce, Colorado 80650 Dear Mayor Cleveland: I am responding, on behalf of the Weld County Commissioners, to your letter dated June 24, 2008, regarding dust control in the Town of Pierce. Weld County uses three methods of dust control: 1. Topical application of magnesium chloride. This is the least expensive. Gravel roads are prepared by grading first then the chemical is applied. Advantages: a. cost b. local private applicators (list attached) Disadvantages: a. chemical is not as effective after routine maintenance and requires reapplication b. rough roads between applications 2. Full depth application Advantages: a. puts chemical into road base b. rebuilds road c. lasts longer Disadvantages: a. costs b. requires additional application of topical c. specialized equipment including road re-claimer d contractors for full depth Mayor Cleveland, Town of Pierce August 29, 2008 Page 2 3. Recycled asphalt (RAP) application Advantages: a. hard surface road b. costs— RAP verses asphalt c. service life of road d relatively simple process e maintenance costs f. contractor availability - Disadvantage: a. cost (obtaining RAP material, binding chemical, and contractor costs) Weld County does not provide dust control for municipalities. A program such as this would put us in competition with the private sector. I will provide any additional data and staff expertise to assist you in reaching your decision. Complaints from residents prompted the Town Board to explore available dust control methods. Although this is a problem within the majority of town, the truck route includes approximately a quarter mile of unpaved road and receives the highest number of complaints. The Town has limited sources of revenue, making our budget limited. I am requesting assistance from the Weld County Commissioners in determining an effective dust control method that is minimal in cost and the possibility of joining your dust control program. Mayor Craig Cleveland Town of Pierce In response to the letter from the town of Peirce to assist them with dust control on their town streets, I would recommend offering technical and procedural support but no physical or financial assistance. Other towns have inquired about assistance with dust treatment in the past and the answer has consistently been that we do not have extra resources to allocate for these purposes, (i.e. Grover and Johnstown).
