Please do not hesitate to contact me if you have any questions regarding the responses. 1. Explain, in detail, the proposed use of the property. a. The proposed use of the property is intended for Vestas Manufacturing Plants, Storage and transload (Trucking and Rail) facility in the A, Agricultural Zone District. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of • the Comprehensive Plan. a. This development is consistent with intent of Chapter 22 as it achieves a number of the goals set forth in Sec. 22-2-150 Industrial development goals and policies as described below. Also, the subject site is in an intergovernmental agreement area and planned urban growth boundary area which is aligned with the County's intent as described in Sec. 22-2-140 i. Goal 1 —The intent of Goal 1 is to minimize the incompatibilities that occur between uses in the Agricultural Zone District and other zone districts that allow urban scale uses through the conversion of agricultural land and to minimize costs to county tax payers for additional public services. The development includes city water and sewer service from the City of Brighton to the area thus providing these services to the area. The adjacent properties to the south and west are of commercial, light industrial uses. ii. Goal 2 — Encourage the expansion and diversification of the industrial economic base. The development brings new manufacturing facilities to the Weld County area along with the ancillary services that will result from the increased people in the area. iii. Goal 3—Achieve a well balanced, diversified industrial sector in order to provide a stable tax base and provide a variety of job opportunities for county citizens. This development brings diversified new jobs associated with new manufacturing facilities iv. Goal 4—All new industrial development should pay its own way. The property is located in a region bounded by agricultural uses, light industrial and warehousing operations along the County Road 27 corridor. Development of the property will occur with consistent uses associated with manufacturing and industrial zoning. 4. What type of uses surround the site (explain how the proposed use is consistent and compatible with surrounding land uses). a. Surrounding uses for the area include agricultural uses including irrigated crop production and livestock, light industrial applications including greenhouse operations, vehicle and equipment storage and other industrial use applications. Use of the property for manufacturing and shipping purposes is consistent with available transit infrastructure including rail road and state highway access. 5. Describe, in detail, the following: a. Number of people who will use this site a. 1500 Total 750 will be divided into two (2) shifts and 750 will be divided into three (3) shifts. Parking will be provided for 375 spaces in the southern area of the project, 250 spaces in the northern reaches of the project and 405 spaces to accommodate a future building expansion. Shift changes will be staged to minimize the need for redundant spaces. Common parking between operations is available at the central areas of the project. Area is also available for future building and parking expansion to accommodate the facility master plan. • b. Number of employees proposed to be employed at this site a. 1500 total planed employees. 750 will be divided into two (2) shifts and 750 will be divided into three (3) shifts c. Hours of operation. a. The site will be operable 24 hours per day 7 days per week. d. If storage or warehousing is proposed, what type of items will be stored a. Storage of blades will be located on the north west portion of the site on gravel. b. Warehousing and storage of products used in the manufacturing process will be stored in each manufacturing building separately. The materials used include paints, solvents, lubricants, glues, fiber, steel components, miscellaneous tools, all of which will be stored appropriately to meet the local and national code requirements. 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. a. The proposed landscaping includes a perimeter fence, native grasses, shrubs and trees in the green areas and ponds, and the islands at the parking areas. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. a. Not Applicable- No reclamation will be required. 8. Explain how the storm water drainage will be handled on the site. a. On site stormwater runoff will be managed through two retention ponds in anticipation of permeable soils. Locally generated stormwater runoff will be conveyed to on site ponds from yard areas and roof drainage. • b. Off Site stormwater runoff will be conveyed along the perimeter of the site to preserve historic patterns west and north. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. a. The construction schedule is anticipated to take approximately 1 year to complete and is anticipated to begin in December 2008. Landscaping will begin in the June of 2009 10. Explain where storage and/or stockpile of wastes will occur on this site. a.
