Dear Commissioner Jerke,
As you know I asked my staff to look into your request for funding of emergency services and clean up
expenses of the May 22, 2008 tornado from Executive Order D 011 08.
The state follows FEMA guidelines when disasters occur in anticipation of a possible Presidential
declaration. These guidelines indicate mutual aid response is a local responsibility. Also, since the
inception of TABOR, local governments are asked to have developed a three percent emergency reserve
for such things as natural disasters. Next, insurance coverage is considered as a resource for state and
local governments.
After a review of these issues and a determination that Weld County has sufficient TABOR-type
reserves, I cannot offer funding for the costs outlined in your request out of the State Disaster Fund.
I will note that I have offered funding for several entities in Weld County including the Town of
Windsor for a recovery coordinator, Gilcrest, Platteville, and Ft. Lupton for emergency generators and
early warning system. Our department also has assisted the county in funding its communications center
and radio tower system. I know the county is working on a sheltering plan and early warning system for
selected small communities. We will continue to work with the county through our field staff in both the
Division of Emergency Management and Division of Local Government.
The Department of Local Affairs is and will continue to be a strong partner with you and your county. I
look forward to other ways we can assist your local government improve people's lives.
