HomeMy WebLinkAbout810284.tiff RESOLUTION RE: APPROVAL OF SPECIAL USE PERMIT FOR AN ALCOHOL DISTILLATION PLANT FOR STROMQUEST FARMS, 12189 OXFORD ROAD, LONGMONT, COLORADO 80501 WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board of County Commissioners of Weld County, Colorado held a public hearing on the 13th day of May, 1981 at the hour of 2: 00 o 'clock p.m. in the Chambers of the Board of County Commissioners for the purpose of hearing the application of Stromquest Farms, 12189 Oxford Road, Longmont, Colorado 80501, for a Special Use Permit for an alcohol distillation plant on the following described real estate, to-wit: Part of the North Half of the Southwest Quarter of Section 21 , Township 2 North, Range 68 West of the 6th P.M. , Weld County, Colorado WHEREAS, the petitioner was present, and WHEREAS, evidence was presented in support of the granting of the Special Use Permit for an alcohol distillation plant on the above described real estate, and WHEREAS, Section 3 . 3 (E) (2) of the Weld County Zoning Resolu- tion authorizes such a use in an Agricultural Zone District upon approval by the Board of County Commissioners, and WHEREAS, the Board of County Commissioners of Weld County, Colorado heard all of the testimony and statements of those pre- sent, has studied the request of the petitioner and the recom- mendations of the Weld County Planning Commission and all of the exhibits and evidence presented in this matter, and having been fully informed, is satisfied that the request for a Special Use Permit for an alcohol distillation plant on the hereinabove described real estate, conforms to the purposes of Section 3 . 3 (E) (2) of the Weld County Zoning Resolution. NOW, THEREFORE, BE IT RESOLVED by the Board of County Com- missioners of Weld County, Colorado that the application of the / PL0772 1 810284 petitioner for a Special Use Permit for an alcohol distillation plant on the hereinabove described tract of land be, and hereby is, granted subject to the following: 1. The Development Standards contained in the Special Use Permit. 2 . No building or electrical permits shall be issued on the Special Use Permit area until the Special Use Permit plat has been delivered to the office of the Department of Planning Services. 3. The applicant providing evidence that there is an adequate supply of water available for the alcohol operation prior to obtaining any building permits for the operation. 4 . An agreement between the Longmont Fire Pro- tection District and Stromquest Farms for fire protection be entered into prior to the issuance of a Certificate of Occupancy. BE IT FURTHER RESOLVED by the Board of County Commissioners of Weld County, Colorado that the reasons for approval contained in the Weld County Planning Commission recommendations dated April 21, 1981 be, and hereby are, adopted as the findings of fact of the Board of County Commissioners in this matter. It is the opinion of the Planning Commission that the attached Standards will minimize impacts on surrounding uses and the area to the greatest extent possible and provide adequate protection of the health, safety and welfare of the inhabitants of the area and the County. This determination is based, in part, upon a review of the information submitted by the applicant, other relevant information regarding the request and the responses of the referral entities which have reviewed this request. The Planning Commission recommendations for approval is conditional upon the following: 1. The attached Development Standards being recommended and adopted for the Special Use Permit. 2. The uses permitted on the Thereon described parcel sh ll be a commercial fuel alcohol plant with a production capacity of 50,000 gallons of ethanol per year and all other uses permitted by right in the Agricultural Zone District. Structures anrT facilities shall be as shown on the plat. 2. The Special Use Permit area shall be maintained in such a manner so as to prevent soil erosion, fugitive dust, and the growth of noxious weeds. .T' 3. Maintenance of the exising retention pond for the proposed use shall be in compliance with Colorado Department of Health Regulations. There shall be no discharge of wastes into any streams, other bodies of water, or adjacent drainage systems without obtaining a National Pollution Discharge Elimination System Permit from the Colorado Department of Health. The applicant shall be responsible for any additional applicable directives or guidelines issued by the Colorado Department of Health, Water Pollution Control Division. 4. All accesses shall have the approval of the Weld County Engineering Depart- ment. All accesses shall be constructed in accordance with the recommendations and/or requirements of the Weld County Engineering Department. 5 All phases of the operation shall comply with all County, State and Federal Health Standards and Regulations pertaining to air quality, water quality, noise emission, and sanitary disposal systems. The applicant shall obtain an Air Emission Permit through the Air pollution Control Division, Colorado Department of Health, 4210 E. 11th. Avenue, Denver, Colorado 80220. Odors from the ethanol manufacturing or lagoon areas must not exceed the 15:1 dilution to threshold as sDecified in the Colorado Air Quality Commission's Regulation No. 2. 6. Security fencing shall be in accordance with the Alcohol, Tobacco and Firearms Bureau permit requirements. The owner/operator shall be required to maintain a permit for production of alcohol with the Alcohol, Tobacco and Firearms Bureau of the United States Government. The owner/operator shall be responsible for complying with the conditions and standards of the Federal permit. 7. Representatives or members of the Weld County Health Department, Weld County Department of Planning Services Zoning Inspectors and/or Colorado Department of Health shall be granted access to the site at any reasonable time in order to insure the cperations carried out on the site comply with all applicable Weld County azd State Health Regulations. 8. No By-Product Distillers Grain shall be stock piled, or allowed to decompose or therefore create odor pro*l -1s or unsanitary conditions. 9. The operation shall be constructed and operated in accordance with the guidelines of the Longmont Fire Protection District. • Stromquist Farms _ Development Standards Page 2 10. Foundations and structures should be designed by qualified personnel taking into account the high groundwater table and potential drainage problems. 11. The Special Use Permit shall be limited to the plans shown hereon and governed by the Development Standards stated above and all applicable Weld County Regulations. Any material deviations from the plans and/or Develop- ment Standards as shop.-2 or stated above shall require the approval of an amendment to the Special Use Permit by the Planning Commission and the Board of County Commissioners before such changes from the plans and/or Development Standards shall be permitted. Any other changes from the plans and/or Development Standards shall be filed in the office of the Department of Planning Services. 12. The property owner and/or operator of this operation shall be respons- ible for complying with all of the above stated Development Standards. Non-compliance with any of the above Development Standards may be reason for revocation of the Special Use Permit by the Board of County Commissioners. The meeting was called to order at 1:40 p.m. by the vice chairman, Jerry Keifer. CASE NUMBER: Z-347:81:1 APPLICANT: Ted and Marion Koolstra SUBJECT: Change of Zone for "I" Industrial to "A" Agricultural LEGAL DESCRIPTION: Part of the SW4, Section 34, T6N, R67W of the 6th P.M. Weld County, Colorado. LOCATION: 11 miles south of Windsor on the east side of Colorado State Highway 257. APPEARANCE: Ted Koolstra gave background information on this plat of land and the reason it is currently zoned Industrial. He is asking . the Planning Commission for a change of zone to Agricultural so that he may put a dairy on this property. He stated, however, if the special use permit is not granted he does not want the change of zone. Mr. Koolstra was questioned by members of the planning commission regarding his plans. DISCUSSION FROM THE AUDIENCE: Dorothy Musil of the Windsor Planning Commission stated the Windsor Planning Commission is against granting this request primarily because of the amount of cows that will be kept on the land and the odor problems that could arise. While the property is within the three mile radius of the Windsor Comprehensive Plan, the town does anticipate development in this area. MOTION: Bob Ehrlich moved Z-347:81:1 be approved. It was Mr. Ehrlich's feeling this was improperly zoned and the zoning should be Agri- cultural regardless of any other action taken by the Planning Commission; and that the Planning Commission's recommendation be forwarded to the Board of County Commissioners for approval. Motion seconded by Don Billings. Motion carried unanimously with Holman, Wafel, Halleran, Kountz, Billings and Ehrlich voting for and none against. Minutes of the Planning Commission Meeting Arpil 21, 1981 Page 2 CASE NUMBER: SUP-463:81:9 APPLICANT: Ted and Marion Koolstra SUBJECT: Special Use Permit for a Dairy Operation LEGAL DESCRIPTION: Part of the SW1, Section 34, T6N, R67W of the 6th P.M. Weld County, Colorado. LOCATION: 11 miles south of Windsor on the east side of the road APPEARANCE: Ted Koolstra explained his plans for a dairy. His intention is to milk about 60 cows. Therefore with cows in dry lot the maximum amount of head would be about 80 head of cows. The lagoons, retainer ditches, etc. have been approved and have already been installed. APPEARANCE FROM THE AUDIENCE: Dorothy Musil, Windsor Planning Commission again stated the town of Windsor's concerns. It was the town of Windsor's'concern that the well water is not potable and, therefore, not fit for washing milking utensils or human consumption. Mr. Koolstra reported he had the water tested. It is high in sulfate, but is not contaminated in any other way. They are not planning on using the well water for drinking or washing of milking equipment. They have installed a purification system for this purpose. Mrs. Musil wished the Planning Commission to know that everything was already installed and completed. Tom Honn read the Department of Planning Services staff recommendations, Development Standards and Comments. The members of the Planning Commission discussed the request for two accesses. MOTION: It was moved by Bob Ehrlich the Special Use Permit for a dairy be granted and the recommendations of the Planning Services staff and the Development Standards be adopted and forwarded to the Board of County Commissioners with recommendation for approval. Motion seconded by Jack Holman. Motion carried unanimously with Holman, Wafel, Halleran, Kountz, Billings and Ehrlich voting for and none against. CASE NUMBER: SUP-464:81:9 APPLICANT: Stromquist Farms SUBJECT: Alcohol Distillation Plant LEGAL DESCRIPTION: Part of the N1 SWo, Section 21, T2N, R68W of the 6th P.M. , Weld County, Colorado. LOCATION: 31 miles west of Firestone APPEARANCE: J. Evan Goulding stated the request of Stromquist Farms regard- ing their request for an alcohol distillation plant. Their plan is to manufacture 375 to 400 thousand gallons of ethanol per year. He explained the process, and what was to be done with the liquid and solid wastes. He had spoken to the Fire Chief for this area and they agreed a fire hydrant was to be installed. 4 . 0 1 Minutes of the Weld County Planning Commission April 21, 1981 Page 3 He stated there is no oder to the waste material, therefore, odor is not a problem and he asked the Planning Commission Members to delete the first sentence in Development Stan- dards #8. MOTION: Jack Holman moved this request be approved and forwarded to the Board of County Commissioners with recommendation for approval and that the first sentence in #8 of the Development Standards be deleted. His reasons for recommendation for approval were that the request is compatible with the surrounding area, it is in harmony with the neighborhood and existing agricultural uses, it will not have an adverse effect upon the immediate area, it will not have an adverse effect on future development of- the area and will not adversly effect the health, safety and welfare of the inhabitants of the area and the County. Motion seconded by Bette Kountz. Motion carried unanimously with Holman, Wafel, Halleran, Kountz, Billings and Ehrlich voting for and none against. CASE NUMBER: SUP-465:81:11 APPLICANT: Robert Lewis, et al SUBJECT: Dairy and Horse Operation LEGAL DESCRIPTION: NE1, and part of the SE', Section 14, T4N, R68W of the 6th P.M. , Weld County, Colorado. LOCATION: 2 miles west and 1 mile south of Johnstown APPEARANCE: Robert Lewis who explained his request and plans for this this property. Tom Honn read the Department of Planning Services staff recommendations, Development Standards and Comments. Discussion ensued concerning prevention of effluent wastes and contaminated water running into the Little Thompson River. Tape 56 - Side 1 Mr. Lewis explained their plans were to pump the waste water uphill to be used as irrigation water. Possibilities of a lagoon and the location of it to protect contamination of the river was discussed. Condition #3 was discussed and revised and a new item #4 was added to read "If the manure solids or liquids from the lagoon are to be applied as irrigation or fertilizer, the solids should be dried prior to spreading and the liquids applied only by injection." MOTION: Jack Holman moved that Special Use Permit #465:81:11 with the added condition of the manure disposal and the applicant com- plying with the Development Standards as written and amended and the other conditions as written be approved and forwarded to the Board of County Commissioners with recommendation for approval. NEW BUSINESS DISCUSSION: Don Billings asked Lee Morrison, Assistant County Attorney what will happen to the conditions of the special use permits, etc. once the new zoning ordinance is passed? Will they still control the operations once new regulations go into effect or will it be a use by right in the Agricultural Zone District? Lee Morrison stated if it is a use by right they may be able to come in and ask the Board to revoke the permit so they would be able to do away with the restrictions. Tom Honn reported when the new ordinance, which refers to the amount of animals per acre, was adopted they would be, as a practicle matter, able to increase these up to the amount in the zoning ordinance, whether existing or not. Other- wise, the standards would still apply. It was his feeling the Planning Commission would run into very little problem except where livestock was involved. Tom Nonn reviewed the Planning Commission' s favorable recommendation, conditions and development standards. Evan Golding, who has the contract for instillation of the plant, was present representing the applicant and elaborated on the proposed facility. Mr. Golding stated that the water for the plant has not been decided upon yet. Stromquist Farms does have ample water and there is a well on the site. Bill Kobebel, area resident, questioned Mr. Golding on serveral aspects of the facility. CHANGE TAPE 81-28 Don Marvin, Chief of the Longmont Fire Protection District, stated he has a verbal agreement with the applicant regarding provisions for fire protection. However, due to past -problems with other peo-ole, Mr. Marvin requested that the Board require the agreement to be in writing prior to issuance of a certificate of occupance. Commissioner Kirby made a motion to approve the special use permit with the conditions and development standards as recommended by the Planning Commission and that a signed fire protection agreement be made prior to the issuance of a certificate of occupance for the facility. Commissioner Carlson seconded the motion and it carried unanimously. (1) (a) The "Special Use Permit Application" on the form as prescribed and furnished by the Department of Planning Services is attached to this document and is designated as "Exhibit A". (1) (b) A legal description of the property is attached to this document and is designated as "Exhibit B". (1) (c) A soil survey and study of the site proposed for the special use is attached to this document and is designated. as "Exhibit C". (1) (d) Following is a description of the proposed operation in sufficient detail to indicate the number of shifts to be worked and maximum number of employees: the effects of operation in producing air and water pollution, odor, noise, glare, fire or other safety hazards and traffic congestion. (1) Process Description: The proposed alcohol production facility will produce a maximum of 1200 gallons of anhydrous alcohol per 1 , ,,,1 day. The alcohol production equipment will be supplied by Alcogas, Inc. This equipment incorporates well established cooking, fermen- tation and distillation technology to produce anhydrous alcohol for fuel use. Following are the basic steps that will be used in the alcohol production process: lj1 Cooking: Finely ground grains will be thoroughly mixed with pre- heated water in the cooking tank; the pH will be adjusted and a liquifaction enzyme added; the grain mash will then be heated through the use of steam until the cell walls of the starch are broken down and the mixture passes through the gelatinization stage. The mash will then be cooled by adding water; the pH will again be adjusted and a saccrification enzyme added. 4 -2- Fermentation: After saccrification is complete, the mash will be passed through a heat exchanger, cooled to optimum temperature, and transferred to a fermentation tank. A semi-continuous process will be used. The water used in the heat exchanger will be run back into the cooking tank as preheated water for the cooking of the next batch. Distillation: After fermentation, the whole mash will be injected into a stripper column where it will be steam heated to the point where alcohol boils off and the vapor is transported overhead into a second column where rectification occurs. Both columns will be fitted with sieve trays with down-comers and both will be refluxed to enhance the stripping and distillation action. After the alcohol leaves the distillation column, it is further dried by passing through the molecular sieve drying columns and then stored in the alcohol storage tank. Overview of Process: In summary, the process will take a grain feedstock and convert the starch to sugar and the sugar to alcohol and carbon dioxide. The process will use natural fermentation via enzymes and yeasts to result in an edible high protein cattle feed byproduct. The carbon dioxide will then be liberated to the atmos- phere to participate in the photosynthesis cycle. (2) Building Requirements and Major Components: The proposed alcohol production facility contemplates the following building and major component requirements: (a) Building (40' X 60' steel building with eave height of 20' ) (b) Alcohol Production Equipment: 1. Two A-600 Alcohol Production Systems (190 proof) (includes cooking tank, fermentation tanks, distillation columns, heat exchangers, steam system, and product run-down tank) . 2. One Molecular Sieve Dehydration System (anhydrous) . 3. One Cooling Tower (c) Grain Storage and Grain Handling Equipment: 1. Two outside grain storage bins. 2. Various grain handling equipment including augers, a hammermill and a hopper and weigh scales. (d) Other Support Equipment: 1. Stillage dewatering equipment. -3- 2. One 190 proof alcohol storage tank (underground) . 3. One anhydrous alcohol storage tank (underground) . 4. Two water storage tanks. The proposed plant layout is attached to this document and is designated as "Exhibit D". (3) Manpower Requirements: Although the alcohol production equipment will be automated as fully as possible, labor manpower will be necessary for surveillance, quality control and routine operation of the equipment. The proposed alcohol production facility will require 6 fulltime employees to operate for 3 eight hour shifts per day, 330 days per year. Actual operation will require two employees during normal daytime hours and one employee at all other times. (4) Environmental and Safety Concerns: Following is a summarization of the effects of the operation in producing air and water pollution, odor, noise, glare, fire or other safety hazards and traffic congestion: (a) Air Pollution: It is anticipated that the boiler fuel will be natural gas to produce steam for process heat. The release of pollutants from the boiler should be no more significant than from other natural gas fired boilers. This is a fairly small operation with boiler capacity at approximately 40 horsepower. The fermentation of sugar by yeast results in the formation of carbon dioxide which will be vented to the aLnusphere. The carbon dioxide will be used in the natural carbon life cycle and photosynthesis process on the farm. No detrimental impacts will result from the release of carbon dioxide. Fine dust may occur in the transferring of grain from feedstock storage. In addition, small quantities of grain dust may occur during routine grinding operations. However, these operations are similar to routine farm grain handling activities. (b) Water Pollution: Most of the waste-water (approximately 4,000 gallons per day) will be used as livestock drinking water in Stromquist Farms cattle feeding operation. Any water that is not so utilized may be used for irrigation purposes. No signi- ficant problems are expected with regard to acidity levels in waste-waters as pH can be adjusted before discharge. (c) Odor: No significant odors are created in any stage of the proposed operation that are not compatible with existing agricultural areas. (d) Noise: The most significant level of noise (85 to 88 dBa) -4- is generated by the grain processing equipment (hammermill) . The milling operation is automated and occurs only for several hours per day during daytime hours. This operation is consistent with most agricultural areas. Most other noise occurs within the confines of the building and noise levels are not considered to be significant. (e) Glare: Not applicable to the proposed operation. (f) Fire or Other Safety Hazards: In a fuel alcohol plant there is the potential for fire with alcohol fuel storage. The safety of storing alcohol will be enhanced by using underground storage tanks located 100 feet from the alcohol production building. Cooking and fermentation areas are classified as non-hazardous and are of fire resistive or non-combustible construction (metal building, concrete floor, fire resistant insulation) . Distilling operations will be separated from the cooking and fermentation areas by blank vapor-sealed firewalls having a minimum one hour fire-resistance rating. Standard precautions will be taken to prevent ignition of leaks or fumes. Spark-proof motor systems along with specially protected electrical equipment will be routinely used. Fire extinguishers, fire hoses and water for fire-fighting will be available on site. Adequate controls and design criteria are currently available to cope with any fire or other safety hazards. (g) Traffic Congestion: No major changes in rural traffic flows are expected as a result of the proposed facility. In addition to the minimum amount of employee traffic, it is estimated that approxi- mately one grain delivery truck and one alcohol transport truck per week will visit the site. (1) (e) Disposal of Sewage and Other Wastes: The spent grain byproduct (stillage) will not be dried or otherwise treated before feeding to Stromquist Farms cattle. The spent stillage (60-70% moisture after dewatering) is edible by livestock and is relatively high in protein content, and contains unconverted starches and sugars, various edible fermentation byproducts, and yeast. The solid matter in the stillage will be fed to livestock, primarily in the Stromquist Farm feedlot or nearby dairies and the liquid stillage will be used for livestock drinking water on the Stromquist Farms feedlot. Any excess water discharge will flow into the existing settling pond on the premises, -5- and ultimately be returned to the irrigation system. No significant problems are expected with regard to acidity levels in these waste- waters as pH can be adjusted before discharge. (1) (f) See attached "Exhibit E" for description of water quality and availability. Water is to be supplied by an existing well on the premises. Although the well has been in existence for nearly 40 years, an application for registration is pending with the State Engineer's office. Maintenance of the existing retention pond for the proposed use shall be in compliance with the appropriate Colorado Depart- ment of Health regulations. 3. For an air quality emmissions permit, application must be made to the Air Pollution Control Division, Colorado Department of Health, 4210 E. 11th Avenue, Denver, Colorado, 80220. This permit is required for all grain and product handling, hammermill cooler, and for any other air contaminant discharges:- 4. The facility must comply with Air Quality Control Regulation No. 2. - Odor, and thus must not exceed the 7:1 dilution to threshold ration at any property boundary. 5. The facility must comply with 25-12-103, C.R.S. 1973, as amended (the Colorado Noise Abatement - maximum permissible noise level reference) at all times. If the area is zoned agricultural, the residential zoning noise levels would be enforced. Automatic fire sprinkler system shall be designed and installed in the distillation area. System shall meet NFPA Standard 13 for installation of sprinkler systems. 3. Distillation area to be separated from the cooking and fermentation area by a fire wall with a minimum 2 hour resistant rating. All load bearing steel to be fire proofed to a 2 hour resistance. 4. Light weight building construction is recommended for the distillation area to provide for maximum explosion — venting possibilities. 5. Smoke and heat detection system shall be installed throughout the facility and electrically connected to Boulder Communications Dispatch Center. 6. Signs shall be provided, indicating hazards, restrictions and instructions for operation and emergency procedures. 7. We offer the following findings for your consideration. I. Information Available for Review A. "Flood Insurance Study, Weld County, Colorado Unincorporated Areas and Town of Eaton, Colorado" prepared in December, 1979 by Gingery Associates, Inc. under FEMA-FIA contract. This study was designated by the Colorado Water Conservation Board on March 17, 1980 (#156) and thus is available to local governments for regulation purposes. B. "Floodplain Information, St. Vrain Creek, Boulder Creek and Idaho Creek, Weld County, Colorado. " This study is presently in progress by the U.S. Army Corps of Engineers, Omaha District. These maps are approximate studies and have never received any formal designation; however, they are very useful in identifying approxi- mate flood hazard areas. II. Findings A. None of the studies listed show the plant site to be in any identified 100-year floodplain. However, the floodplain for Boulder and Idaho Creek stops on the northwest side of the railroad adjacent to the property. B. The dilute stillage going to the livestock water troughs would appear to be the only product from the operation with potential for loss during a 100-year flood event. C. The only other flooding sources that exist to the site would come from the local drainage or from flows seeking Boulder or Idaho Creek but cut off by the rail- road and forced to flow along the southeast side of the tracks. III.Recommendations The surface water drainage ditch adjacent to the tracks should be maintained and checked for adequate sizing. Elevating the plant, office and storage bins , as well as providing a site drainage plan, should alleviate most of the potential flooding and drainage problems that presently exist at the site. Given the shallow water table condition, there may also be a need to give the underground ethanol storage tank some special floodproofing or waterproofing considerations . The soil in the area of consideration is classified as Aquolls and Aquepts flooded (#4 in Weld County soil survey) . These are deep, poorly drained soils that formed in recent alluvium. No one pedon is typical . Commonly the soils have a mottled, mildly to moderately alkaline loamy or clayey surface layer and underlying material that extends to a depth of 60 inches or more. In places they have a gleyed layer in the underlying material . Most of the acreage is subject to excessive runoff. The water table is at or near the surface in spring and during the peak of the irrigation season. The potential native vegetation is dominated by switchgrass, prarie cord- grass, saltgrass, alkali sacaton, big bluestem, indiangrass, western wheat- grass, slender wheatgrass, sedge and rush. Cattails and bullrush grow in the swampy spots associated with these range sites. Wetland wildlife, especially waterfowl , utilize this unit. The wetland plants provide nesting and protective cover as well as food. The nearby irrigated cropland where wildlife obtain much of their food and find pro- tective cover, makes this unit valuable to both wetland and openland wildlife. These soils have severe limitations for all aspects of building site development, septic tank absorption fields and recreation development. As you know, the well is a shallow well located in the gravel alluvium of Boulder Creek and should have a yield of approximately 10 gallons per minute. The well can be augmented by your one-half interest in the Carr and Tyler Ditch which has a relative priority of #19 and an appropriation date of June 1 , 1864. In addition, the well could also be augmented by your one-half interest in the Delehant Ditch which has a relative priority of #21 on Boulder Creek and an appropriation date of May 1 , 1865. With respect to water quality, we estimate that the water will have a specific conductance of around 1 ,000 micro MHOS, PH of around 7.7, hardness of approximately 500 mg/1 as CAC03. In summation, the alluvium should yield a water well of approximately 10 gallons per minute which will have water with moderate hardness. Certification, Page 2 Frontier Materials Frontier - Stromquist Pit FACILITY NUMBER: CO-0050016 FACILITY DESCRIPTION: The Frontier - Stromquist Pit is a new sand and gravel mining operation. The location of the mine is shown in Figure 1 , on page 19 of the permit. The mined material is also crushed and washed on site. Wash water will be recycled through the wash plant. The source of discharge is from pit dewatering. Discharge shall be from 001 , the out fall of the pit dewatering pump, and shall go to Idaho Creek as shown in Figure 2 on page 20 of the permit. The estimated life of the mining activity is 10 years . The pit is not located near any landfills or tailings piles. Thus, there is little chance for contaminated groundwater to reach the pit. This is a new permit, so there is no previous monitoring history from the facility. In addition, the permittee did not submit a one time analysis since no water is currently available at the site. Fuel will be stored on site. An SPCC plan will not be required but diking should be performed as discussed on page 5 of the rationale and page 5 of the permit (Part 1 B 8) . The permittee is encouraged to read the general rationale for an understanding of how this permit was developed. Specifically , pages 4 and 5 of the rationale discuss effluent limitations and monitoring requirements. Within the body of the permit itself, monitoring requirements are specified on page 5. Salinity monitoring of the discharge will not be required since the pit is not in the Colorado River basin. Based on the above information, the Frontier - Stromquist Pit facility is certified to discharge under the general permit for sand and gravel operations identified as Permit Number: CO-0050000. Hamilton District Conservationist RECLAMATION PLAN - This area consists largely of marginal farmground under cultivation at this time. There are no trees on this property in the mining or disturbed areas. Reclamation will create four ponds with side slopes of approximately 3:1 (See Reclamation Map, Ex. F) . Topsoil will be stockpiled during mining and replaced at depths of approximately one foot prior to revegetation. There will also be 300,000 to 400,000 yards of overburden to be used in reclamation. This material will be used to create islands, peninsulas and shallow areas on the upstream side of the lakes, which is expected to make an excellent wildlife habitat. Reclamation will begin in Stage One of Phase One as soon as mining has moved to Stage Two. That will be in the second year of mining. The overburden from one stage, as it is stripped, will be used in the previous stage to reshape the otherwise somewhat rectangular shape of the ponds. As this process proceeds throughout the plan, each phase of reclamation will follos. That is: (1) reshaping and sloping, (2) topsoiling, (3) seeding and (4) planting trees, etc. The species of tress will be selected and planted as soon as the final configuration of the pond is determined and the final high water line is established. The types of grasses and application rates will be as recommended by the local Soil Conservation Service office. The reclaimed land will be maintained for two to three years to well establish vegetation.
