THIS MEMORANDUM AGREEMENT entered into on this, the 7th
day of October, 1981, by and between EUGENE McKENNA, Director
of Social Services for Weld County, Colorado, and THE BOARD
OF COUNTY COMMISSIONERS OF WELD COUNTY, COLORADO.
WHEREAS, Senate Bill No. 503 passed by the 53rd General
Assembly of the State of Colorado and effective June 9 , 1981,
provided that the office of County Director of the County
Department of Social Services be exempted from the State Merit
System, and
WHEREAS, it is necessary that the Board of County Commis-
sioners of Weld County, Colorado, and Eugene McKenna enter into
an agreement to provide for the transition of Eugene McKenna,
Director of Social Services for Weld County, Colorado, from
the State Merit System to the Weld County Personnel System and
to provide for an agreement concerning accrued sick leave and
accrued vacation time which Eugene McKenna accrued under the
State Merit System.
IT IS THEREFORE AGREED by and between the Board of County
Commissioners of Weld County, Colorado, and Eugene McKenna that
Weld County shall pay off one-half of all sick leave accrued by
Eugene McKenna to the effective date of Senate Bill No . 503 . It
is stipulated that 120 days of sick leave shall be paid off
under this agreement in the total sum of FOUR THOUSAND TWO
HUNDRED SEVENTY-TWO AND 85/100 DOLLARS ($4 ,272 . 85) and that
119 . 75 days of sick leave shall be carried forward by Mr. McKenna
under the Weld County Personnel System.
IT IS FURTHER AGREED that Mr . McKenna has accrued 49 vaca-
tion days under the State Merit System and that the parties agree
that 22 days of vacation time shall be paid off to Mr. McKenna in
the total sum of THREE THOUSAND ONE HUNDRED THIRTY-THREE AND
43/100 DOLLARS ($3 ,133 .43) and that 27 days of vacation shall be

carried forward by Mr. McKenna to the County Personnel System.
Mr. McKenna agrees that he shall use 18 of the 27 days being
carried forward by July 1, 1982.
