Weld County On-Call Engineering
Date: AUG 2 0 2008
Project: Weld County On-Call General Engineering generally consisting of transportation engineering including road&bridge
design,traffic engineering,surveying,environmental studies,construction management and material testing.

The following change is hereby made to the Contract Documents:
Contract Time Extension: The original Agreement for Professional Services is extended one full year as permitted by
the contract. This extension is the fourth year of the four year term limit.
Change to Original Rate Schedule: The 2005 Rate Schedule as shown on Exhibit B of the original contract shall be
replaced with the attached Exhibit B, 2008 Rate Schedule. The limit of increase
does not exceed the Denver Boulder CPI per the contract requirements.
CHANGE TO CONTRACT PRICE:
See attached Exhibit B,2008 Rate Schedule
The limit of$50,000 compensation per work order is not modified by this change order and remains in effect.
CHANGE TO CONTRACT TIME:
The Contract time will be increased by 365 calendar days.

Special Rates. Extensive effort has been made to provide position classifications that
closely reflect actual personnel rates. In the event that an given individual's rate does not
closely match the position classifications listed above, both SEH and Weld County agree
that it is in the best interest of both parties to assign a special hourly rate.

RE: On-Call Engineering Contracts

Brief description of the problem/issue:
Weld County Public Works currently has two contracts for On-Call Professional Engineering services. The
contracts are held with Felsburg Holt&Ulliveg and Short Elliot Hendrickson. Both contracts were signed in 2005
and are limited to one year, renewable up to four years. The contracts expired on July 27, 2008. Provisions in the
contract allow the consultants to increase their billable rates based upon the Denver-Boulder-Greeley Consumer
Price Index(CPI). The allowable rate of increase is 3.50%based upon the comparison of the 2007 CPI and the 2008
CPI. Change Order#3 extends both contracts for an additional year and includes new 2008 hourly rate schedules.
This is the last of the three extensions allowable in the contract.
What options exist for the Board? (Include consequences, impacts, costs, etc. of options)
The Board can accept the change order which renews both contracts for an additional year with the allowable rate
increases or not accept the change order. Acceptance would permit the Public Works Department to continue to
utilize engineering services for smaller projects such as environmental clearances, development traffic study
reviews, etc. To date,FHU has performed 13 work orders totaling$333,000 and SEH has performed 5 work orders
totaling $208,000. Work Orders are limited to a maximum total of$50,000.
Recommendation to the Board:
I recommend the approval of both Change Orders extending the contracts for FHU and SEH for an additional year.
