RE: DECLARE CERTAIN EQUIPMENT AS SURPLUS PROPERTY,AND AUTHORIZE CHAIR
TO SIGN TITLES FOR TRANSFER OF SAME TO COLORADO DEPARTMENT OF
TRANSPORTATION
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, State statute and the Weld County Code require that all items disposed of be
declared surplus by the Board of County Commissioners, and
WHEREAS,the County has determined that certain equipment,described as two 2002 Ford
E250X vehicles, VIN #1FTNS24L82HB62446 and VIN #1FTNS24L02HB62442, as documented
in a letter from the Colorado Department of Transportation, which is attached hereto and
incorporated herein by reference, is no longer required for County use, and
WHEREAS, the Board has been presented with a request from the Colorado Department
of Transportation, Attn: Eric Ellis, Transit Unit Manager, 4201 East Arkansas Avenue, Denver,
Colorado 80222, to release ownership and title to said vehicles, for no monetary gain, in order to
provide the vehicles to the Monte Vista Economic Development Corporation,for service use within
the San Luis Valley, and,
WHEREAS, the Board deems it advisable to declare said equipment as surplus and
approve said transfer request.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the abovementioned equipment be, and hereby is, declared surplus.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign the titles to said vehicles, and
BE IT FURTHER RESOLVED by the Board that the request to release ownership and title
to said equipment, for no monetary gain, in order to provide the vehicles to the Monte Vista
Economic Development Corporation,for service use within the San Luis Valley, be, and hereby is,
approved.

RE: Official Agreement: CDOT and Weld County releasing ownership of 5310 funded vehicles
Dear Ms. Connolly,
Pursuant to the recommendations in the Weld County Transportation Program Revisions put forth by Transit Plus, Inc.,
the Colorado Department of Transportation(CDOT) requests the Weld County Transportation program to relinquish
ownership and title to the following two vehicles purchased in part with Federal Transit Administration(FTA) 5310
funds and currently in the Weld County fleet:
1. 2002 Ford E250X, VIN Number: 1FTNS24L82HB62446
2. 2002 Ford E250X, VIN Number: IFTNS24L02HB62442
According the Transit Plus report, "a demonstrated total fleet requirement of 39 vehicles has been demonstrated,while
the fleet contains 48 vehicles. It is recommended the excess vehicles be sold unless individual program managers wish to
pay the depreciation on these excess vehicles."
Based on this specific recommendation, CDOT has identified other areas of the State where these unused vehicles could
be put to great use. Specifically, vehicles funded in part with 5310 grant funds need to meet the original FTA program
intent, and this need can be met in areas underserved who do not currently have existing funds to purchase new vehicles.
The above identified vehicles can be relinquished at no cost to Weld County, because the 5 year federal interest and
designated service life of the vehicles(as determined by FTA) has expired.
Therefore, CDOT requests Weld County to release ownership and title to the two above listed vehicles and seek no
monetary gain in doing so. This action will allow CDOT to put these vehicles into service in an under served area of
Colorado without complication.
By signing on the next page, Weld County Transportation agrees to the recommendations and requirements listed above
put forth by CDOT. Please have the appropriate representative sign below and have the document notarized to legalize
the document. Once signed, please return the original copy to CDOT.

of FTA Section 5310 funded vehicles

RE: transfer of FTA section 5310 vehicles
Dear Ms. Connolly,
Enclosed are the titles for two(2) 2002 Ford E250X, VIN Numbers: 1FTNS24L82HB62446 and
IFTNS24L02HB62442, which were originally purchased with Federal Transit Administration(FTA) Section 5310
grant funds for use by Weld County Transportation.
The Colorado Department of Transportation(CDOT)has released the first lienholder and federal interest on these
vehicles and an agreement has been made with Weld County(see attachments)that these vehicles will be transferred, at
no cost, to Monte Vista Economic Development Corporation for use by Alamosa Bus Company and Red Willow
Transportation for non-charter service in the San Luis Valley.
These titles are only being released for the purposes of allowing Monte Vista Economic Development
Corporation to transfer the titles into their name and attach the Colorado Department of Transportation as the
first lien holder. Based on the agreement contracted between Monte Vista Economic Development Corporation and
CDOT, these vehicles are being transferred with the understanding that the Colorado Department of Transportation will
hold an additional lien on these vehicles for the duration of two (2)years from the time the EDC takes delivery of the
vehicles.
In order to complete this transfer, Weld County is required to sign and complete the information on the back of each
title under seller information. After this is done, Weld County should send the titles immediately back to CDOT Transit
Unit, c/o Ann Beauvais, so that the transfer can be officially made.
Once the transfer has occurred between Weld County and Monte Vista Economic Development Corporation and the
EDC retains the titles,the EDC will then title the vehicle as the new owner and the State of Colorado Department of
Transportation will be listed as the lienholder. The amount of the lien will be for the state imposed share of each vehicle
which will be $5,000 and will last for two(2) years from the time of transfer.
