HOUSING AUTHORITY
WELD COUNTY, COLORADO
NOVEMBER 24, 2008
The Board of County Commissioners of Weld County, Colorado, met in regular session as the Housing
Authority Board in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, November 24, 2008, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner William H. Jerke, Chair
Commissioner Robert D. Masden, Pro-Tem
Commissioner William F. Garcia
Commissioner David E. Long
Commissioner Douglas Rademacher
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther Gesick
Controller, Barb Connolly
MINUTES: Commissioner Masden moved to approve the minutes of the Housing Authority Board meeting
of October 27, 2008, as printed. Commissioner Rademacher seconded the motion, and it carried
unanimously.
NEW BUSINESS:
CONSIDER 2009 BUDGET: Tom Teixeira, Director of the Weld County Housing Authority, stated the
Budget includes $260,304.00 in administrative funds, as well as a program budget in the amount of
$2,391,292.00. He stated the current Housing and Urban Development (HUD) budget has not been
passed, therefore, he is still waiting for those numbers. In response to Chair Jerke, Mr. Teixeira stated
in many areas there has been a trend towards increased rentals among multi-family units as more single
family dwelling units were foreclosed; however, in Weld County the types of housing have remained
relatively stable. He stated the money does go to private landlords,which has helped stimulate the market;
however, it is unknown whether additional funding will be granted next year. He further stated the rent
amounts have decreased, and the Housing Authority has been receiving calls from landlords requesting
clientele, as well as permission to list their properties. He stated many families are able to rent single
family dwelling units as rent to own, which also assist the owners in making their mortgage payments.
Responding further to Chair Jerke, Mr. Teixeira stated the budget does include a 3.5 percent cost of living
increase for staff. Chair Jerke commented he does not support the cost of living increase, in light of the
difficult economic times. Responding to Commissioner Masden, Barbara Connolly, Controller, stated the
2009 Budget for Weld County also includes a 3.5 percent cost of living increase, and Mr. Teixeira stated
he included the same amount for consistency. Commissioner Garcia moved to approve the 2009 Housing
Authority Budget, which was seconded by Commissioner Masden. Upon a call for the vote, the motion
carried four to one, with Chair Jerke opposed.
