APPLICATION FOR COUNTY ROADS 6 AND 4 EXPANSION PROJECT AND
AUTHORIZE ELECTRONIC SUBMITTAL
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Energy and Mineral Impact Assistance
Program Application for the County Roads 6 and 4 Expansion Project from the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf
of the Department of Administrative Services, to the Colorado Department of Local Affairs,
commencing upon full execution, with further terms and conditions being as stated in said
application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Energy and Mineral Impact Assistance Program Application for the
County Roads 6 and 4 Expansion Project from the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Department of
Administrative Services, to the Colorado Department of Local Affairs be, and hereby is, approved.

(The reason for this project application in 100 words or less)
The current roadway system was built and designed to accommodate field to market industries and traffic patterns. As
the area continues to urbanize the need to increase road capacity comes into play. WCR 6 is a major transit corridor
servicing the southeastern portions of Weld County. WCR 4 serves as a local connection. Road improvement and
capacity enhancements to WCR 6 ensure that east/ west traffic connections can safely access Interstate 85. Traffic
studies show that much of the traffic in the area is from heavy truck traffic.
b. Brief Description of how this project addresses the Community's Documented or Demonstrated Need:
(Is the project a benefit to public health [e.g. improve water quality, provide for a more reliable quantity of water]; or does the project
improve the effectiveness or efficiency of services[e.g.by improving the drainage system,upgrading the financial records system,adding

This request to upgrade WCR 6 and WCR 4 will improve the safety&general welfare of the traveling public. The existing
roadway is at capacity, and this project will increase the capacity and functionality of the entire roadway system, thereby
reducing traffic congestion and roadway functionality concerns. Currently WCR 6 is only one of 68 interchanges onto
Interstate 85. Capacity increases to this roadway provide a safe connection for the general public and oil and gas rigs to
access Interstate 85.

D. PROJECT INFORMATION.
The statutory purpose of the Energy and Mineral Impact Assistance program is to provide financial
assistance to "political subdivisions socially or economically impacted by the development, processing or
energy conversion of minerals and mineral fuels."
1. Energy/Mineral Relationship/Social and Economic Impact.
a. Describe how the applicant is, has been, or will be impacted by the development, production, or conversion of
energy and mineral resources.
Weld County has over 21,000 oil and gas wells dispersed throughout the county with over 10,000 of these being active
wells. According to DPT, this represents over fifty percent of all active wells in Colorado. The biggest effect of this
production is seen in impacts to general governmental services particularly those providing for the needs of the general
population. Adams County is ranked 11th in oil and gas production in the State with over 900 active wells. Although none
of the active wells are located within the City limits of Brighton, 40% of the oil &gas employees in Adams County reside in
the City of Brighton. Furthermore, many oil & gas company administrative and field offices are located within the City of
Brighton.
According to the 2007 Upstate Colorado Demographic Profile there was a total of 114,849 employees in Weld County, of
these, it is estimated that 6561 of these workers were actively engaged in mining and mining support activities in Weld
County. According to the 2007 DOLA Energy Impact report, the City of Brighton had 62 Severance tax residents and 14
Federal Mineral Lease residents.
b. To further document the impact in the area, name the company or companies involved, the number of
employees associated with the activities impacting the jurisdiction and other relevant, quantitative indicators
of energy/mineral impact.
The proposed improvements will allow the attraction and facilitation of locating new renewable energy manufacturing
facilities and their associated businesses to this area. The primary employer is Vestas, which is an international modern
energy company with 15,000 employees worldwide. This company plans to construct two 400,000 square foot
manufacturing facilities which will produce windmill components and will create up to 1400 jobs. In addition to this, there
will likely be a considerable impact and need for supporting energy related suppliers and contractors associated with this
industry that will develop in the vicinity.
2. Project Significance/Demonstration of Community Need.
a. Why is the project needed at this time?
This roadway provides the direct connect and access from the Brighton Vesta site to Highway 85. With the amount of oil
and gas activities in the immediate area the current roadway system is at or exceeds capacity. The addition of increased
development and oil &gas development in this area necessitates the need to increase the functionality of this road.
b. b. How does the implementation of this project address the need?
This project will increased roadway design and provide for a safe roadway for traffic uses including oil & gas users within
the area. The improvements will allow the safe and efficient transport of raw materials and finished product to and from
the manufacturing plants via rail and highway systems.
c. Does this project, as identified in this application, completely address the stated need? If not,
please describe additional work or phases and the estimated time frame. Do you anticipate
requesting Energy and Mineral Impact Assistance funds for future phases?
Yes, this roadway project will compliment the expansion and development of the areas industrial uses including oil and
gas. No additional phases or projects are anticipated at this time.

d. What other implementation options have been considered?
WCR 6 current traffic counts are 1136 ADT's. This roadway is currently inadequately designed to meet the transit
demands. However, due to limited traffic funds numerous roadways throughout state are currently handling traffic in a
comprised state. Developers adjoining this site are committed to partner with this project and fund those offsite
improvements directly related to their proposed use.
e. What are the consequences if the project is not awarded funds?
Should this project not be funded the roadway will continue to function in a substandard fashion resulting in traffic pattern
delays with possible operational and functional impairments.
f. Why is the project needed at this time? And how does the implementation of this project
address the need?
This roadway provides a direct connect and access from the Brighton Vestas site to Highway 85. With the amount of oil
and gas activities in the immediate area the current roadway system is at or exceeds compacity. The addition of
increased development & oil & gas development in this area necessitates the need to increase the functionality of this
road. The road improvements are required to safely and efficiently allow transport of materials and employees to and
from the manufacturing plants. The finished products being delivered consist of components which are quite large and
very heavy. Some of the components are over 150 feet long and some are up to 300 tons. This requires very specific
technical specifications for the access and roadway configuration in order to locate this industry at this location.
This project will increased roadway design and provide for a safe roadway for traffic users including oil & gas users within
the area. The road improvements will allow adequate and safe transport of materials and employees, as well as the
existing residents and industries in the area.
g. Does this project, as identified in this application, completely address the stated need? If not,
please describe additional work or phases and the estimated time frame. Do you anticipate
requesting Energy and Mineral Impact Assistance funds for future phases?
Yes, this roadway project will compliment the expansion and development of the area roadway uses. No additional
phases or projects are anticipated at this time.
h. What other implementation options have been considered?
The roadway's current traffic counts, completed on July 10, 2008 show 1136 ADT's with 35% of these produced by truck.
This roadway is currently inadequately designed to meet the transit demands. Portions of the roadway are aggregate
while other portions have a paved surface. The best solution to mitigate traffic concerns is to bring the road up to city and
county standards.
i. What are the consequences if the project is not awarded funds?
Should this project not be funded the roadway will continue to function in a substandard fashion resulting in traffic pattern
delays, with operational and functional impairments.
3. Local Commitment.
a. Why can't this project be funded locally?
The local communities are providing a 25% cash match for this project. Neither community has the available resources to
fund the entire project.
b. Explain the origin of your local cash match. (Note: Whenever possible, local government cash match on a
dollar for dollar match basis is encouraged.)
Monies will be allocated out of the General Fund for Weld County and the Capital Improvement Fund for City of
Brighton.

c. Describe any in-kind contributions by type and value. How were the in-kind services valued? (If in-kind
contributions are included in the project budget, detailed tracking will be required on project monitoring
reports).
In kind services will be provided by the City of Brighton staff to administer and provide oversight for this project. Brighton
Public Works staff will administer the construction while Weld County Administration, in conjunction with the City of
Brighton, will provide project oversight for this project.
d. Has the applicant dedicated the financial resources in their current budget, reserve funds and/or unused debt
capacity that are being used for the local matching funds?Yes X No Explain if No:

Yes, the oil &gas industry has been and continues to be responsive to the needs of local comminutes impacted by oil and
gas exploration.
4. Relationship to Community Goals/ Increased Livability of Community.
The next series of questions attempts to more clearly understand how your community development/capital
development project improves the livability of your community. Livability means, increasing the value and/or
benefit in the areas that are commonly linked in community development such as housing, jobs, infrastructure
benefit, transportation, education and environment.
a. Is the project identified in the applicant's budget or a jurisdictionally approved plan (e.g. capital improvement
plan, equipment replacement plan, comprehensive plan, utility plan, road maintenance and improvement plan
or other local or regional strategic management or planning document)? What is its ranking?
Yes. This project is recognized as a high priority project for both entities. The successful completion of this project will
increase value to both entities. Both entities have this project listed as an infrastructure support, transportation and
environmentally enhancing project.
b. Has this project been deferred because of the lack of local funding? If so, how long? NO
c. What other community entities, organizations, or stakeholders recognize the value of this project and are
collaborating with you to achieve an increased livability of the community? What measurable outcomes will
demonstrate the increased livability because of the implementation of this project? Please describe how your
partners are contributing to achieve the improvement to the livability of the community through this project.
Both the City of Brighton as well as Weld County have each committed $250,000.00 dollars to assist with the
development of this economic corridor. The State of Colorado Economic Development Agency has also expressed an
interest in the expansion of this roadway as a major contributor to successful energy development.

completion?
The project will submit building permits and relevant applications by late-August 2008 and will be operational by
September 2009.
b. How will you separate and track expenditures, maintain funds and reserves for the capital expenditures and
improvement as described in this project?
Project accounting will be used for this project. City of Brighton will administer the construction project.
c. Describe the funding plan in place to address the new operating and maintenance expenses generated from
the project?
This roadway will be annexed into the City of Brighton when the adjoining development necessitates the need for more
urban support infrastructure.
d. Describe the technical and professional experience/expertise of person(s) and/or professional firms
responsible to manage this project.

How were these measures determined to be appropriate? Are the measures cost-effective? What is the

It is our understanding that CRS 24-30-1301-1305 does not apply to road construction projects.
f. Describe how you determined that the project can be completed within the proposed budget as outlined in this
application? Are contingencies considered within the project budget?
Both partners have extensive experience and qualified staff members to ensure completion of this project on time and
within budget.
g. Has the necessary planning been completed? How? What additional design work must still be completed, if
any? When? How did the applicant develop project cost estimates? Is the project supported by bids,
professional estimates or other credible information? Please attach a copy of any supporting documents.
The planning for the roadways is completed; the adjoining, proposed land use is currently undergoing a local land use
review process.
Cost estimates were developed based on site specific engineering &construction needs for the site.
No, the project is not supported by bids at this time. Until funds are awarded bidding is not appropriate. Sound
engineering practices and design were used to determine the cost estimates for this project.
h. Does the project duplicate service capacity already established? Is the service inadequate? (Has
consolidation of services with another provider been considered?)
No, it increases the roadway capacity and ensures a safe and adequate roadway design.
Yes, the current roadway is inadequate to meet future traffic demands of the site and area.

a. Describe measurable outcomes you expect to see when implementation of this project is complete. How will
the project enhance the livability of your region, county, city, town or community (e.g. constructing a new

construction of a new community center will provide expanded community services, or projects involving
energy conservation, community heritage, economic development/diversification, traffic congestion)?

Development of this corridor will support regional economic development and the further expansion of green energy
industry in the State of Colorado.

All those who use the roadway will benefit from its increased safety and capacity. 1400 new employees and users to the
Vestas plant will also benefit from this roadway.
c. How will the outcome of the project be measured to determine whether the anticipated benefits to this
population actually occur?
The outcome will be measured by developing a transit corridor designed to adequately accommodate the proposed traffic
flow in this area. The roadway will be both functionally and environmentally safe as well.

GENERAL NOTES AND ASSUMPTIONS
1 This project estimate is based upon conceptual design provided. Many assuptions were taken in order to provide this estimate based upon the limited information
provided.
2 All quantities and sizes are preliminary and conceptual in nature. No roadway improvement plans are currently available.
3 Costs associated with improvements in US Highway 85 Right-of-Way have not been included in this estimate.
4 All unit costs are estimated based on historical data and/or current pricing from various contractors for similar projects along the Front Range Area
5 Costs associated with grading are not included in this estimate.
6 Costs associated with retaining walls are not included In this estimate.
7 Costs associated with landscaping are not included in this estimate.
8 Costs associated with land/property acquisition are not included in this estimate.
9 Costs associated with abandonment, relocation, or removal of existing gas or water wells are not included in this estimate.
10 Costs associated with the removal or relocation of existing utilities (aside from those specifically mentioned) are not included in this estimate.
11 Costs associated with utility extensions to the site are not included in this estimate.

23 Roadway Width for CR 6 has been assumed to be 38' (two 12' lanes, one 14' turning lane).
24 Concrete depth for CR 6 has been assumed to be 12".
25 No road widening has been assumed for CR 4 (except for new left turn lane). Only costs associated with milling and overlaying are added.
26 One 500' long. t4'-wide left turn lane has been assumed to be added for CR 4 at the Access Road
27 Roadway Width for the Access Road has been assumed to be 24' (two 12' lanes) with 500 linear feet at 38' width (two 12' lanes + 14' turn lane)
28 Asphalt depth for the Access Road and new paving on CR 4 have been assumed to be 7".
29 Costs associated with curb & gutter may be added later for the Access Road only. CR 4, CR 6, and the Access Road are assumed to be gravel shoulders.
30 Two new 36" crossings have been assumed for Access Road drainage.
31 Costs associated with two culvert crossings under CR 6 have been included In this estimate. Existing culverts are of unknown size. Complete replacement has been assumed with
5'x5' Concrete Box Culverts at 50 linear feet each. No other new drainage crossing costs have been included in this estimate.
32 Costs associated with road striping have been added on a linear foot basis per existing striping configurations of other roadways in the area. Striping has been assumed to be
thermoplastic striping.
33 Street signs have been roughly estimated for intersections only.
34 Street lights have been assumed at 250' intervals for all proposed roadway improvements.
35 Costs associated with Traffic Signals are not included in this estimate.
36 Costs associated with upgrading the Railroad crossings at CR 4 and CR 6 are assumed to include installation of flashing lights and gales only. Costs for overpasses or underpasses at
the crossino are not included in this estimate.
37 Costs associated with work at the railroad crossings (except for the crossing signal costs) have not been included in this estimate. These costs may be significant.
38 Mobilization is assumed to be 1.5% of total hard construction costs.
39 Bond fees are assumed to be 1.5% of total hard construction costs.
40 Geotechnical Services are estimated to be 2.0%of the sum of the total construction costs and miscellaneous fees.
41 Survey Services are estimated to be 2.0%of the sum of the total construction costs and miscellaneous fees.
42 Construction Management Services are estimated to be 4.0% of the sum of the total construction costs and miscellaneous fees.
43 Design Engineering Services are estimated to be 6.0% of the sum of the total construction costs and miscellaneous fees.
44 Costs for Professional Fees are an initial estimate and may change after contracts are finalized.
45 This cost estimate does not include a contingency.
