HomeMy WebLinkAbout20080184.tiff RESOLUTION RE: APPROVE THIRD AMENDMENT TO INTERGOVERNMENTAL AGREEMENT REGARDING MUTUAL AID FOR EMERGENCY MEDICAL SERVICES AND AUTHORIZE CHAIR TO SIGN - MORGAN COUNTY WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Third Amendment to the Intergovernmental Agreement Regarding Mutual Aid for Emergency Medical Services between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Paramedic Service,and Morgan County, commencing upon full execution, with further terms and conditions being as stated in said amendment, and WHEREAS,after review,the Board deems it advisable to approve said amendment,a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Third Amendment to the Intergovernmental Agreement Regarding Mutual Aid for Emergency Medical Services between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Paramedic Service, and Morgan County be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to sign said amendment. Long i n ounty Attorney � m elf, acin.� i 3610% DouglAs Rademac er Date of signature: 2008-0184 AM0019 ,1A `. e ineVG-Am CN1-y 91-30 -0S AREA OF MUTUAL DISPATCH PROTOCOL Third Amendment to Morgan/Weld Intergovernmental Agreement Regarding mutual aid for emergency medical services This Third Amendment to the Intergovernmental Agreement entered into between the County of Morgan, Colorado and the County of Weld, Colorado, dated December 20, 1994 (the "Intergovernmental Agreement"), hereby replaces the(First) and (Second) Amendment to Morgan/Weld Intergovernmental Agreement regarding mutual ambulance aid, attached to and incorporated into the Intergovernmental Agreement, and the parties agree to the following: L The Weld County Regional Communication Center("Weld County Dispatch") will dispatch Weld County Paramedic Service to all pre-hospital medical calls in eastern Weld County. 2. Weld County Dispatch will contact the Morgan County Dispatch Center for emergency medical and trauma calls occurring within the following boundaries when requested by responding Weld County emergency personnel for mutual aid of emergency services: North on a line equal to the East right-of-way of Weld County Road 91 from the Adams County boundary to State Highway 14 (Weld County Road 90), and then east on a line equal to the North right-of-way of Colorado Highway 14 (Weld County Road 90) to the Logan County boundary. For clarification, the parties agree that Mile Marker 57 (MM 57) on Interstate Highway 76 shall constitute the intended boundary that comports with the above boundary description for purposes of mutual aid response. These boundaries may be extended at the discretion of county officials. 3. Morgan County Ambulance Service will respond units upon request when units and personnel are available. If unavailable, Morgan County Dispatch will inform Weld County Dispatch of such. Upon Morgan County Ambulance Service response, it shall be Morgan County Dispatch Center's responsibility to advise the Weld County Regional Dispatch Center of the following information: a. The number of MCAS units responding, their identifying numbers and whether or not the response is ALS or BLS (e.g., "Morgan County Ambulance 740 is responding with ALS."). b. Estimated time of arrival from ambulance personnel. 4. If Morgan County Ambulance Service ALS units are dispatched and arrive on scene prior to Weld County Paramedic Services units, they will assume command of the scene by triaging, treating and transporting patient to appropriate facilities. If Morgan County Ambulance Service BLS units are dispatched and arrive on scene prior to Weld County Paramedic Services units, they will assess and triage the scene, initiate any necessary treatment, and relay this information to the responding Weld County Paramedic Services 2008-0184 unit. The parties acknowledge that regardless which emergency medical service first arrives on scene, the EMS service shall interact with and be subject to incident command. 5. It shall be at the discretion of the Weld County Paramedic Services unit as to whether or not they continue their response if a cancellation is suggested by the Morgan County Ambulance Service. Morgan County Ambulance Service BLS units will remain on scene until released by the Weld County Paramedic Services unit. 6. Requests for additional responders, i.e., helicopters, ambulance, fire, etc., will be at the discretion of the responding units through their respective communication, or dispatch, centers, and subject to the discretion of incident command, if incident command is on scene. For helicopter requests, Morgan County will first contact Airlife of Greeley. If Airlife of Greeley is not available, Morgan County will then request, in the following order, Airlife of Denver(PSL), followed by Flight for Life Denver. Airlife of Scottsbluff should be considered following Airlife of Greeley for requests Northeast of Morgan County. (NOTE: Questionable weather should be relayed to the flight service. Response will be at the discretion of the flight crew.) Upon request by the responding agency units, the dispatch center contacted by the responding agency units will immediately contact the appropriate additional agency requested for mutual aid, followed by an update to all dispatch centers involved with the call. 7. For all radio communications made pursuant to this Agreement, the parties shall use their best efforts to use MAC 6 radio channel. If MAC 6 is not available, the parties will use MAC 8 or a different radio channel that has been designated for such use by incident command. 8. The terms and conditions contained in the Intergovernmental Agreement dated December 20, 1994 shall remain in full force and effect. This Third Amendment to the Intergovernmental Agreement shall replace only the (First) and (Second) "Amendment to the Intergovernmental Agreement regarding mutual ambulance aid." In the event any term or provision in the Intergovernmental Agreement conflicts with any term or provision in this Third Amendment to the Intergovernmental Agreement, this Third Amendment to the Intergovernmental Agreement shall prevail.
