I drove out to the site the other day and noticed that a few lights were shining directly off of the property. They did not appear to be downcast. Development #31 of the approved Special Use Permit: "Sources of light, shall be shielded so that light rays will not shine directly onto adjacent properties where such would cause a nuisance or interfere with the use on the adjacent properties sources of light." Andy, could you please respond as to how you are going to address this issue. The site will consist of an off-loading area and a tank farm for processing the flow back and produced water before injection into the deep geologic formations. The comments will not address the adequacy of the water supply plan for this development or the ability of the water supply plan to satisfy any County regulations or requirements. According to the submitted information, potable water will be supplied by an existing well located on the property, permit no. 37044. High Plains Disposal' s consultant has been fishing around trying to find somebody to release the grading permit. Please do not release the grading permit because there are several outstanding issues that have not been addressed yet. We have not received a signed improvements agreement with collateral for the project. They are also addressing some issues on their construction drawings. As a neighbor of the new oil well that is to be built by Highpleins Development along County Road 54 I have many concerns oil being drilled near my home and in my neighborhood where many farms have bean operating for hundreds of years. I know that you listened to my concerns during your meeting last week and made the decisions that you made anyway tam concerned that you have allowed this new outfit to have complete access to their oil well with as many trucks as they wish.They said themselves that they would only take 30 trucks In and out o₹there during the day and Into the night, but at the end of the meeting It sounded to me that you decided instead to remove all restrictions on the number of trucks they drive on County Road 54. I told you during that meeting that I am opposed to this new oil well being built altogether.You decided to let them build their site anywayand I wWM Nava to. accept that But then to allow them unlimited access to County Road 54 with all their trucks is taking the matter too far and that is simply unfair to those of us having to live-Around this oil well. I am concerned about the safety of me and my neighbors and would hope that you would have the same concerns. With all this In mind I am asking that you reconsider the unlimited access that you have given to the oil company and limit them to 30•trucks per day as they have already said that they would agree to.
