WELD COUNTY COUNCIL
December 15, 2008

The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter, Monday, December 15, 2008, 6:30 p.m., at the Weld County
Centennial Center, 915 10th Street, Greeley, CO.
ROLL CALL: The meeting was called to order by Vice President John Kivimaki.
Councilman Gene Stille, Councilman Don Mueller and Councilwoman Perry Buck were
present, constituting a quorum of the members. President Ginny Buczek was excused.
Also present was Weld County Commissioner Chairman Bill Jerke, Ken Buck and Karla
Ford, Council Secretary.
AGENDA APPROVAL: Councilman Kivimaki requested to move the Coordinator
Assignments to the January 2009 meeting. Councilman Stille made a motion to approve
the agenda with the change. The motion was seconded by Councilwoman Buck and
carried.
APPROVAL OF MINUTES: Councilman Stille made a motion to approve the
November 17, 2008 minutes. The motion was seconded by Councilman Mueller and
carried.
REVIEW PROGRAM:
Weld County Commissioner Chair was present to give an overview of 2008. During the
past year, the commissioners met administratively on a weekly basis. They
communicated with one another about a variety of projects within the county. A few
projects the commissioners discussed were:
Social Services and Human Services—the restructuring has been a big savings to the
county.
A Lobbying Firm was hired and helped the county with the top issues of oil, gas and
water. The firm, CLS (Colorado Legislature Services) did a great job with issues that
pertained to the county.
TANF (Temporary Aid for Needy Families) —this is a new project being worked on. The
county is looking to get grant money to serve as a match down payment for new home
owners. The county may have United Way help with this project.
2"d Annual County Summit - There was a presentation in the morning and the afternoon
session was dedicated to transportation issues and brainstorming. There was a great
turnout for this meeting.
Some other items that were successful during 2008 are the change code for private
windmills (electrical), the opposition to amendment 58, the Vestas and Leprino companies
coming to Weld, the Comprehensive Plan was completed with the assistance of many
municipalities and the 2009 budget was passed with no mill levy increase.

Councilwoman Buck asked if the city and the county comp plan groups work together.
Commissioner Jerke replied that two Greeley representatives were on the county comp
plan group and they are currently in a couple of joint studies - east Greeley study near the
delta area and also the rail corridor from Greeley to Windsor for industrial development.
The Council expressed their appreciation for Commissioner Jerke's work and
commitment to the county over the years and wished him well as he completes his term
as County Commissioner.
NEW BUSINESS:
Coordinator Reports
Councilman Mueller attended the 2008 Annual Summit meeting. This was an
informational meeting that was well attended.
Councilmen Stille and Kivimaki, and Councilwoman Buck all attended the Elected
Officials meeting.
Upcoming Meetings
The following upcoming meetings were discussed: Reception for outgoing
Commissioners, US Senator Salazar Meeting and the 2009 Swearing-in Ceremony.
Payment of Bills
Councilman Stille made a motion for the bills to be paid as listed below:
Mileage for Council Vice President John Kivimaki $ 54.30
Mileage for Councilman Gene Stille $44.94
Mileage for Councilman Don Mueller $ 17.91
Mileage for Councilwoman Perry Buck $ 36.36
3rd Qtr Report to the People —Greeley Tribune $ 69.29
PS Trophies — Items for New/Past Members $ 96.50
Coren Printing — New Business Cards $ 60.00
The motion was seconded by Councilman Mueller and passed.
Councilwoman Buck thanked Councilman Stilled for his years of service to the Council.
ADJOURNMENT: By acclamation the meeting was adjourned at 7:11 p.m.
