The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter, Monday, May 19, 2008, 6:30 p.m., at the Weld County Centennial
Center, 915 10`" Street, Greeley, CO.
ROLL CALL: The meeting was called to order by President Ginny Buczek. Vice
President John Kivimaki, Councilman Gene Stille, Councilwoman Nancy Teksten and
Councilman Don Mueller were present, constituting a quorum of the members. Also
present was Commissioner Dave Long, and Karla Ford, Council Secretary.
APPROVAL OF MINUTES:
April 21, 2008 Minutes
Councilman Stille made a motion to approve the April 21, 2008 council minutes. The
motion was seconded by Councilman Kivimaki and carried.
NEW BUSINESS:
Resolution — 169
The Council reviewed the draft Resolution 169 — Support of Board of County
Commissioners to conduct the System Analysis for the Weld County Department of
Paramedic Services. The wording in two sections are to be changed. Councilman
Kivimaki made a motion to amend the resolution and Councilman Stille 2nd the motion
and it passed with a unanimous roll call vote.
Budget 2009
The 2009 budget outline was distributed to the council members and discussed.
Councilman Kivimaki made a motion to request $40,000 for Professional Services
towards performance audits and Councilman Gene Stille 2nd the motion. After more
discussion, Councilman Mueller amended the motion to present the 2009 budget
showing all the numbers the same as it was in 2008 except for Professional Services
and increasing it to $40,000. Councilwoman Teksten 2nd the motion. The motion
passed with a unanimous roll call vote.
Correspondence — Blue Grimes Email
An email from Blue Grimes was sent to the Council regarding the heroic efforts by Weld
County employee, Jimmy Steel. There was discussion on how to recognize this
individual for his efforts in assisting an injured person. Councilman Stille made a
motion to have a plaque and resolution made for Jimmy Steel and invite the families
involved, department head, and Board of County Commissioners to the June meeting.
Councilman John Kivimaki 2nd the motion and it passed with a unanimous roll call vote.
Councilwoman Teksten suggested contacting The Greeley Tribune.

Correspondence — Letter from Law Office of Daniel Rosen
A legal notification was sent to the County Council regarding an incident that happened
on property in Evans, Co. This notification was given to the County Attorney, Bruce
Barker.
COORDINATOR REPORTS
Denver Ballot Printing Facility Tour— Councilman Stille
Councilman Stille went with Weld County Clerk and Recorder Steve Moreno to visit the
printer in Denver who does the ballot printing for Weld County. Councilman Stille said
this printer is very proactive — every question asked was answered with satisfaction.
The printer had reviewed and researched every conceivable concern and was very
willing to work with the county. This facility has many security measures in place.
Energy Expo— Councilman Stille
Councilman Stille, Councilman Kivimaki and President Buczek all attended the Energy
Expo on May 13th. There were technical booths at this expo that displayed what each
company had to offer regarding energy.
Board of County Commissioners Meeting — Councilman Kivimaki
Councilman Kivimaki attended a meeting with the Board of County Commissioners on
April 29th at the Southwest Complex. The topic of this meeting was revolved around an
agreement on stoplights Highway 119 between County Line Road and I-25. Another
topic discussed was the current IGA between Longmont and Weld County.
Payment of the Bills
Councilman Stille made a motion for the bills to be paid as listed below:
Mileage for Council President Ginny Buczek $ 93.12
Mileage for Council Vice President John Kivimaki $130.95
Mileage for Councilman Gene Stifle $ 33.47
Ft. Lupton Newspaper— R T T P Legal Notice $ 62.78
The motion was seconded by Councilman Kivimaki and passed.
REVIEW PROGRAM:
Weld County Commissioner Dave Long gave a general overview of the Faith based
initiative. This initiative was generated by President Bush — he tried to get funding for
this area and was unsuccessful. Weld County liked the philosophy and started talking
about it four years ago.
The Board of County Commissioners first approached the churches and started to build
trust between the church and the government. The first thing that happened was Social
Services trained church organization personnel about the services offered by Weld
County. The volunteers can now give referrals. The churches then asked the Board of
County Commissioners if they could help/serve people with marriages. The Board of
County Commissioners received a $5 Million grant to help with this. A coordinator was
hired. There is now a Faith Based Council that has 13 people, 9 are appointed.
Grover, Erie, Greeley, Frederick, Kersey, Keenesburg are all represented on this
Council.

1st Council meeting was held recently and their primary function is to be a listening ear
of the county— help recommend to the Board of County Commissioners of what training
or programs might be needed from the local pastors and people in the community.
Any curriculum that is used with county funding is done in a non-religious fashion. The
point of this program is to build relationships outside of the curriculum and provide an
outlet for people to create relationships.
This program is still evolving. The county is trying to get people trained and keep up-to
—date on the training so the volunteers know who and how to refer individuals. This way
when the grant is up, the program can continue. Weld County is the only county level
organization doing this program.
