2. COMPREHENSIVE PLAN -CONSISTENCY
The physical appearance of the proposed building(s)will be aesthetically pleasing with the exterior
matching the building(s) of the existing residence and/or sided in complementary coloring.
Proposed has no impact to the land use, nor environmental or natural resources. There are no added
electrical, water, or septic amenities.
Additionally,the use of the buildings is in compliance with the agricultural lifestyle while harmonically

SUBJECT: Request early release of building permit
USR - being filed for Hay Storage Building
15163 Barley Avenue, Fort Lupton, CO, 80621
It is requested that there be an early release of a building permit for our proposed 30 x 30 foot hay storage
building. Application has been made for the Use by Special Reviw (USR). Having purchased the materials
and having them exposed to the elements, I am concerned they will be damaged before the review makes it
through the process given the required timeline.
This is a building only for agricultural purposes, primarily hay storage; it will have no water, electrical, or
septic involved. For this reason, the review will not be a complicated one.
• It will be appreciated if you will grant this building permit. Should you have questions, or if I can assist in
some other way, please reach me at one of the contacts below. Also, I've worked with Bethany Salzman on
this issue and she is also aware of our home and the care with which we keep up our property.

• I hope I updated you completely on how staff will proceed with your case.
In staff discussions on Friday, December 7, 2007 Planning Services decided
to allow you to NCU (grandfather) your hay storage building for being in the
future right-of-way for CR 16 (Barley Avenue) . This choice was made due to
the fact that Planning Staff did not have updated information and assumed
right-of-way would be 60 feet.
I will make it a condition on your Use by Special Review application that
you submit, and subsequently be approved, for the NCU application for the
hay storage building.
If you have additional questions or concerns please do not hesitate to

Hello Roger, thank you again for working with me through all of the issues
last evening.

Our last names are reversed on the "notice" sign.
A couple of points came to mind after our talk last night,
* If Weld County considers Barley Avenue as Road 16 when it comes to
easements, it's curious why Public Works has the snowplows STOP at Road 31
when plowing snow in the winter. We have never had snow removal from the
county during those bad storms. Rather, the citizens have had to gather
together to use their front end loaders, plows and such owned privately, to
• be able to get out of the subdivision.
• * Additionally, on the point we discussed regarding the inaccuracies
found within the various county instructions and information available, the
easement is not reflected on the website map locations nor the details
relative to the properties out there.
There are many many errors within that site that I can address if it becomes
reasonable at a later time.
* Finally, if we find it mandated to demolish the erected hay shed
due to the early release, our costs would be around $12,000. . . .with no way
to recoup them. All metal and wood would have to be scrapped.
Again, thank you for your time and patience with my emotional attachment to
all of these issues.
