Michelle:
We have researched the vine species that Weld County staff suggested and have found an alternative that will be
better suited for the Cambodian Cultural Center site. Based on my research and a conversation with a local, long
established nursery, the two vine species suggested by Weld County staff are better suited to shady areas and
would not be a good selection for the full sun location on the site. Also the suggested Euonymus fortunei,
Wintercreeper is a broad-leafed evergreen that should be planted in the spring vs. the fall. It will also dry up or
wind burn at this full sun location in the winter months. In speaking with some nurseries along the front range
they suggested the Virginia Creeper for our site conditions, planting time, long leaf retention and fast coverage
for the required buffering of the west parking lot. While the Virginia Creeper is not a broadleaf evergreen, it will
have beautiful color in the fall and retain many of the leaves well through the winter. Spring growth is very
vigorous and the coverage will occur faster than most other vine species available. The Virginia Creeper is also
best suited for the full sun, is drought tolerant and does well in the soil types present at this site. Virginia Creeper
is a native species to Colorado per CSU Ag Extension Services.
Engelman Ivy is a variety of the Virginia Creeper and is listed in the recommended plant list from Larimer County.
I have attached photos of Virginia Creeper for your use. The first two photos are of Virginia Creeper on the side
of a house in my neighborhood. The ivy in these photos is so dense at the top that birds nest in its vines in the
spring and summer. The third photo is scanned from the Dirr's Hardy Trees and Shrubs illustrated encyclopedia
with a description of the plant.
Based on our research, discussions with local nurseries and my professional opinion, it is our request that we be
allowed to plant Parthenocissus quinquefolia, Virginia Creeper along the fence adjacent to the west parking lot for
the Cambodian Cultural Center in lieu of the previously proposed fabric. Based on the existing site conditions and
the qualities of Virginia Creeper it is the best vine option to meet the condition of approval.
Please review with staff this Friday for a determination so that we may move forward towards closure of this
condition.

Virginia Creeper, Woodbine
No vine is more evident in early fall than Vir-
ginia Creeper, when the leaves develop flaming
shades of orange and red. This species is a true
clinging vine, with five to eight adhesive-
tipped tendril branches that cling to any sur-
face, including aluminum siding. The lustrous
dark green leaves are composed of usually five
serrated leaflets, each 11/2 to 4 (to 5) in. long.
Yellowish green flowers occur under the leaves,
followed by to-in.-diameter, blue berries. Adapt-
able to sandy and heavy clay soils, in full sun
or heavy shade. I have observed it growing in
pure sand along tIle Atlantic Ocean. Requires
considerable pruning to keep it tidy and in
bounds. Parthenocissus gwnquef ogler can func-
tion as a groundcover or a high-climbing vine.
Used, along with P. tricuspiriatc7, to cover cam-
pus buildings. Climbs 30 to 50 ft. high. Zones 4
to 9. New England to Illinois, south to Florida
and Mexico.

I don't see a problem with a separate permit for installing the smoke alarms and the
related sprinkler equipment. This will make the structure safer. The permit could be

Maureen,
Now that I understand the building permit will not be issued until the site plan is
finalized and recorded and the outisde work completed, we'd like to remove all of the
electrical work from our building permit application and have a separate electrical permit
issued to Excel Electric so the smoke detectors can be installed, the electrical panel
changed, and the wiring for the fire pump, strobes, and horns installed so they can be
tested. The fire sprinklers can't be tested until this electrical work is done.
If the fire district is to sign off on the form you provided to me on Monday, I assume the
smoke detectors will also have to be installed and tested.

I confirmed with Todd Hodges that he had spoken with Wendy Inloes previously about the
possibility of separate permits.

Dear Ms. Martin:
This letter and attachments are intended to address conditions of approval I A thru I R of
USK- 1627 that was approved by the Board of County Commissioners on June 25, 2008. I
will discuss each of the conditions below and how they have been addressed.
I A: Attached you will find a blow-up of the area map with the oiVgas drilling sites delineated.
The graphic shows the approximate drill windows and as shown, none affect this property.
I 5: The recorded exemption for the illegal land split was recorded June 18, 2008.
I C: A copy of the recorded gust claim deed for Lot A of RE-4660 will be provided once
recorded.
I D: The applicant is working with a contractor for work to be completed concerning
installation of smoke detectors and a sprinkler system. This work is or shall be included in the
Building Permit as part of condition of approval I M. The applicant will coordinate with the Fire
District concerning any future structures, including the entry gate.
I E. Water service existing to the site via a tap from Left hand Water District. The applicant
has been pursuing bids for the installation of a back-flow device and the annual testing of the
device by a licensed professional.
I F: The school district request for cash-in-lieu during the recorded exemption process has
been addressed with the payment of $657.00 on December 30, 2007, receipt #254 I 28
as shown on the attached acknowledgement form from the St. Vrain School District.
I G: The referral from the Paramedic Service did not have any concerns listed. The applicant
has provided adequate access to the site for emergency services. Two access points exist
to the site and shall remain with an all-weather access connection between the two on the
site. The applicant will coordinate the design of the entry gate with emergency services when
applicable.

I ti: The Sheriff's office did not have any concerns in their referral response. The applicant
will contact the Sheriff's department to discuss the development of a security plan for the
site.
I I: The attached paper copy of the plat should address the comments made by the Weld
County Public Works Department. Wheel guards have been delineated on the parking spots
where appropriate. The water quality pond has also been delineated on the plat. The
applicant's representative has been in contact with Mr. David Snyder concerning these items.
I J: Attached is a paper copy of the plat and evidence that the water tap can be used for
landscaping that addresses the comments made by Mr. Kim Ogle in his referral from
Department of Planning Services. The plat shows existing vegetation and proposed plantings
to buffer the parking lot on the east. Enclosed is a piece of the heavy opaque screening
material that the applicant proposes to place on the fence along the western parking area.
The location of the proposed screening material is shown on the plat. The water quality pond
shall be seeded with a drought tolerant grass species that will be appropriate for the location
and use.
I IS: The applicant has reviewed the referral and will take into consideration points made
concerning potential conflicts with wildlife and maintenance of the property. There are no pets
currently on the property but should any exist in the future, the applicant understands the risks
associated with pet ownership in an urban wildlife setting. The mature trees are an asset to
this site and will be maintained. Additional landscaping is proposed and will also offer benefits
to existing and future wildlife as the surrounding area urbanizes.
I L: The referral from the Boulder Valley Soil Conservation District did not have any specific
concerns listed. The applicant has read the referral comments and will take them into
consideration concerning future construction and maintenance of the site. The disturbed soil
for the water quality pond will be seeded as discussed above.
I M: The applicant is working on submittal of a building permit that will address the items in
the referral from the Building Department. The applicant's representative has met with Mr.
Roger Vigil and Ms. Wendy Inloes to discuss the building permit application. An application
will be submitted to the Weld County Building Inspection Department at the earliest possible
date.
I N: The maintenance plan is as follows: The applicants will maintain the property in an
appropriate manner. Trash will be collected and placed in the dumpster location as necessary.
The ditch will be visually inspected on a regular basis to remove any trash that may have blown
into the ditch. The landscape items will be maintained and any critical landscape items that
may die will be replaced with an appropriate landscape element. The property shall be
maintained in such a manner that grasses and weeds are not permitted to grow taller than
twelve ( I 2) inches. Noxious weeds will not be allowed to grow on the property.

I O: Attached is a copy of the plat showing proposed screening/buffering elements. Also
included is a sample of the screening fabric that is proposed to be used on the existing fence
adjacent to the west parking lot. Buffering of the eastern lot is obtained by the proposed
addition of evergreen trees south of the overflow parking area and evergreen shrubs on the
east and north side of the parking lot. Please see attached plat for detailed location of items.
At this time, there are no plans for the addition of lighting for the site. It is understood that
the site must maintain compliance with the general lighting standards in the agricultural zone
district.
I F': At this time, it is the applicant's intent to complete the landscape and water duality
elements of the project and submit a building permit for the structure items so that the plat
may be recorded at the earliest date possible. Work on the required items will commence
once the proposed drawing has been accepted by Planning Staff.
I Q: The plat has been amended to include the items listed in this condition for Planning Staff
review and approval.
I K: Enclosed are two paper copies of the plat for review by Weld County Planning and the
Public Works Department.
