HomeMy WebLinkAbout20080663.tiff Minutes WELD COUNTY COUNCIL January 21, 2008 CD 1A2008 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter, Monday, January 21, 2008, 6:30 p.m., at the Weld County Centennial Center, 915 10th Street, Greeley, CO. ROLL CALL: The meeting was called to order by Vice President Ginny Buczek. Councilman John Kivimaki and Councilman Gene Stille were present, constituting a quorum of the members. Councilwoman Nancy Teksten was excused. Also present was Brian Larson, Janine Reid, Judy Yamaguchi, Karl Yamaguchi, Tom Pettit, Mary Heberlee and Karla Ford, council secretary. 2008 COUNCIL PRESIDENT AND VICE PRESIDENT ELECTION: Councilman Stille made a motion for Councilwoman Ginny Buczek to Council President and Councilman John Kivimaki to Council Vice President and cast a white ballot. Councilman Kivimaki seconded the motion and it carried. APPROVAL OF AGENDA: Councilman Kivimaki made a motion to approve the agenda as printed. The motion was seconded by Councilman Stille and was carried. RECOGNITION OF FORMER COUNCILMAN TOM PETTIT: Council President Buczek read Council Resolution 166 recognizing Mr. Pettit's service to Weld County. Councilman Kivimaki made a motion to adopt Resolution 166 and Councilman Stille seconded the motion and it was carried. A copy of the adopted resolution and a plaque of appreciation were presented to Mr. Pettit. REVIEW PROGRAM: Weld Library District Executive Director, Janine Reid, displayed the boundaries of the library district and presented information regarding the district. There are currently 11 libraries in the district. The revenue for the district primarily comes from property taxes. The organization of the district has a seven member Board of Trustees and also has a Foundation. The Executive Director reports to the Board of Trustees. The district currently has 175 staff members and 90 volunteers. The Weld Library District is the 7th largest library system in Colorado and serves over 200,000 people. Brian Larson, President of the Board of Trustees, presented information on the Library District Board of Trustees. He explained that there are seven board members representing areas in the library district: Greeley, Eaton, Kersey, Milliken/Johnstown, Erie/Frederick, Keenesburg/Platteville/Hudson and one at-large position. The board is appointed. Mr. Larson also explained the application process for the board. The board meets two times a month for a work session and once a month for a regular meeting. Meetings dates and locations are available on the website www.mylibrary.us. The board's job is primarily to hire an executive director and also watch the funds/finances of the library district. 2008-0663 Weld County Council Minutes January 21,2008 Page 2 of 4 • Ms. Reid discussed some of the 2008 accomplishments of the Library District. The library district visited with all twelve school districts and discussed the promotion of reading. The libraries have implemented a new service delivery system by providing a one service point for reference. The libraries also have new self-sufficient check-out and on-hold services as well as staff on hand that can continue to give service/support. The libraries also held a coordinated effort called "Weld County Reads" and the district documented over 7000 people who participated. The district also received a Colorado Association of Libraries award for the best website (www.mylibray.us). Ms. Reid distributed a brochure featuring the new Erie Library. The grand opening was January 12th. There were over 600 library cards created the first week. The Carbon Valley Library will officially open on March 15, 2008. The Frederick library will be closing. Ms. Reid discussed that downloadable books and videos are now available on-line. They also have large print books. These items can be found on the website and a sort function by format can be used. The district is also planning on retiring the 1989 bookmobile and keeping the 2001 bookmobile to use for the most outlaying areas. In March, the library is expecting a new mobile that will carry materials to senior centers and daycare centers. The library is currently working on a branding project. A firm has been commissioned to help give a new name. The current name is misleading —they are not just part of Weld. They do have residents in Boulder, Adams and Larimer counties. They are expecting a new logo and new name. The 10 year long range plan for the library includes continuing with trends, customer centric focus, updating technology, security and privacy issues. Councilman Kivimaki asked if the websites were being filtered. Ms. Reid said the libraries do filter all websites. Councilman Kivimaki also asked if the branches have Sunday hours. Ms. Reid responded all the branches do have Sunday hours and Carbon Valley will also when the branch opens in March. Ms. Reid discussed the differences between the District Branches and District Members. All of the branches are set-up the same and follow the same policies but the members are allowed to follow their own rules. The primary reason of the members being part of the district is the sharing of resources. The members include — Northern Plains Library in Ault, Eaton Public Library, Ft. Lupton Public School Library, Hudson, Platteville and Johnstown. The district is currently working on how to reach the rural populations. They did receive a grant to put in an electronic kiosk in Galeton and it will give access to the catalog by a phone line and serviced through the Eaton Public Library. People could request books at this kiosk and have them delivered to a small secured structure in Galeton. If this program works, it could be a model for the rest of the county. Councilman Kivimaki asked if the library is able to access any Energy Impact money and Ms. Reid said they did receive $200,000 each for two facilities. Weld County Council Minutes January 21,2008 Page 3 of 4 Councilman Stille suggested to Ms. Reid and Mr. Larson that the district should submit editorial articles to all newspapers to bring more attention to the libraries about where they are and the programs available to residents. Councilman Stille asked if there are tutors available at the libraries for students. Ms. Reid said there are teen resource centers at each branch in Greeley and is staffed by volunteers from UNC education students and retired teachers. The age of children helped are 12-15. SHORT RECESS APPROVAL OF DOCUMENTATION: December 17, 2007 Minutes Councilman Kivimaki made a motion to approve the December 17, 2007 council minutes. The motion was seconded by Councilman Stille and carried. Report to the People—4th Quarter 2007 Councilman Kivimaki made a motion to approve the 4th quarter Report to the People. The motion was seconded by Councilman Stille and carried. UNFINISHED BUSINESS: 2008 Council Coordinators and Elected Officials Councilman Stille made a motion of the following Coordinator and Elected Officials assignments as listed below: Department of Human Services— Gene Stille Department of Health Services —The new councilmember Department of Finance, Central Purchasing and Personnel — Nancy Teksten Department of Public Works — Ginny Buczek Department of Planning —John Kivimaki The motion was seconded by Councilman Kivimaki and carried. 2008 Meeting Speakers The 2008 Meeting speakers from county areas were discussed and proposed as the following: February— Finance, March — Comp Plan Update, April —Weld County Assessor, May—Weld County Social Services, June —Weld County Health Department, July—Weld County Transportation, August— Special Use Permit Process, September— Salary Setting, October—Weld County Planning, November—Weld County Clerk & Recorder, December— 2008 Review. NEW BUSINESS: Unity in the Community Meeting President Buczek will be attending the Unity in the Community Meeting in Longmont on February 28th. Councilman Kivimaki will also represent the council at this meeting Weld County Council Minutes January 21,2008 • Page 4 of 4 At-Large Vacancy The council will be interviewing applicants on February 6th. Applicants will be interviewed every 15 minutes with a five minute break in-between. After all interviews, the council will vote on a new member. The council secretary will get a judge scheduled to do the swearing-in ceremony, schedule new council pictures and update notebooks.
