HomeMy WebLinkAbout20083360.tiff Minutes WELD COUNTY COUNCIL November 17, 2008 CD 11A2008 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter, Monday, November 17, 2008, 6:30 p.m., at the Weld County Centennial Center, 915 10th Street, Greeley, CO. ROLL CALL: The meeting was called to order by President Ginny Buczek. Vice President John Kivimaki, Councilman Gene Stille, Councilman Don Mueller and Councilwoman Perry Buck were present, constituting a quorum of the members. Also present was Dr. Mark Wallace, Bob Grand, Charles Tucker, Phil Tidwell, Vernon Cecil and Karla Ford, Council Secretary. AGENDA APPROVAL: Councilman Stille made a motion to approve the agenda. The motion was seconded by Councilman Kivimaki and carried. APPROVAL OF DOCUMENTATION: Councilman Kivimaki made a motion to approve the October 20, 2008 minutes. The motion was seconded by Councilman Mueller and carried. Councilman Kivimaki made a motion to approve the 2008 3`d Quarter Report to the People. The motion was seconded by Councilman Stille and carried. REVIEW PROGRAM: Dr. Mark Wallace, Weld County Department of Public Health and Environment Director, distributed a packet of information outlining services the health department offers. A broad amount of programs and services are offered to the community. The Department of Public and Environmental Health distributes an annual report that informs residents how the department funding is spent. A few programs/items this department handles are birth and death certificates, immunizations, prenatal care, west nile programs, food borne illness detection, collections of household hazardous materials, special tire clean up, burn permits, paint exchange program, outreach in special areas and restaurant inspections. All health department restaurant inspections are available on-line at the Health Department website. The department does have a complaint phone line. There are three major areas that receive funding. Public Health Services —This is the area with nurse and physician services. These are direct clinical services. Environmental Health Services — This division is more involved in regulation and inspections with places such as restaurants, community pools, local daycares. Health Communication, Education & Planning —This division helps educate and promote programs regarding health, tobacco usage, healthy behaviors. rn„u<„ &n') / 2-rzc 2008-3360 Weld County Council Minutes November 17,2008 Page 2 of 3 Recently, a community health survey was sent out to about 7,000 households in Weld County. This was a scientific study. These studies are done every three years. Currently, Colorado is a state that is doing well with the obesity issue but the state should be concerned. This is a key area where the department can work with community to keep children healthy such as encouraging children to walk to school. A pilot health program with School District 6 was initiated to work on nutrition and physical fitness. The county is working to get this program out to other school districts within the county. Northern Colorado Health Alliance —a non-profit group made up of partners including the Weld County Health Department, North Range Behavior Health, Sunrise Community Health Center, NCMC Emergency Services, United Way, Department of Social Services. This group will use the information from the health survey to come up with a strategic plan of how these agencies can come together to offer programs and services for the residents in particular areas with particular issues. Youth Risk Behavior Study—This is a national study that was conducted in conjunction with School District 6. This is an anonymous survey. This is to determine the prevalence of health risk behaviors such as nutrition, drug and alcohol usage and suicide. This report provides guidance for education in particular areas. It reflects local, state and US statistics. PUBLIC COMMENT: Weld resident Phil Tidwell requested more information from Dr. Wallace about the mental illness in Weld County. Weld resident Vernon Cecil asked the Council about information on a change in the state and federal recorded exemptions. Councilwoman Buck will get some information for Mr. Cecil. Resident Bob Grand thanked the Council for their service. NEW BUSINESS: January 2009 Date The Weld County Council's first meeting in 2009 will be January 19, 2009 at the Centennial Center in Greeley, at 6:30pm. Councilman Kivimaki made a motion to set this date for January 2009. The motion was seconded by Councilman Mueller and it passed. Upcoming Meetings The following upcoming meetings were discussed: Weld County Annual Summit, Elected Officials Meeting and the 2009 Swearing-in Ceremony. COORDINATOR REPORTS: Councilman Mueller reported he attended the Council's budget hearing and the budget was fine. Weld County Council Minutes November 17,2008 Page 3 of 3 Payment of Bills Councilman Mueller made a motion for the bills to be paid as listed below: Mileage for Council President Ginny Buczek $ 36.16 Mileage for Council Vice President John Kivimaki $ 50.85 Mileage for Councilman Gene Stille $ 13.00 Office Depot— Notebook Supplies $ 49.73 The motion was seconded by Councilman Kivimaki and passed. EXECUTIVE SESSION ANNOUNCEMENT: President Buczek announced that the group was going into Executive Session for the purpose of conducting an annual evaluation of the Council Secretary. Councilman Kivimaki made a motion to go into Executive Session pursuant to C.R.S. 24- 6-402 (4)(f)(I) for the purpose of conducting an employee evaluation and Councilman Mueller seconded them motion. The motion passed unanimously with a roll call vote. ADJOURNMENT: By acclamation the meeting was adjourned at 8:03 p.m. EXECUTIVE SESSION: The Council re-adjourned and went into executive session at 8:04 p.m. and discussed the annual personnel evaluation for Council Secretary, Karla Ford. Councilman Kivimaki made a motion to adjourn the Executive Session and Councilman Mueller seconded the motion. The Council adjourned at 8:21 p.m. W h a unanimous roll call vote.
