The pilot will occur at Stromo Composting facility,an approved Class I compost operation. It is the Division's understanding the pilot's objective is to evaluate the suitability of mutual business operations between Stromo and MWRD in terms of managing,tracking and testing compost produced from biosolids generated by MWRD operations.The plan states approximately 50 dry tons of Class B Biosolids will be delivered to the site over a two-day period. Based on the information provided and our discussions,the Division in consultation with Weld County approves the pilot project with the following conditions: 1. The pilot project is approved for a six-month period. The pilot shall terminate on or before December 1,2008 unless Stromo submits a revised Design and Operations Plan to the Division and Weld County for continued operations. 2. The absorbent material shall be a minimum of 18 inches and a large enough footprint to capture liquids expressed during and after offloading of biosolids. 3. Nuisance conditions,stormwater,operations,and recordkeeping shall be managed in accordance with the facility's approved design and operations plan during the pilot project. The above information and determinations represent our position. Please make sure to comply with all applicable local,state,and federal regulations and requirements;ensuring coordination with the local governing body. In closing,as of April 1,-2008,the Solid-Waste-Unit is authorized to bill for its review of technical submittals,pursuant to 6 CCR 1007-2,Section 1.7 at a fee of$125.00 per hour. An invoice for the Department's technical review of the pilot project will be submitted to you under separate cover.
