RESOLUTION RE : APPROVAL OF SPECIAL USE PERMIT 467: 81: 13 FOR A MANURE DIGESTER AND DRYER FOR LLOYD ROCKWELL, 2631 175TH AVENUE, ERIE, COLORADO 80516 WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board of County Commissioners of Weld County, Colorado held a public hearing on the 22nd day of July, 1981, at the hour of 2 : 00 o'clock p.m. in the Chambers of the Board of County Commissioners for the purpose of hearing the application of Lloyd Rockwell, 2631 175th Avenue, Erie, Colorado 80516 , for the granting of a Special Use Permit for a manure digester and dryer on the following described real estate, to-wit: Lot 10, Ranch Eggs Subdivision Pt NE4, Section 33, Township 1 North, Range 68 West of the 6th P.M. , Weld County, Colorado WHEREAS, evidence was presented in support of the granting of the Special Use Permit for a manure digester and dryer on the abovedescribed real estate, and WHEREAS , Section 3. 3 (E) (2) of the Weld County Zoning Resolution authorizes such a use in an Agricultural District upon approval by the Board of County Commissioners, and WHEREAS, the Board of County Commissioners of Weld County, Colorado heard all of the testimony and statements of those present, has studied the request of the petitioner and the recommendations of the Weld County Planning Commission and all of the exhibits and evidence presented in this matter, and having been fully informed, is satisfied that the request for a Special Use Permit for a manure digester and dryer, on the hereinabove described real estate, conforms to the purposes of Section 3. 3 (E) (2) of the Weld County Zoning Resolution. Tom Honn presented the favorable recommendation submitted by the Weld County Planning Commission which included development standards. Mr. Rockwell commented on the process that he will utilize and added that he hopes to process manure from other chicken operations. Several adjacent landowners complained about possible oder, flies and the appearance of the operation should it be granted. The adjacent landowners contended that they already have their share of problems because of the existing chicken operations in the area and asked the Board for relief. Commissioner Carlson noted that flys and oder are to be expected in A — Agricultural Zones. The Chairman suggested that the landowners contact the Environmental Protection Agency and request permission to use DDT again to spray for fly control. After all the testimony was received, Commissioner Kirby made a motion to grant the Special Use Permit with development standards and conditions as recommended by the Weld County Planning Commission. D. Description of Proposed Operation. Methane-Digester and Drier System The proposed methane digester and drier processes poultry waste to produce methane and a dried product, which in turn is the basis for fertilizer or other organic products. Primary components of the system are • Methane generator • Belt filter press for sludge dewatering N. Superheated steam drier • Bagging system The system is a total pollution abatement system; not only is chicken waste transformed into useful products, other environmental nuisances, such as dust and noise, are avoided in this design. Methane Generator. The methane generating system will use the existing slurry mixing tank and slurry pipe. Slurry is piped into six sealed tanks in tandem. Each tank contains a mixer/collector-flight system. Methane is generated by anerobic digestion of the poultry waste; the tanks must be sealed as this process must take place in oxygen-free environment. Methane is continually drawn off the tanks and stored or used directly. "Spent" slurry is piped to the belt filter press. Belt Filter Press. The belt filter press system squeezes and shears the "spent" slurry. Two porous belts run across a series of progressively smaller rolls, which pulls water from the compressable sludge, and produces a filter cake. This process generates a filter cake which is 10 to 15% drier than that obtained by alternative dewatering processes. Water is drawn off, filtered, checked for any gross impurities, and then piped back into the slurry tank, as needed. Superheated Steam Drier. Filter cake from belt filter press is moved by conveyer belt to the superheated steam drier. The superheated steam is forced through the filter cake; the resultant loss of heat from the steam provides the energy for the drying process. The "spent" steam is either recycled in the steam dryer or used in other parts of the system. This drying process is many times faster and accomplished at lower temperatures than with other co±mnonly used drying techniques. Bagging System. The bagging system is totally contained in an insulated housing, reducing noise and avoiding dust pollution. A loading conveyer moves the dried product to a covered loading hopper. The metering gate on the hopper adjusts the amount of product entering the bagging unit. Bagging unit consists of a bag feed, scale, and sealer. A dust collector is attached to the bagging unit. C Summary. Beginning with slurry from the existing storage tank, chicken waste is first processed to produce methane gas, and then dried, measured, and bagged for use in organic products such as fertilizer. The entire system is self- contained and enclosed, so that wastes and noxious by products do not escape into the atmosphere, from the time the wastes are placed in the collecting tank until delivery to the end users. Operation of the system is automated and continuous-feed, requiring only minimal monitoring and periodic quality control tests by Ra, Ltd. trained technicians. Two technicians are required to cover 2 daily shifts. Conclusions. Among the many important advantages of the approaches used here are • No air or water pollution hazard. * High production rate per unit area of plant. I Odor-free end products that are easily transported or stored. • System operation is independent of environmental conditions. • No hot gas released in the atmosphere. E. The process, which is proprietary in nature, is claimed to substantially reduce the existing odor and solid waste disposal problems associated with chicken agribusinesses by digesting the waste material to produce methane gas and organic fertilizer. The Division is presently conducting a preliminary evaluation of the proposed activity based on data and information submitted by the appli- cant. There is no indication, at this time, that violation of existing Colorado air quality standards or regulations would occur as a result of this activity. The applicant still has to meet all the requirements necessary to obtain emission permit(s) at the end of the review process, including a public comment period and a more complete engineering review of the proposed activity, but there does not appear to be a problem at this time.
