Sueiece: Intergovernmental Agreement between Larimer/Weld Counties for the
Weatherization Program
Enclosed for Board approval is the Intergovernmental Agreement between
the Larimer County Commissioners and the Weld County Commissioners for
the Weatherization Program.
The Larimer County Weatherization Program will be subcontracting to pro-
vide Weatherization services for Weld County residents.
Larimer County will be estimating, ordering materials, installing materials,
and inspecting a minimum of 116 homes for Weld County. Larimer County will
receive approximately $87,138.00 for the Weatherization activities.
Larimer County will be reimbursing Human Resources $6,092.00 for costs in-
curred around taking of applications, audit costs, etc.

AGREEMENT
THIS AGREEMENT, made and entered into between the Weld
County, Colorado Board of County Commissioners for the Weld
County Division of Human Resources Weatherization Program,
hereinafter referred to as "Contractor , " and the Larimer County ,
Colorado Board of County Commissioners for the Larimer County
Department of Human Development Weatherization Program, herein-
after referred to as "Subcontractor. "
WITNESSETH:
WHEREAS, the Contractor and the Subcontractor are desirous
of combining operational functions associated with the Weather-
ization Program on a pilot program basis , and
WHEREAS , the Contractor is desirous of the Subcontractor
to provide Weatherization activities in Weld County , as a more
cost effective and efficient means of providing services to low-
income individuals in Weld County.
NOW THEREFORE, in consideration of the covenants contained
herein the parties hereto mutually agree as follows :
1. The Subcontractor agrees to provide allowable weather-
ization activities for eligible applicants in Weld County.
Activities are to include estimating, ordering of materials ,
installation of materials, inspection, and other allowable acti-
vities under the Department of Energy guidelines .
2. The Subcontractor agrees to submit all reports required
for operation of the Weatherization Program to the Department of
Local Affairs, Division of Housing.
3. The Subcontractor agrees to provide the Contractor with
a monthly report which will include the costs incurred during
the previous month for all homes completed, the cumulative totals
on costs incurred, and the total number of homes completed.
4. The Contractor shall take applications, receive veri-
fication of income, and determine eligibility for all applicants
for weatherization services in Weld County, and provide this
information to the Subcontractor.
5. The Contractor shall have the Weld County allocation
approximately $87, 138. 00 contracted directly to the Subcontractor
from the Department of Local Affairs, Division of Housing for
Weatherization Activities to be completed on approximately 116
homes.
6. The Subcontractor agrees to reimburse the Contractor
a total of $6,092. 00 for costs incurred by the Contractor for
the Weatherization Program. These monies shall be distributed
to the Contractor in three ( 3) quarterly payments beginning
after the end of the first quarter this Agreement is in effect .
7. The Subcontractor will be responsible for engaging
the audit for the funds expended by the Subcontractor under
this Agreement .
8. The term of this Agreement shall be from April 1 ,
1982 through December 31, 1982.
9. This Agreement may be amended or terminated given
thirty (30) days written notice to either party . This Agree-
ment will terminate immediately in the event of loss of
funding to the program.
IN WITNESS WHEREOF, the parties hereto have executed this
Agreement on this day of April , 1982 .

the audit for the funds expended by the Subcontractor under
this Agreement .
8. The term of this Agreement shall be from April 1 ,
1982 through December 31 , 1982.
9. This Agreement may be amended or terminated given
thirty (30) days written notice to either party. This Agree-
ment will terminate immediately in the event of loss of
funding to the program.
